राष्ट्रपति प्रतिभा पाटिल के पुत्र एवं कांगे्रस विधायक रावसाहेब शेखावत को जिला कलेक्टर ने स्थानीय निकाय चुनाव होने के बीच अमरावती से एक करोड़ रूपये की बेहिसाबी राशि बरामद होने के सिलसिले में नोटिस जारी किया है। जिला कलेक्टर राहुल महीवाल ने बताया कि शेखावत के अलावा राज्य मंत्री राजेन्द्र मुलक, महाराष्ट्र प्रदेश कांगे्रस समिति के महासचिव गणेश पाटिल, शहर के कांगे्रस प्रमुख वसंतराव साउरकर, मुलक के निजी सचिव आशीष बोधनकर को बुधवार को नोटिस जारी किये गये।
उन्होंने कहा कि 21 फरवरी को सुनवाई होगी क्योंकि उनके वकीलों ने पांच दिन का समय मांगा है। जिला कलेक्टर राहुल महीवाल ने बताया कि शेखावत के अलावा राज्य मंत्री राजेन्द्र मुलक, महाराष्ट्र प्रदेश कांग्रेस समिति के महासचिव गणेश पाटिल, शहर के कांग्रेस प्रमुख वसंतराव साउरकर, मुलक के निजी सचिव आशीष बोधनकर को बुधवार को नोटिस जारी किये गये।

दूसरी ओर, महाराष्ट्र नवनिर्माण सेना (मनसे) के प्रमुख राज ठाकरे और एक प्रमुख मराठी समाचार चैनल के खिलाफ आदर्श आचार संहिता का कथित रूप से उल्लंघन करने पर एफआईआर दर्ज की गई है।

रविवार को दो लोग एक कार से इस धन राशि को नागपुर से अमरावती ला रहे थे। यह राशि जब्त होने के बाद चुनाव आयोग ने जिला कलेक्टर और निगम आयुक्त से घटना की रपट देने को कहा है।

धन के बेहिसाबी होने के आरोपों से इंकार करते हुए शेखावत ने दावा किया कि यह धन स्थानीय निकाय चुनाव में वित्तीय रूप से कमजोर उम्मीदवारों के वितरण के लिए मंगवाया गया था।

शेखावत ने कहा, ''मैंने राज्य कांगे्रस समिति से 87 पार्टी उम्मीदवारों में वितरण के लिए धन मंगवाया था। उम्मीदवारों में अधिकतर महिलाएं एवं गरीब हैं। इसी के अनुसार एक करोड़ रूपये मेरे लिए भेजा गया था जो प्रति उम्मीदवार एक लाख रूपये के हिसाब से बांटा जाना था और शेष धन जिला कांगे्रस समिति के लिए था।''

भाजपा ने इस मामले में जिला अदालत में हस्तक्षेप के लिए कल याचिका दायर की थी।

पुलिस ने बुधवार को कहा कि 'स्टार माझा' समाचार चैनल पर मंगलवार रात राज ठाकरे का एक साक्षात्कार दिखाए जाने के बाद मंगलवार रात ही इस संबंध में एफआईआर दर्ज की गई क्योंकि कॉर्पोरेशन चुनावों के लिए चुनाव अभियान शाम को ही समाप्त हो गया था। इस संबंध में चुनाव ड्यूटी पर तैनात बीएमसी अधिकारी ने शिकायत दर्ज कराई थी। पुलिस के अनुसार, इस अपराध के लिए आरोपी को एक महीने का साधारण कारावास या दो सौ रुपये का जुर्माना या दोनों झेलना पड़ सकता है।

पुलिस उपायुक्त (डीसीपी) किशोर जाधव ने कहा कि आचार संहिता उल्लंघन करने पर आईपीसी की धारा 188 (विधिवत लोक सेवक द्वारा घोषित किए गए आदेश की अवज्ञा) के तहत राज ठाकरे, 'स्टार माझा' समाचार चैनल और इसके प्रतिनिधियों के खिलाफ मामला दर्ज किया गया।

मुंबई सहित महाराष्ट्र के 10 नगर निगमों के चुनावों के लिए गुरुवार को कड़ी सुरक्षा के बीच वोटिंग हुई। ठाणे, उल्हासनगर, पुणे, पिंपरी-चिंचवाड़, सोलापुर, नासिक, अकोला, अमरावती, नागपुर और मुंबई नगर निगमों के लिए वोट डाले गए। इन सभी नगर निगमों में कांग्रेस-एनसीपी गठजोड़, शिवसेना-बीजेपी-आरपीआई गठजोड़ और राज ठाकरे के एमएनएस के बीच त्रिकोणीय मुकाबला है। इन 10 स्थानीय निकायों में मतदाताओं की कुल संख्या 2.02 करोड़ है।

महाराष्ट्र में 27 जिला परिषदों व 305 पंचायत समितियों के नए प्रतिनिधियों के चुनाव के लिए मंगलवार कड़ी सुरक्षा व्यवस्था के बीच मतदान हो गया। मतदान शांतिपूर्ण तरीके से चल रहा है। गांवों व अर्ध-ग्रामीण क्षेत्रों में रहने वाली करीब एक-चौथाई आबादी नए प्रतिनिधियों का चुनाव करेगी। सुबह 7.30 बजे मतदान की प्रक्रिया शुरू हो गई। वैसे राज्य के ज्यादातर हिस्सों में सर्द हवाएं बहने के कारण मतदान केंद्र सूने नजर आए।

मुंबई नगर निगम की 227 सीटों के लिए कड़ी टक्कर है। यह नगर निगम कांग्रेस-एनसीपी गठजोड़ के लिए चुनौती है, जो इसे शिवसेना-बीजेपी गठबंधन से छीनना चाहती है।

गुरुवार की सुबह नागपुर में एक मतदान केंद्र पर इलेक्ट्रॉनिक वोटिंग मशीन में गड़बड़ी की शिकायत मिलने के बाद वहां मतदान रोक दिया गया। मुंबई में मतदान बिना किसी व्यवधान के हो सके इसके लिए पुलिस ने सुरक्षा के कड़े इंतजाम किए। महानगर के सभी मतदान केंद्रों पर 2,375 पुलिस अधिकारी और 20,000 पुलिसकर्मी तैनात थे।

रामकथा पर रार क्यों ?

शिक्षा संस्थान और सैनिक स्कूलों में क्या फरक होता है ? शिक्षा संस्थान जहां उसमें दाखिला लेनेवाले छात्रों में ज्ञान हासिल करने का जज्बा पैदा करते हैं, स्वतंत्र चिंतन के लिए उन्हें तैयार करते हैं, उनकी सृजनात्मकता को नए पंख लगाने में मुब्तिला होते हैं, वही सैनिक स्कूलों की कोशिश ऐसे इन्सान रूपी रोबोट यानी यंत्रमानव बनाने की होती है, जो सोचें नहीं, बस अपने सीनियरों के आदेशों पर अमल करने के लिए हर वक्त तैयार रहें. लाजिम है कि विचारद्रोही प्रवृत्तियां समाज में जब भी हावी होती हैं, हम यही पाते हैं कि वे शिक्षा संस्थानों और सैनिक स्कूलों के फरक को मिटा देना चाहती हैं. वे ऐसे माहौल को बनाना चाहती हैं कि ज्ञान हासिल करने की पहली सीढ़ी- हर चीज़ पर सन्देह करने की प्रवृत्ति - से शिक्षा संस्थान में तौबा किया जा सके और वहां आज्ञाकारी रोबो का ही निर्माण हो.

दिल्ली के अकादमिक जगत में इन दिनों जारी विवाद को लेकर यही कहने का मन करता है और इसका ताल्लुक कन्नड एवं अंग्रेजी भाषा के मशहूर कवि, नाटककार एवं विद्वान प्रोफेसर ए के रामानुजन (1929-1993) के उस चर्चित निबंध 'थ्री हण्ड्रेड रामायणाज: फाइव एक्जाम्पल्स एण्ड थाटस आन ट्रान्सलेशन' यानी तीन सौ रामायण: पाँच उदाहरण और अनुवादों पर तीन विचार, से है जिसमें दक्षिण एवं दक्षिण पूर्व एशिया में विद्यमान रामायण कथाओं की विभिन्न प्रस्तुतियों की चर्चा की गयी है.

अपने अनुसन्धान में उन्होंने यह पाया था कि विगत 2,500 वर्षों में दक्षिण एवं दक्षिणपूर्व एशिया में रामायण की चर्चा तमाम अन्य भाषाओं, समूहों एवं इलाकों में होती आयी है.

मालूम हो कि अन्नामीज, बालीनीज, बंगाली, कम्बोडियाई, चीनी, गुजराती, जावानीज, कन्नड, कश्मीरी, खोतानीज, लाओशियन, मलेशियन, मराठी, उड़िया, प्राकृत, संस्कृत, संथाली, सिंहली, तमिल, तेलगु, थाई, तिब्बती आदि विभिन्न भाषाओं में रामकथा अलग अलग ढंग से सुनायी जाती रही है. उनके मुताबिक तमाम भाषाओं में रामकथा के एक से अधिक रूप मौजूद हैं. उन्होंने यह भी पाया था कि संस्कृत भाषा में भी 25 अलग अलग रूपों में (महाकाव्य, काव्य, पुराण, पुरानी दन्तकथात्मक कहानियां आदि) रामायण सुनायी जाती रही हैं.

वैसे यह बात सर्वविदित ही है कि दक्षिण एव दक्षिण पूर्व के देशों में रामकथाओं का प्रभाव किसी न किसी रूप में आज भी दृष्टिगोचर होता है. मिसाल के तौर पर इंडोनेशिया जैसे मुस्लिमबहुल मुल्क में सड़कें, बैंक, ट्रैवल एजेंसीज, या अन्य उद्यम मिलते हैं, जिनके नाम रामायण के पात्रों पर रखे गए हैं. लोकसंस्कृति में भी किस हद तक रामकथा का वजूद बना हुआ है, इसे एक उदाहरण से समझा जा सकता है.

इण्डोनेशिया में बच्चे के जनम पर 'मोचोपाट' नामक समारोह होता है. अगर परिवार हिन्दु है तो वह धार्मिक आयोजन कहलाता है और अगर परिवार गैरहिन्दु है तो उसे संस्कृति के हिस्से के तौर पर आयोजित किया जाता है. 'मोचोपाट' में एक जानकार व्यक्ति लोगों के बीच बैठ कर रामायण के अंश सुनाता है, और फिर श्रोतागणों में उस पर बहस होती है. कभी-कभी यह आयोजन दिन भर चलता है. मकसद होता है, परिवार में जो नया सदस्य जनमा है, वह रामायण के अग्रणी पात्रों की तरह बने. आठवीं-नवीं सदी में इण्डोनेशिया में पहुंची रामायण कथा जावानीज भाषा में लिखी गयी थी.

सवाल यह उठता है कि एक सच्चे भारतीय के लिए- रामकथा के यह विभिन्न रूप, जिसने अलग-अलग समुदायों, समूहों में पहुंच कर अलग-अलग रूप धारण किए हैं- यह हक़ीकत किसी अपमान का सबब बननी चाहिए, या मुल्क की बहुसांस्कृतिकता, बहुभाषिकता, बहुविधता को 'सेलेब्रेट' करने का एक अवसर होना चाहिए.

साफ है कि ऐसे लोग, जो भारत की साझी विरासत की हक़ीकत को आज तक जज्ब़ नहीं कर पाए हैं और भारत का भविष्य अपने खास इकहरे एजेण्डा के तहत ढालना चाह रहे हैं, उन्हें रामायण के इन विभिन्न रूपों की मौजूदगी की बात को कबूल करना भी नागवार गुजर रहा है और इसलिए उन्होंने इसे आस्था के मसले के तौर पर प्रोजेक्ट करने की कोशिश की है.

मालूम हो कि विश्वविद्यालय के इतिहास विभाग के अध्यापकों की अनुशंसा पर वर्ष 2006 में इस निबंध को पाठयक्रम में शामिल किया था. वर्ष 2008 में हिन्दुत्ववादी संगठनों की छात्रा शाखा ने इसे लेकर विरोध प्रदर्शन किया. उनका कहना था कि इस निबंध को पाठयक्रम से हटा देना चाहिए. अन्ततः मामला उच्चतम न्यायालय पहुंचा तब उसके निर्देश पर चार सदस्यीय कमेटी बनायी गयी, जिसके बहुमत ने यह निर्णय दिया कि प्रस्तुत निबंध को छात्रों को पढ़ाया जाना चाहिए, सिर्फ कमेटी के एक सदस्य ने इसका विरोध किया.

मामला वहीं खतम हो जाना चाहिए था, मगर जानबूझकर इस मसले को अकादमिक कौन्सिल के सामने रखा गया, जहां बैठे बहुलांश ने अपने होठों को सीले रखना ही मंजूर किया. फिलवक्त 'बहुमत' से इस निबंध को पाठयक्रम से हटा दिया गया है.

प्रस्तुत विवाद को लेकर प्रख्यात कन्नड साहित्यकार प्रो यू आर अनन्तमूर्ति के विचार गौरतलब हैं ''भारत में हमेशा ही श्रुति, स्मृति और पुराणों में फरक किया जाता रहा है. अलग-अलग आस्थावानों के लिए अलग-अलग ढंग की श्रुतियां हैं, जो वेदों, कुराणों की तरह लगभग अपरिवर्तित रहती हैं. दूसरी तरफ स्मृति और पुराण गतिमान होते हैं और समय एवं संस्कृति के साथ बदलते हैं. भास जैसे महान कवियों ने महाभारत की समूची समस्या को बिना युद्ध के हल किया. यह बात विचित्र जान पड़ती है कि आधुनिक दौर में धार्मिक विश्वासों एवं आचारों का व्यवसायीकरण एवं विकृतिकरण किया जा रहा है. हमारे पुरखे आस्था, विश्वासों की जिस विविधता को सेलिब्रेट करते थे, उस सिलसिले को हम लोगों ने छोड़ दिया है."

सवाल निश्चित ही महज एक निबंध का नहीं है. यह सोचने एवं तय करने की जरूरत है कि शिक्षा संस्थानों में पाठयक्रम तय करने का अधिकार अध्यापकों का अपना होगा या वहां दखलंदाजी करने की राज्य कारकों या गैरराज्यकारकों को खुली छूट होगी. निबंध को लेकर खड़ा विवाद दरअसल इस बात का परिचायक कि अकादमिक संस्थानों में विचारों के सैन्यीकरण का दौर लौट रहा है, जिस पर आस्था का मुलम्मा चढ़ाया जा रहा है. अभी ज्यादा दिन नहीं बीता जब शिवसेना के शोहदों ने मुंबई विश्वविद्यालय में पढ़ाये जा रहे रोहिण्टन मिस्त्री के उपन्यास 'सच ए लांग जर्नी' को हटाने में कामयाबी हासिल की थी, तो कुछ अन्य अतिवादी तत्वों ने सुप्रीम कोर्ट के आदेश के बावजूद जेम्स लेन की 'शिवाजी' पर प्रकाशित किताब पर सूबा महाराष्ट्र में अघोषित पाबन्दी लगा रखी है.

ऐसे सभी लोग, जो शिक्षा संस्थानों को खास ढंग से ढालना चाहते हैं, उन्हें इस वर्ष के नोबेल पुरस्कार विजेताओं पर निगाह डालनी चाहिए. इस वर्ष का रसायन का नोबेल इस्त्राएली मूल के डैनिएल शेश्टमान को क्वासिक्रिस्टल्स की खोज को लेकर मिला है, जिसने पदार्थ की स्थापित धारणाओं को भी चुनौती दी है.

मालूम हो कि जब प्रोफेसर शेश्टमान ने पहली दफा यह संकल्पना रखी तो ऐसा वाहियात विचार रखने के लिए विश्वविद्यालय ने उन्हें रिसर्च ग्रुप छोड़ने के लिए कहा, मगर वह डटे रहे. सभी मानवीय ज्ञान क्या मानव की इसी अनोखी आदत से विकसित नहीं हुआ है- सभी चीजों पर सन्देह करो.

निश्चित ही शिक्षा संस्थानों को कुन्द जेहन रोबोट के निर्माण की फैक्टरी के तौर पर देखनेवाले लोग इस सच्चाई को कैसे जान सकते हैं !

दिवालियेपन के अंदेशे से जूझता यूनान

यूरोपीय संघ, यूरोपीय केंद्रीय बैंक और अन्तरराष्ट्रीय मुद्रा कोष की बदनाम तिकड़ी द्वारा बेलआउट पैकेज के माध्यम से यूनान पर जो शर्तें थोपी जा रही हैं. यूनान को पूरी तरह तबाह कर देने तथा वेतन और कार्यस्थल के सहूलियतों को 1960 के दशक तक वापस ले जाने की भयानक कोशिश है...

रेड ट्यूलिप्स.यूनान फिर उबाल पर है. यूनानी संसद नें यूरोपीय संघ, यूरोपीय केंद्रीय बैंक और अन्तरराष्ट्रीय मुद्रा कोष की खूंखार तिकड़ी द्वारा दिए जाने वाले 170 अरब अमेरिकी डॉलर (यानी 130 अरब यूरो) के बेलआउट कोष के बदले 15,000 सरकारी नौकरियों में कटौती करने और न्यूनतम मजदूरी को 22 प्रतिशत घटाने की संस्तुति कर दी है.

यूनान के वित्त मन्त्री एवांगेलोस वेनिज़ेलोस ने फ़रमाया है कि "हमें यह जरूर दिखाना चाहिए कि यूनानियों से जब ख़राब और निकृष्टतम के बीच चुनाव करने को कहा गया तो उन्होंने निकृष्टतम से बचने के लिए ख़राब का चुनाव किया." और निकृष्ट का चुनाव कर लिया गया है भले ही छह मन्त्रियों ने इस्तीफ़ा दे दिया हो.

इसकी प्रतिक्रिया में एथेन्स में जो कुछ हुआ या हो रहा है उसकी जानकारी अधिकतर लोगों को मिल चुकी होगी. रविवार को एथेन्स के सडकों पर 80,000 से अधिक प्रदर्शनकारियों ने मार्च किया, जिनमें मजदूर-कर्मचारी और छात्र-युवा सभी शामिल थे और उन्होंने पुलिस के घोर दमनकारी रवैये का बहादुरी के साथ मुकाबला किया.

पुलिस के उकसावे के बीच भीड़ के एक हिस्से ने दुकानों को लूटा और जम कर तबाही मचायी. 34 इमारतों को आग के हवाले किया गया जिसमें एक अमेरिकी काफी कम्पनी स्टारबक्स का भवन और एक ऐसा भूमिगत छवि गृह शामिल था जिसे कभी गेस्टापो ने अपने यातना गृह के तौर पर इस्तेमाल किया था. एक वृद्ध महिला का कहना था, " यह चालीस के दशक से भी बुरा है...इस समय तो सरकार ही जर्मनों का आदेश मान रही है."

ऐसा लगता है कि यूनान नव उदारवादी सामाजिक इंजीनियरिंग की एक चरम प्रयोगशाला में तब्दील हो गया है. यूरोपीय संघ, यूरोपीय केंद्रीय बैंक और अन्तरराष्ट्रीय मुद्रा कोष की बदनाम तिकड़ी द्वारा बेलआउट पैकेज के माध्यम से यूनान पर जो शर्तें थोपी जा रही हैं, वे सामूहिक सामाजिक अधिकारों में से वहाँ जो कुछ भी थोडा बहुत बच रहा है उन्हें पूरी तरह तबाह कर देने तथा वेतन और कार्यस्थल के सहूलियतों को 1960 के दशक तक वापस ले जाने की भयानक कोशिश है. यह एक ऐसी कोशिश है जिसे पूरे यूरोप के पैमाने पर लागू किये जाने के पहले यूनान में अजमाया जा रहा है.

यूनानी संसद द्वारा 11 फरवरी की देर शाम को इस मितव्ययिता कार्यक्रम को पारित किये जाने के बावजूद कल होने वाले यूरो ज़ोन के वित्त मन्त्रियों की बैठक में यूनान से और कटौतियाँ करने की मांग की जाएगी. इसके अलावा बेलआउट के करार पर हस्ताक्षर किये जाने से पूर्व यूनान के राजनितिक नेताओं से करार की शर्तों को लागू किये जाने के गारण्टी देने की भी मांग की जाएगी.

इसके बावजूद न तो इस बात के कोई गारण्टी ही है कि बेलआउट की यह धनराशि वाकई यूनान को हासिल होगी (क्योकि इसे एक निलम्ब खाते यानी एस्क्रो अकाउंट में डाले जाने की चर्चा है) और न तो इस बात की ही कोई उम्मीद है कि वह पहले से लदे कर्ज के बोझ को चुका कर मौजूदा संकट से निकल पायेगा.

स्थिति ऐसी बन गयी है कि कटौती और मितव्ययिता की एक खेप पर सहमति बनने के साथ ही, उसके अमल में आने के पहले ही तिकड़ी के अधिकारी कटौती के नए माँग पत्र्रक के साथ तैयार रहते हैं. ऐसा लगता है चार वर्षों की मन्दी और तीन वर्षों की मितव्ययिता की मार ने यूनान को एक सामाजिक क्रान्ति के मुहाने पर ला दिया है. यूरोपीय अधिकारीगण भी उसे लगातार उसी दिशा में धकेल रहे हैं.

हमें नहीं भूलना चाहिए कि यूनान ही वह देश है जो 1821 में राष्ट्रीय स्वतन्त्रता अर्जित करने वाला महाद्वीप का पहला देश बना. 1940 में 'नहीं' कहने के माध्यम से इसी ने फासीवाद के खिलाफ लड़ाई की शुरुआत की. सत्तर के दशक में सैनिक तानाशाही के खिलाफ इसके विद्रोह ने दक्षिण यूरोप और लातिनी अमेरिका में ऐसे ही उत्पीड़न के शिकार देशों की जनता को अनुप्राणित किया. ऐसी स्थिति में यह आश्चर्यजनक नहीं होगा अगर वह फिर से एक नए परिवर्तन का बिगुल फूंके.

युद्धोत्तर पश्चिमी यूरोप की दृष्टि से यूनान की मौजूदा परिस्थिति अभूतपूर्व है. देश की पहले से ख़राब आर्थिक स्थिति बाद से बदतर होती जा रही है. ऐसे में सरकार के लिए मितव्ययिता की एक नई खुराक को जनता के गले उतरना कत्तई आसन नहीं होगा, खास कर तब जब जनता पहले से सडकों पर है और आगामी शनिवार 18 फ़रवरी 2012 को उनके समर्थन में अन्तरराष्ट्रीय लामबन्दी का आह्वान किया जा रहा है.

Ahmedabad: Narendra Modi's government in Gujarat has been issued a
contempt notice for failing to compensate 56 people whose shops were
destroyed in the state's communal riots of 2002.

The Gujarat High Court had ordered the compensation last year; because
the government has still not handed over the money to those affected,
the court has taken action today.

Last week, the High Court ordered the government to fund the repair of
nearly 600 religious buildings that were targeted during the riots,
the worst in independent India. Mr Modi's officers had fought a
Public Interest Litigation (PIL) that asked the state to underwrite
the renovation.

More details are awaited.

he was arrested in connection with the 2007 Samjhauta Express blast that killed
68 people, Kamal Chouhan, today confessed in front of the media that he carried
out the blast. His family, however, has alleged that Chouhan confessed under
duress.

Chouhan was remanded to police custody till February 23 after he
was produced in court today.

He was arrested from Indore on Sunday by the
National Investigation Agency and then brought to Delhi. Chouhan, during his
interrogation, told the probe agency that he planted one of the bombs in the
train to Pakistan. His claims are being verified.

On February 18, 2007,
twin blasts ripped through two coaches of the Samjhauta Express near Panipat,
when the bi-weekly train was heading from Delhi to Lahore in Pakistan. Most of
the 68 people who died were Pakistanis.

The NIA has already chargesheeted
six people in connection with the case including right-wing extremists Swami
Aseemanand and Sadhvi Pragya Thakur. The four others have been charged for
assisting Aseemanand; two of them, however, are yet to be located.

The
NIA says that in its four years of inquiry, it has found that "the entire
conspiracy was hatched between 2005 and 2007 by the accused Swami Aseemanand,
Sunil Joshi (now dead) and his associates...at different places in
Gujarat, M.P.
and other places."

Aseemanand's confession that he was also involved in
the bomb blasts at Malegaon in Maharashtra in 2006 and 2008, both of which
targeted Muslims, linked him closely to Hindu terror group Abhinav Bharat which
counts Sadhvi Pragya as one of its founder members.

Farmers have no alternative to defying Illegal AP, Government acts: Dr. JP

The Federation of Independent Farmers' Associations today charged the Andhra Pradesh Government with contravening Government of India directives under the Essential Commodities Act by banning inter-State movement of fine varieties of paddy and rice.

Addressing a media conference, Dr. Jayaprakash Narayan, President of FIFA and the Lok Satta Party, pointed out that although the Government of India unambiguously stipulated that there shall be no curbs on inter-State movement, the Andhra Pradesh Government has taken law into its own hands by banning sale of paddy and rice outside the State by farmers and tenants. "It is behaving like a street rowdy," fulminated Dr. JP

"The farmer in India is facing ruin not because of the vagaries of nature but because of the cruel and unjust policies of State and Central Governments. It is the Government that has become an albatross round the farmer's neck," charged Dr. JP.

The State Government itself had removed the barriers on movement of rice and paddy outside the State a couple of years ago citing heavy losses to farmers because of the steep decline in local prices.

Although prices have once again crashed this year against the backdrop of a steep increase in the cost of production, the Andhra Pradesh Government would not permit movement of rice and paddy outside the State.

FIFA is launching a Dandi-like farmers' satyagraha March on February 18 and 19 to defy the unjust laws and regulations that are dealing a body blow to farmers. Farmers and tenants starting from Yemmiganur in Kurnool district in Andhra Pradesh will march to Gilkasugur in Raichur district of Karnataka and effect token sale of paddy in defiance of the Andhra Pradesh Government ban. "Let the Government arrest and prosecute farmers and me," said Dr. JP who had given notice of FIFA's action program to the Chief Minister on February 2 itself.

The State Government is blind and dumb in that refuses to see the farmers' plight or listen to wise counsels, said Dr. JP.

FIFA would repeat its defiance of unjust laws and regulations by organizing a similar march from Nizamabad in Andhra Pradesh to Nanded in Maharashtra.

It is time farmers all over the country transcending parties and crops they grow joined hands and demanded dismantling of the present license-permit raj. They should fight Governments but not end their lives in despair, he said pointing out that over 2.3 lakh farmers had committed suicide in the last 15 years.

Dr. JP said that farmers do not get even the minimum support price for any produce, leave alone a fair and remunerative price. The Government, which cannot ensure payment of even the MSP, denies the farmer the freedom to market his produce outside the State. In contrast, an industrialist can sell his manufactured products anywhere he wants. On top of it, he gets a subsidy if he chooses to export it outside the country.

The Government harms the farmers' interest by allowing duty-free import of edible oil even as it regulates farm produce exports. The country witnesses a lot of breast-beating whenever prices of onions and tomatoes go up but not a tear is shed when their prices plummet. The State Government which collects hundreds of crores of rupees on marketing of agricultural produce would not utilize the amount to provide warehouses for farmers to store their produce and get pledge loans.

Referring to the grouse in certain circles over his inclusion in a House committee to go into Government land deals, Dr. JP disclosed he had told the Speaker that he would step down to make way for those who feel they are under-represented. He said he had rejected both the ruling Congress and the Opposition TDP during the no-confidence vote because he regarded both parties as wolves fighting for the right to devour innocent lambs. "They represent the corrupt and failed politics of the past. The Lok Satta represents politics of the future and gives hope and leadership to youth," Dr. JP said.

Sahara India's sponsorship of the Indian cricket team will also continue.

The patch-up was enabled by a series of concessions made by the BCCI. The IPL trading window has been extended to February 29 in order to give Sahara the opportunity to acquire players from other franchises. The purse that Pune had for the auction has been reinstated to facilitate purchases.

One of Pune's key demands was to be allowed five overseas players in the starting XI. They cited the precedent of Mumbai Indians being given the same privilege in last year's Champions League. This demand has been forwarded to other franchises and will be accepted if there is no objection from any of them.

Pune's demand for a concession in the franchise fee will go into arbitration.

Sahara and the BCCI were involved in a 12-day standoff ever since the former dropped a bombshell just before the IPL auction on February 4 by announcing the end of its IPL franchise and its sponsorship of Team India.

Negotiations between the two parties began last Sunday but reached an impasse after the BCCI refused to make the concessions that Sahara was seeking.

However, the BCCI subsequently softened its stand leading to the eventual rapprochement.

जनसत्ता 16 फरवरी, 2012: भारतीय समाज और राजनीति में जाति को लेकर इधर कुछ दिनों से एक नई चेतना बन रही है। कुछ लोगों का मानना है कि हमारा समाज, खासकर हमारी सरकार और राजनीतिक समुदाय जातिविहीन समाज की रचना के संकल्प को कुचल रहे हैं। वे सब मिल कर तात्कालिक लाभ की दृष्टि से ऐसे उपाय कर रहे हैं, जिनसे जाति वापस आ रही है। दूसरी तरफ, समाज वैज्ञानिकों का बहुत बड़ा समूह स्वीकार कर रहा है कि जाति-व्यवस्था के पारंपरिक ढांचे की, जो छुआछूत, पवित्र-अपवित्र, जजमान-पुरोहित जैसे सांचों से बना था, प्रासंगिकता लगातार घटती जा रही है, क्योंकि अब हम धीरे-धीरे नियमबद्ध संबंधों के जरिए अपने आसपास के संसार को रचने की क्षमता विकसित कर रहे हैं। इसके पीछे जनतंत्र और आधुनिकीकरण का बड़ा योगदान है। लेकिन यह समूह इस बात से इनकार नहीं करता कि जाति का नया अवतार हुआ है, जिसमें सामाजिक और सांस्कृतिक पक्ष की तुलना में राजनीतिक पक्ष प्रासंगिक है।
हालांकि अब जाति और हिंदू धर्म का संबंध धर्म के दायरे से ऊपर उठ कर, जाति और सभी धर्मों के बीच के संबंध के रूप में देखा जाने लगा है। दलित ईसाई आंदोलन, मुसलमानों में पसमांदा समाज का आंदोलन, सिखों में मजहबी सिखों का आंदोलन और बौद्धों में नवबौद्धों की समस्याएं जाति की धर्मनिरपेक्ष वास्तविकता को पहचानने का सवाल उठा रही हैं।
इधर अस्सी वर्ष बाद सरकार को भी समाज की बनावट समझने के लिए जाति जनगणना की जरूरत महसूस हुई। अगर जाति-व्यवस्था के अलग-अलग रूपों और संदर्भों से जोड़े बिना हम जाति के बारे में चर्चा करेंगे तो कुछ सामान्य और सतही निष्कर्षों तक ही पहुंच सकते हैं, जिसमें दोनों तरह का सच गैरजरूरी बन जाता है- जाति खत्म हो रही है, जाति बढ़ रही है। शुरू से ही जाति-व्यवस्था का ग्रामीण और नगरीय स्वरूप अलग-अलग रहा है। गांव में जाति का पेशे और सामाजिक हैसियत के साथ अभिन्न संबंध रहा है। हर जाति का एक निश्चित पेशा और उस पेशे की एक सामाजिक हैसियत।
ग्रामीण समाज में कुछ जातियां संपत्तिवान होने की क्षमता रखती थीं और कई जातियों को इससे लगातार दूर रखा गया। ग्रामीण समाज में धर्म एक होने पर जाति के आधार पर अंतर्गत और बहिष्कृत की दो कोटियां हुआ करती थीं, जो सांस्कृतिक जीवन के नियम-कानून का आधार बनती थीं और जिनके पीछे पवित्रता और अपवित्रता का ढांचा बनाया जाता था।
इसके समांतर नगरीय समाज में जाति का स्वरूप व्यवसाय से तो जुड़ा था, लेकिन नगर का औद्योगिक और आधुनिक पक्ष जाति के लिए हमेशा एक चुनौती का स्रोत रहता था। इसलिए यह आकस्मिक नहीं था कि भक्ति आंदोलन के सभी बड़े प्रणेता या तो यायावर थे या नगरों में गैर-खेतिहर पेशों से जुड़े लोग।
अंग्रेजी राज आने के बाद जाति में हुए परिवर्तनों को हम जनतांत्रिक भारत में हो रहे परिवर्तनों के संदर्भ में अत्यंत उपयोगी मानते हैं, क्योंकि अंग्रेजी राज में ही पहली बार जाति का क्षेत्रीय सच जनगणनाओं के जरिए एक स्थिर और अलंघ्य व्यवस्था बन गया। जाति जनगणना के हर दशक में जाति की परिभाषा भी लगातार परिवर्तित-परिवर्द्धित होती रही। कई समाजशास्त्रियों की मान्यता है कि जाति का सच औपनिवेशिक भारत में जड़ता की हद तक सामाजिक जीवन के संदर्भ में राज्य-व्यवस्था द्वारा संरक्षित किया गया। यह मान्यता कई समाज सुधारकों के इस सोच से अलग जाती है कि अंग्रेजी राज में जाति का ढांचा कमजोर हुआ, क्योंकि इस दौर में आधुनिक शिक्षा, जाति विरोधी आंदोलनों को प्रश्रय और जाति संबंधी कई निषेधों को गैर-कानूनी ठहराने का काम किया गया।
आज जाति की व्याख्या करते समय प्राय: चुनाव के समय हो रही जातिगत गोलबंदी और दलों के बीच विभिन्न जातियों के अंदर अपना वोट बैंक बनाने की होड़ सबसे ज्यादा चर्चा का विषय बनते हैं। लेकिन हमें ध्यान रखना चाहिए कि यह जाति-व्यवस्था में बुनियादी परिवर्तन के कारण संभव हुआ है कि ब्राह्मणों, दलितों और यादवों की गोल एक दूसरे से सीधी कानूनी व्यवस्था के अंतर्गत आधुनिक राज्यतंत्र पर कब्जा करने के लिए होड़ में आ गई हैं। जाति-व्यवस्था होड़ का निषेध करती है। जाति में लोगों की जगह पारंपरिक, पौराणिक और समकालीन शक्तियों की मदद से स्थिर रखी जाती थी। आज का जाति समूह और उससे जुड़ी हुई राजनीतिक व्यूह-रचना जाति के आधुनिकीकरण का परिणाम है।
इस तरह हमारी जाति-व्यवस्था आधुनिकता के दो दौर से गुजरी है। इन दोनों के अलग-अलग परिणाम हैं। इनको समझे बिना हम जाति के नए अवतार की ठीक से व्याख्या नहीं कर सकते।
जाति के आधुनिकीकरण का पहला दौर एक तरह से प्रतिक्रियावादी था, क्योंकि उसमें शास्त्रीय आधारों पर जातियों की परिभाषा गढ़ने और शास्त्रों में उल्लिखित वर्ण-व्यवस्था के इर्द-गिर्द हजारों जातियों को जोड़ने की कोशिश की गई। उनके अधिकारों और दावों की पहचान बनाई गई। नतीजा यह हुआ कि जाति की पिघलने की क्षमता, जिसे समाजशास्त्रियों ने संस्कृतिकरण की प्रक्रिया कहा, और जाति के अंतर्गत एक स्थान से दूसरे स्थान पर निर्वासन या प्रवास के कारण होने वाली संभावनाएं सीमित हो गर्इं। जबकि अंग्रेजी राज से पहले जाति की सीमाएं भाषा और क्षेत्रीय इतिहास से जुड़ी होती थीं।
दूसरे, अंग्रेजी राज ने जाति की औपनिवेशिक आधुनिकता का संक्रमण पैदा किया- जिसमें उनकी गिनती हुई, उनकी परस्पर दूरियों का निर्धारण हुआ और जिसके दौरान कुछ जातियों को वंचित समूह के रूप में पहचान का अधिकार मिला। अंग्रेजी राज के दौरान लगभग डेढ़ सदी में कई कोनों से जाति-व्यवस्था के विरुद्ध आंदोलन उठे और इन्होंने भक्ति आंदोलन से लेकर गैर-हिंदू धर्मों से वैधता प्राप्त की।

जब हम जाति की आधुनिकता के दूसरे दौर में पहुंचे, यानी स्वाधीनोत्तर भारत में जाति का स्थान तय करने का अवसर आया, तो संविधानसभा ने तीन साल की लंबी बहस के बाद सर्वसम्मति से भविष्य के भारत के लक्ष्य के तौर पर जातिविहीन और वर्गविहीन समाज की रचना का संकल्प लिया।
आजाद भारत के आरंभिक दशकों में जाति-व्यवस्था के आधार पर होने वाले भेदभाव को न केवल अवैध करार देना, बल्कि जाति के कारण सामाजिक, आर्थिक, राजनीतिक और सांस्कृतिक अवसरों से वंचित लोगों के लिए विशेषाधिकारों की व्यवस्था, यानी आरक्षण का प्रावधान किसी क्रांति से कम नहीं था।
लेकिन आज आरक्षण की नीति एक नए मोड़ पर पहुंच गई है। यह जाति के जनतांत्रीकरण और आधुनिकीकरण का निर्णायक परिणाम है। आज आरक्षण की नीति को लेकर वंचित समूहों से ज्यादा आरक्षण के दायरे में समेटे गए समूहों के बीच अंतर्विरोध प्रकट हो रहा है। इसके चार स्तर सभी को दिखाई पड़ रहे हैं- पहला, स्त्री और पुरुष का अंतर। एक ही जाति में, जिसे आरक्षण का लाभ दिया गया है, पुरुषों की तुलना में स्त्रियों के लिए सीमित अवसर हैं। इसके लिए समाज की पितृसत्तात्मक व्यवस्था जिम्मेदार है, जो जाति-व्यवस्था को पुष्ट करती रही है। आरक्षण की नीति से इसे टूटना चाहिए था, लेकिन कई कारणों से आज आरक्षण से लाभान्वित जातियों में भी इस प्रश्न का एक अलग स्थान है।
आज जाति के संदर्भ में दलितों के बीच दलित और महादलित का ध्रुवीकरण पूरे देश में हो चुका है। फिर, अन्य पिछड़ा वर्ग से संबंधित आरक्षण के पिछले बीस बरस के सामाजिक परिवर्तन के प्रयोगों के फलस्वरूप एक तरफ कई समूह राजनीतिक, शैक्षणिक मामले और सरकारी नौकरियों में अपनी उपस्थिति बढ़ाने में सफल हुए हैं। लेकिन अब इस वर्ग के नेतृत्व को लेकर दबंग या प्रभु जातियों में होड़ चल रही है।
दूसरी तरफ धर्मों के दायरे में पल रही जाति-व्यवस्था पर प्रहार के लिए आज आरक्षण नीति के इस्तेमाल का आग्रह बढ़ा है। इसकी अगुआई दलित-ईसाई आंदोलन से हुई और अब हिंदुओं और मुसलमानों में भी कई समूह या तो खुद को अन्य पिछड़ा वर्ग में शामिल कराने का आंदोलन चला या आरक्षण के अंदर उप-आरक्षण की मांग कर रहे हैं।
यह सब समाज में महामंथन पैदा कर रहा है, क्योंकि हम स्त्री-पुरुष, जाति प्रसंग, धार्मिक समूहों में निहित विषमता, गांव और शहर के बीच का अंतर; द्विजों और गैर-द्विजों के बीच के फासले को गहराई तक देखने के लिए आत्मविश्वास पैदा कर चुके हैं। इसी के समांतर यह भी देखने की जरूरत है कि भारत में आज 'जाति तोड़ो' या जातिविरोधी आंदोलनों की क्या दशा है। शुरू में इन आंदोलनों को हमने दक्षिण भारत में ब्राह्मण विरोधी मोर्चा और पश्चिम भारत में गैर-ब्राह्मण मोर्चे के रूप में उभरते देखा था, जिसमें ब्राह्मणों की सर्वोच्चता को जाति-व्यवस्था का मूलाधार मानते हुए उसका निषेध और उससे आगे समाज को ले जाने की कोशिश पहला लक्ष्य माना गया था। लेकिन आज जातिविरोधी आंदोलनों के पुराने वाहक थके से लगते हैं। मध्यम जातियों में पूरे भारत में जाति को लेकर कोई विशेष नकारात्मक आग्रह नहीं दिखाई दे रहा है। इसके परिणामस्वरूप उत्तर प्रदेश जैसे राज्य में दलितों को अपने हितों की रक्षा और राजनीतिक क्षेत्रफल के विस्तार के लिए ब्राह्मणों के साथ खुला मोर्चा बना कर सर्वजन समाज की राजनीति शुरू करने का दबाव स्वीकार करना पड़ा है।
क्या कारण है कि आज जाति-विरोधी आंदोलन के मूल वाहक, यानी मध्य और दलित जातियां परस्पर सहयोग में असमर्थ हैं? क्या कारण है कि जाति-व्यवस्था से सबसे ज्यादा पीड़ित- स्त्रियां एक दूसरे के साथ मिल कर महिला आरक्षण का आंदोलन तो चला रही हैं, लेकिन उन्हें मंडलवादी ताकतों का सीधा मुकाबला करना पड़ रहा है। क्या कारण है कि आरक्षण नीति के विस्तार के लिए सर्वोच्च न्यायालय के खुले निर्देशों के बावजूद हम परस्पर सहयोग और साझेदारी के भाव के बजाय हिस्से और बंटवारे की बात ज्यादा कर रहे हैं।
आज सभी पुरानी जाति तोड़ो शक्तियों का लक्ष्य आरक्षण में आरक्षण बन गया है। इससे जाति को एक नया आधार मिलता दिखाई दे रहा है। क्योंकि अगर हमारी जातीय पहचान घुली-मिली रहेगी तो आरक्षण के अंदर आरक्षण का दावा पूरा नहीं हो सकता। नतीजतन, जाने-अनजाने जाति की पीड़ित जमातें कई कारणों से जातिगत पहचानों को नया आधार और आकार देने की संवैधानिक व्यवस्था के लाभ के लिए विवशता महसूस कर रही हैं।
क्या भूमंडलीकरण के कारण जाति-व्यवस्था पर कुछ प्रभाव पड़ रहा है? क्या रोजगार की तलाश में लाखों की तादाद में एक इलाके से दूसरे इलाके जा रहे लोगों का सच जाति-व्यवस्था को कमजोर करने, यानी अंतर्जातीय विवाहों को बढ़ाने में कुछ मदद कर रहा है? इन सबसे ऊपर आधुनिक शिक्षा और सूचना क्रांति से जाति की सीमाओं और समस्याओं को लेकर हम कुछ ज्यादा आत्मालोचक बनने की क्षमता विकसित कर रहे हैं।
इक्कीसवीं सदी के दूसरे दशक को इन सभी प्रश्नों का उत्तर देना पड़ेगा, क्योंकि अब न तो पुरानी जाति-व्यवस्था चल सकती है और न ही जातिविहीन समाज बनाने का पुराना आदर्श आकर्षक रह गया है। फिर तीसरा रास्ता क्या होगा, जिसमें स्त्री, दलित, अतिपिछड़ा, अल्पसंख्यकों का पिछड़ा और आदिवासी खुल कर जनतंत्र की व्यवस्था में निहित त्रिमुखी न्याय का लाभ उठा सकें और सारा समाज परस्पर सहमति के आधार पर जातिविहीन और वर्गविहीन दुनिया की रचना के ऐतिहासिक संकल्प के साथ ईमानदारी से अपना संबंध बनाए रख सके।

जनसत्ता 15 फरवरी, 2012 : वित्तमंत्री प्रणब मुखर्जी की नींद उड़ गई है। उनका कहना है कि जब भी वे सब्सिडी के बढ़ते बोझ के बारे में सोचते हैं, उनकी रातों की नींद उड़ जाती है। असल में, वित्तमंत्री ने चालू वित्तीय वर्ष के बजट में विभिन्न मदों (खासकर खाद्य, उर्वरक और पेट्रोलियम) में कुल 1.43 लाख करोड़ रुपए की सब्सिडी का अनुमान लगाया था, लेकिन रिपोर्टों के मुताबिक, इसमें लगभग एक लाख करोड़ रुपए की और बढ़ोतरी होने के आसार हैं। इससे प्रणब मुखर्जी की नींद उड़ी हुई है और उन्हें बुरे सपने आ रहे हैं।
प्रणब मुखर्जी पहले वित्तमंत्री नहीं हैं, जिनकी सब्सिडी के बढ़ते बोझ के कारण नींद उड़ी हुई है। उनसे पहले के वित्तमंत्रियों के लिए भी सब्सिडी एक दु:स्वपन की तरह रही है और वे अपनी चिंता का इजहार करते रहे हैं। खासकर हर आम बजट के पहले बिना किसी अपवाद के वित्तमंत्रियों का सब्सिडी-रोदन शुरू हो जाता है। यह वित्त मंत्रियों की सोची-समझी रणनीति का हिस्सा है। इसके जरिए वे एक तीर से दो शिकार करने की कोशिश करते रहे हैं। एक, सब्सिडी के बढ़ते बोझ का हौव्वा खड़ा करके उसमें कटौती के लिए माहौल बनाना और दूसरे, कटौती संभव न हो पाए तो कम से कम उसमें बढ़ोतरी के रास्ते बंद कर देना।
प्रणब मुखर्जी भी अपवाद नहीं हैं। आश्चर्य नहीं कि उनका बयान ऐसे समय में आया है जब नए बजट की तैयारियां जोर-शोर से जारी हैं। जाहिर है कि बजट से पहले वे बढ़ती सब्सिडी का हौव्वा खड़ा करके उसमें कटौती के पक्ष में माहौल बनाने की कोशिश कर रहे हैं। यही नहीं, इसके जरिए वे आने वाले बजट पर से बढ़ती अपेक्षाओं का बोझ भी कम करने की कोशिश कर रहे हैं। लेकिन इसका मतलब यह नहीं कि वे हर तरह की सब्सिडी को निशाना बनाने जा रहे हैं। असल में, उनके निशाने पर अमीरों और कॉरपोरेट को मिलने वाली सब्सिडी नहीं, बल्कि उनकी नजर किसानों को मिलने वाली उर्वरक और डीजल सब्सिडी, खासकर गरीबों की खाद्य सब्सिडी पर है।
इसका सबूत यह है कि पिछले दो बजटों में भी उन्होंने उर्वरक, पेट्रोलियम और खाद्य सब्सिडी को ही कटौती का निशाना बनाया था। उदाहरण के लिए, इन तीनों मदों में आम चुनाव के वर्ष 2009-10 में कुल सब्सिडी 1.41 लाख करोड़ रुपए थी, लेकिन सत्ता में आते ही 2010-11 के पहले बजट में उन्होंने सब्सिडी के मद में पचीस हजार करोड़ रुपए की कटौती करते हुए बजट में 1.16 लाख करोड़ रुपए का प्रावधान किया। यह और बात है कि 2010-11 के संशोधित बजट अनुमान में सब्सिडी बजट अनुमान से अड़तालीस हजार करोड़ रुपए बढ़ कर 1.64 लाख करोड़ पहुंच गई। लेकिन प्रणब मुखर्जी ने एक बार फिर 2011-12 के बजट अनुमान में इक्कीस हजार करोड़ रुपए की कटौती करते हुए 1.43 लाख करोड़ रुपए का प्रावधान किया, जिसके संशोधित अनुमान में फिर बढ़ कर 2.43 लाख करोड़ रुपए तक पहुंचने की रिपोर्टें हैं।
इससे साफ है कि हर बजट में सब्सिडी में कटौती के बावजूद संशोधित बजट अनुमान में उसमें बढ़ोतरी हुई है, क्योंकि सब्सिडी के बजट अनुमान वास्तविकता से परे और बड़ी देशी-विदेशी पूंजी की वाहवाही लूटने के लिए पेश किए जाते हैं। गौरतलब है कि सब्सिडी में 'भारी बढ़ोतरी' के कोहराम बावजूद यह जीडीपी की मात्र तीन फीसद बैठती है।
लेकिन सबसे चौंकाने वाली बात यह है कि एक ओर गरीबों और किसानों को दी जाने वाली इस मामूली राहत को सब्सिडी और अर्थव्यवस्था की वित्तीय सेहत के लिए घातक बता कर निशाना बनाया जा रहा है। वहीं दूसरी ओर, हर बजट में बिना अपवाद के अमीरों और कॉरपोरेट क्षेत्र को दी जाने वाली लाखों करोड़ रुपए की छूट और रियायतों को सब्सिडी न कह कर प्रोत्साहन कहा जाता है और उसमें साल दर साल बढ़ोतरी होने के बावजूद वित्तमंत्री की नींद पर कोई असर नहीं पड़ता है।
तथ्य यह है कि वर्ष 2010-11 के बजट में अमीरों और कॉरपोरेट्स को आयकर, कॉरपोरेट टैक्स, सीमा शुल्क और उत्पाद करों में पांच लाख ग्यारह हजार छह सौ तीस करोड़ रुपए की छूट और रियायतें दी गर्इं। यह अकेले जीडीपी का छह फीसद से ज्यादा है।
इसका अर्थ यह हुआ कि जिस सब्सिडी से वित्तमंत्री की नींद उड़ जाती है, अमीरों और कॉरपोरेट्स को उसके कोई सवा दो गुने से भी ज्यादा की छूटों और रियायतों से उनकी नींद में कोई खलल नहीं पड़ता। मजे की बात है कि यह छूट अर्थव्यवस्था और विकास के लिए जरूरी मानी जाती है, जबकि गरीबों और किसानों को दी जाने वाली मामूली राहत, जिसका बड़ा हिस्सा कंपनियों और भ्रष्ट अफसरों, नेताओं, ठेकेदारों की जेब में जाता है, उसे अर्थव्यवस्था के लिए बोझ बताया जाता है। इसके बावजूद मजा देखिए कि जैसे ही वित्तमंत्री का बढ़ती सब्सिडी के कारण नींद उड़ने का बयान आया, नव उदारवादी आर्थिक सुधारों के समर्थकों और उनके सबसे बड़े मुखपत्र बन गए गुलाबी अखबारों को मौका मिल गया।
प्रणब मुखर्जी को सब्सिडी के मुद्दे पर सख्ती बरतने और उसमें कटौती के सुझाव दिए जाने लगे। ऐसा लगा जैसे वित्तमंत्री से ज्यादा नींद तो गुलाबी अखबारों के संपादकों और आर्थिक सुधारों के पैरोकारों की उड़ी हुई है। उनके मुताबिक, 'अर्थव्यवस्था और देश के विकास' की राह में सबसे बड़ा रोड़ा बनी इन सब्सिडियों से पीछा छुड़ाने का अंतिम अवसर है, क्योंकि अगले साल चुनावी वर्ष का बजट होगा। उसमें प्रणब मुखर्जी पर लोकलुभावन घोषणाएं करने का दबाव होगा।

इसलिए इस बात के पक्के आसार हैं कि इस साल के बजट में वित्तमंत्री अपनी मानसिक शांति और नींद के लिए एक बार फिर उर्वरक, डीजल और खाद्य सब्सिडी को कटौतियों का निशाना बनाएं।
आश्चर्य नहीं होगा अगर इसकी शुरुआत उत्तर प्रदेश और गोवा विधानसभा चुनाव के लिए तीन मार्च को मतदान के तुरंत बाद पिछले दो-तीन महीनों से पेट्रोल और डीजल की कीमतों में रुकी वृद्धि की घोषणा हो जाए। साफ है कि लोकतंत्र के भ्रम और चुनावों की मजबूरी न हो तो बजट से किसानों और गरीबों को मिलने वाली मामूली राहत का भी नामोनिशान मिट जाए। इस मजबूरी को खत्म करने के लिए ही सैद्धांतिक तौर पर अर्थनीति को राजनीति के दबावों से मुक्त करने की वकालत की जाती रही है। दूसरी ओर, चुनावी मजबूरी से बचने के लिए ही भाजपा नेता लालकृष्ण आडवाणी लोकसभा और विधानसभा चुनावों को एक साथ कराने पर जोर देते रहे हैं।
लेकिन सवाल है कि यह जानते हुए भी कि बजट में सब्सिडी में कटौती के बावजूद वास्तविकता में उसमें बढ़ोतरी हो रही है, प्रणब मुखर्जी इतने परेशान क्यों हैं? असल में, वे इस सब्सिडी को लेकर उतने परेशान नहीं हैं, जितने खाद्य सब्सिडी को लेकर बेचैन हैं। उनकी नींद इस बात से उड़ी हुई है कि आने वाले बजट में प्रस्तावित खाद्य सुरक्षा कानून के मद्देनजर खाद्य सब्सिडी का बजट बढ़ना तय है। मोटे अनुमानों के मुताबिक, खाद्य सुरक्षा कानून के लागू होने की स्थिति में खाद्य सब्सिडी के मौजूदा साठ हजार करोड़ रुपए के बजट में कोई पचीस से पैंतीस हजार करोड़ रुपए की वृद्धि हो सकती है।
हालांकि वित्तमंत्री ने राजनीतिक संकोच में यह खुल कर नहीं कहा है, लेकिन यह किसी से छिपा नहीं है कि वित्त मंत्रालय खाद्य सब्सिडी में इस 'भारी वृद्धि' को लेकर खुश नहीं है। सच यह है कि खाद्य सब्सिडी में वृद्धि के डर से खाद्य सुरक्षा कानून का खुद यूपीए सरकार के अंदर दबे-छिपे खासा विरोध हो रहा है। कृषिमंत्री शरद पवार तो अपनी नाखुशी कई मौकों पर खुल कर जाहिर कर चुके हैं। यही कारण है कि पिछले डेढ़-दो सालों में इस प्रस्तावित कानून को अमल में आने से रोकने और उसे कमजोर और सीमित करने की हर संभव कोशिश की गई है। हैरानी की बात नहीं है कि यूपीए-2 सरकार का खाद्य सुरक्षा का यह सबसे महत्त्वाकांक्षी कार्यक्रम पिछले ढाई सालों से विभिन्न मंत्रालयों-समितियों के खींचतान में फंसा रहा।
इस दौरान इसे रोकने और कमजोर करने की भरपूर कोशिश की गई। इसके लिए सबसे अधिक खाद्य सब्सिडी के बजट में संभावित 'भारी बढ़ोतरी' को मुद्दा बनाया गया। यहां तक कि इसके खिलाफ एक व्यापक कुप्रचार अभियान शुरू कर दिया गया, जिसमें बहुत सोचे-समझे तरीके से खाद्य सुरक्षा कानून लागू होने के बाद खाद्य सब्सिडी के बजट में दो से तीन गुनी वृद्धि के आकलन पेश किए जाने लगे। सरकार के एक बड़े अफसर तो इसका बजट छह लाख करोड़ रुपए तक ले गए।
खाद्य सब्सिडी में 'भारी वृद्धि' के इन काल्पनिक अनुमानों के पीछे असली मकसद वित्तीय घाटे में भारी बढ़ोतरी और इस कारण 'वित्तीय ध्वंस' का हौव्वा खड़ा करना था ताकि खाद्य सुरक्षा कानून को रोका और लटकाया जा सके। हालांकि इसमें नया कुछ भी नहीं है। इससे पहले भी ग्रामीण रोजगार गारंटी कानून और किसानों की कर्ज माफी के मुद्दे पर भी इसी तरह का अभियान चलाया गया था। इस बार निशाने पर खाद्य सुरक्षा कानून है। चिंता की बात यह है कि इस अभियान में प्रधानमंत्री के बाद अब खुद वित्तमंत्री भी शामिल हो गए हैं।
दिलचस्प है कि खुद कृषि मंत्रालय के खाद्य और सार्वजनिक वितरण विभाग का अनुमान है कि इस कानून को लागू करने में मौजूदा बजट प्रावधान की तुलना में सिर्फ सताईस हजार करोड़ रुपए अधिक खर्च होंगे। यही नहीं, ज्यादातर तार्किक अनुमानों में इस कानून को लागू करने के लिए अधिकतम पंचानबे हजार करोड़ से लेकर 1.10 लाख करोड़ रुपए खर्च होने का आकलन है। यह रकम जीडीपी के 1.4 फीसद के आसपास बैठती है। सवाल है कि क्या खुद को दुनिया की एक बड़ी आर्थिक महाशक्ति के रूप में पेश कर रहा देश अपने भूखे लोगों के लिए दो जून के भोजन के लिए जीडीपी का 1.4 फीसद खर्च नहीं कर सकता है?
सवाल यह भी उठता है कि क्या वित्तमंत्री की नींद कभी इस तथ्य से उड़ती है कि देश में सरकारी आंकड़ों के मुताबिक कोई तीस करोड़ से अधिक भारतीय ऐसे हैं, जिन्हें एक जून भी भरपेट भोजन नहीं मिलता? क्या उन्हें भी प्रधानमंत्री की तरह यह राष्ट्रीय शर्म महसूस होती है कि देश में कोई बयालीस फीसद बच्चे कुपोषण के शिकार हैं? क्या वित्तमंत्री को इस बात से बेचैनी होती है कि देश में कोई अठहत्तर फीसद लोग प्रतिदिन बीस रुपए से कम की आय पर गुजारा करने को मजबूर हैं? क्या उनकी नींद इस बात से भी उड़ती है कि आसमान छूती महंगाई के बीच आम आदमी कैसे जी रहा है?
कहना मुश्किल है कि इन और इन जैसी अनेक कड़वी सच्चाइयों से वित्तमंत्री की नींद पर असर पड़ता है, लेकिन इतना तय है कि ये किसी भी संवेदनशील इंसान की नींद उड़ाने के लिए काफी हैं। गांधीजी ने कहा था कि कोई भी फैसला करने से पहले सबसे आखिरी पायदान पर खड़े आदमी की सोचो कि क्या वह उसके आंसू पोंछ पाएगा? क्या प्रणब मुखर्जी को गांधी की यह जंत्री याद है? बजट का इंतजार कीजिए।

नयी दिल्ली, 16 फरवरी (एजेंसी) समझौता एक्सप्रेस धमाका मामले में राष्ट्रीय स्वयं सेवक संघ के एक कार्यकर्ता की गिरफ्तारी पर माकपा ने संघ की कड़ी आलोचना करते हुए इसे संगठन और आतंक के बीच 'एक और' कड़ी बताया है।

माकपा के वरिष्ठ नेता सीताराम येचुरी ने आरोप लगाया, ''समझौता एक्सप्रेस बम विस्फोट में कथित भूमिका के लिए राष्ट्रीय जांच एजेंसी द्वारा कमल चौहान की गिरफ्तारी के साथ ही आतंक का जाल बुनने के लिए संघ और उसके संबद्ध संगठनों के बीच संबंध सिद्ध होता है।''
चौहान को मध्यप्रदेश में संघ का पुराना कार्यकर्ता बताते हुए उन्होंने कहा है कि समझौता विस्फोट की जांच के बाद 'महत्वपूर्ण सुराग से संघ और उसके संबद्ध संगठनों के बीच संबंध का पता चलता है।' जांच से पता चलता है कि इन संगठनों का मालेगांव :आठ सितंबर 2008:, हैदराबाद में मक्का मस्जिद :18 मई 2007: और अजमेर शरीफ दरगाह :11 अक्टूबर 2007: के आतंकी हमले से संबंध है।
माकपा के मुखपत्र 'पीपुल्स डेमोक्रेसी' के आगामी अंक के लिए अपने संपादकीय में उन्होंने कहा है कि इससे हिंदुत्व आतंक का जाल फैलाने में संघ का हाथ होने का पता चलता है।
आतंक का कोई धर्म नहीं है, की बात कहते हुए येचुरी ने कहा कि माकपा ने 2008 में राष्ट्रीय एकता परिषद की एक बैठक में 'देश भर के विभिन्न बम धमाकों में बजरंग दल और संघ के अन्य संबद्ध संगठनों की भागीदारी की तरफ सरकार का ध्यान खींचा था।

माकपा ने 2003 और 2008 के बीच महाराष्ट्र के जलगांव, नांदेड़, परबनी, जालना उत्तर प्रदेश के कानपुर और मउच्च् और तमिलनाडु के तीनकाशी में कुछ घटनाओं की भी निष्पक्ष जांच कराने की मांग की है।

ऐसे देश विरोधी कृत्यों को कतई बर्दाश्त न किए जाने पर जोर देते हुए उन्होंने कहा कि संघ एक बार फिर यह घोषणा करेगा कि इस तरह की आतंकी घटनाओं को गुमराह तत्वों ने अंजाम दिया और पूरे संगठन को इसके लिए दोषी नहीं ठहराया जाना चाहिए।
इस संबंध में उन्होंने कहा 'इस तरह के दावों में बिल्कुल दम नहीं है। महात्मा गांधी की हत्या के बाद नाथूराम गोडसे के बारे में भी ऐसा ही कहा गया था। हालांकि गोडसे के भाई ने एक मीडिया साक्षात्कार में कहा था कि उसके परिवार में सभी भाई संघ के सक्रिय सदस्य थे।'
माकपा नेता ने जिन्ना से भी दो साल पहले सावरकर के द्वि-राष्ट्र सिद्धांत का हवाला देते हुए कहा कि इससे संघ के संस्थापक डा. हेडगेवार के सलाहकार बीएस मुंजे इससे प्रभावित होकर मुसोलनी से मिलने के लिए इटली गए थे। 19 मार्च 1931 को उनकी मुलाकात हुयी थी।
उन्होंने कहा कि मुंजे की निजी डायरी के 20 मार्च के नोट में उन्होंने इस बारे में अपनी चाहत को भी बयां किया है जिसमें इतालवी फासीवादी तानाशाह द्वारा अपने युवाओं को सैन्य प्रशिक्षण देने की बात कही गयी है। भारत लौटकर मुंजे ने 1935 में सेंट्रल हिंदू मिलिट्री एजुकेशन सोसाइटी की स्थापना की थी।

भोपाल गैस कांड में डाउ जिम्मेदार नहीं: आईओसी

नयी दिल्ली, 16 फरवरी (एजेंसी) अंतरराष्ट्रीय ओलंपिक समिति (आईओसी) ने भारतीय ओलंपिक संघ (आईओए) की 1984 के भोपाल गैस पीड़ितों के लिये चिंता को स्वीकार किया है।

साथ ही साफ किया है कि डाउ कैमीकल का 2000 तक यूनियन कार्बाइड में कोई मालिकाना हक नहीं था।
आईओसी ने इसके साथ ही कहा कि उसका डाउ कैमीकल के साथ पिछले 30 साल से अधिक समय से रिश्ता है और '' हमने जब डाउ के साथ भागीदारी पर चर्चा की तो हम भोपाल कांड से वाकिफ थे। ''
भारतीय ओलंपिक संघ : आईओए : ने लंदन ओलंपिक खेलों के एक प्रायोजक के रूप में डाउ कैमीकल का शुरू से विरोध किया है क्योंकि यूनियन कार्बाइड का मालिकाना हक उसके पास है। यूनियन कार्बाइड भारत के सबसे दर्दनाक औद्योगिक हादसे के लिये जिम्मेदार रही है।
आईओए न आईओसी और लंदन ओलंपिक खेलों की आयोजन समिति से डाउ को खेलों के प्रायोजक से हटाने का आग्रह किया था।
आईओए के कार्यवाहक अध्यक्ष विजय कुमार मल्होत्रा को भेजे गये पत्र में आईओसी प्रमुख जाक रोगे ने कहा है, '' आईओसी मानती है कि 1984 में भोपाल कांड भारत और दुनिया के लिये भयावह था। ओलंपिक आंदोलन पीड़ितों के परिवारों के प्रति गहरी संवेदना रखता है। ''

रोगे ने लिखा है, ''आईओसी और लंदन ओलंपिक आयोजन समिति ने जब डाउ के साथ भागीदारी पर चर्चा की तो वह भोपाल कांड से वाकिफ थे। डाउ का भोपाल कांड से कोई संबंध नहीं था। डाउ का उस घटना के 16 साल बाद और भारतीय उच्चतम न्यायालय द्वारा 470 मिलियन डालर के मुआवजे को मंजूरी देने के 12 साल बाद तक डाउ का यूनियन कार्बाइड में कोई मालिकाना हक नहीं था। ''
इस पत्र पर मल्होत्रा ने कहा कि आईओए आईओसी के रवैये से संतुष्ट नहीं है। उन्होंने कहा, '' हम चाहते हैं कि आईओसी को हमारी भावनाओं को समझकर डाउ को प्रायोजक से हटाना चाहिए। ''
उन्होंने इसके साथ ही कहा कि केंद्र सरकार को इस मसले पर अपना रवैया साफ करना चाहिए। मल्होत्रा ने कहा, '' हमें अभी सरकार से कोई जवाब नहीं मिला है जबकि आईओसी ने हमें जवाब दे दिया है। ''
मल्होत्रा ने कहा कि जबकि डाउ कैमीकल सरकार की जानकारी और अनुमति से भारत में अपना काम कर रहा है तब प्रायोजन मसला उठने पर उसने आईओए के पाले में गेंद फेंक दी। उन्होंने कहा '' सरकार को इस मसले पर अपनी स्थिति स्पष्ट करनी चाहिए। ''

मुस्लिम आरक्षण पर बेनी टिप्पणी की जांच कर रहा चुनाव आयोग

नयी दिल्ली, 16 फरवरी (एजेंसी) ''चुनाव आयोग चाहे तो मुझे नोटिस दे दे, लेकिन मुसलमानों का आरक्षण बढ़ाया जाएगा।'' आयोग इस टिप्पणी की जांच कर रहा है।

चुनाव आयोग इस बात की जांच कर रहा है इस्पात मंत्री बेनी प्रसाद वर्मा द्वारा कल रात फर्रूखाबाद में एक चुनावी सभा में अल्पसंख्यक कोटे के बारे में की गई टिप्पणी कहीं आदर्श चुनाव आचार संहिता का उल्लंघन तो नहीं करती ।

वर्मा ने कल देर शाम कांग्रेस महासचिव दिग्विजय सिंह और केन्रदीय कानून मंत्री सलमान खुर्शीद की मौजूदगी में कायमगंज में आयोजित एक चुनावी रैली में कहा, ''चुनाव आयोग चाहे तो मुझे नोटिस दे दे, लेकिन मुसलमानों का आरक्षण बढ़ाया जाएगा।''
वर्मा की फर्रूखाबाद में की गई इस टिप्पणी पर गौर करने और एक निजी टीवी चैनल से उनके भाषण की सीडी मांगे जाने के बाद चुनाव आयोग इस मामले की जांच कर रहा है ।

आयोग के एक अधिकारी ने आज यहां कहा कि मंत्री के भाषण की सीडी हमारे पास है । चुनाव आयोग मामले की जांच कर रहा है।
वर्मा ने अपने भाषण में कानून मंत्री की भी सराहना की थी और कहा था कि खुर्शीद मुसलमानों के हक की लड़ाई बहुत ईमानदारी से लड़ रहे हैं।
इससे पहले खुर्शीद ने पिछले दिनों आरक्षण कोटे को लेकर बयान देकर विवाद खड़ा कर दिया था । चुनाव आयोग ने इस मामले में खुर्शीद के खिलाफ राष्ट्रपति प्रतिभा पाटिल से तत्काल हस्तक्षेप करने की मांग की थी । खुर्शीद ने चुनाव आयोग के नोटिस के बावजूद अल्पसंख्यकों को आरक्षण संबंधी अपने बयान को दोहराया था।
कानून मंत्री सलमान खुर्शीद द्वारा अल्पसंख्यकों को आरक्षण संबंधी अपने बयान को लेकर माफी मांगे जाने के बाद चुनाव आयोग ने उनके साथ चल रहे गतिरोध को कल रात समाप्त करने का निर्णय किया था ।

यूरो जोन में गहराती मंदी के बीच टाटा मोटर्स की वैश्विक बिक्री 21 फीसदी बढ़ी
उच्चतम न्यायालय ने केन्द्र से इस बात का जवाब मांगा कि राडिया टेप लीकेज पर उसकी जांच रिपोर्ट क्या रतन टाटा और अन्य को दी जा सकती है।

टाटा मोटर्स ने कहा है कि जनवरी में उसकी वैश्विक बिक्री पिछले वर्ष की समान अवधि के मुकाबले 21 प्रतिशत बढ़कर 1,19,799 इकाई की हो गई है। टाटा मोटर्स ने एक बयान में कहा कि लक्जरी ब्रांड में जगुआर लैंड रोवर की बिक्री जनवरी में 29,293 इकाई की हुई जो पिछले वर्ष के समान महीने के मुकाबले 44 प्रतिशत अधिक है।इसमें कहा गया है कि जबकि जगुआर ब्रांड के लक्जरी सेडान की बिक्री 49 प्रतिशत बढ़कर 4,547 इकाई हो गई। जबकि लैंड रोवर की बिक्री 43 प्रतिशत बढ़कर 24,746 इकाई हो गया।अंतरराष्ट्रीयबाजार तेल की राजनीति से प्रभावित होता है।

टाटा मोटर्स ने अपनी नई सशक्त एसयूवी टाटा सूमो गोल्ड प्रस्तुत की है। नई सीआर 4 टबरे इंजन के साथ यह 2956 सीसी क्षमता के साथ प्रस्तुत की गई है। तीन हजार आरपीएम और 250 एनएम टार्क देता है।

टाटा मोटर्स भारत में व्यावसायिक वाहन बनाने वाली सबसे बड़ी कंपनी है। इसका पुराना नाम टेल्को (टाटा इंजिनीयरिंग ऐंड लोकोमोटिव कंपनी लिमिटेड) था। यह टाटा समूह की प्रमुख कंपनियों मे से एक है। इसकी उत्पादन इकाइयाँ भारत में जमशेदपुर (झारखंड), पुणे (महाराष्ट्र) और लखनऊ (उत्तर प्रदेश) सहित अन्य कई देशों में हैं। जैसा कि नाम से स्पष्ट है टाटा घराने द्वा्रा इस कारखाने की शुरुआत अभियांत्रिकी और रेल इंजन के लिये हुआ था। किन्तु अब यह कम्पनी मुख्य रूप से भारी एवं हल्के वाहनों का निर्माण करती है। इसने ब्रिटेन के प्रसिद्ध ब्रांडों जगुआर और लैंड रोवर को खरीद लिया है।

टाटा मोटर्स का शेयर 288-292 रुपए का टारगेट हासिल कर चुका है। शेयर के लिए नया टारगेट 310-320 रुपए हो सकता है। विदेशी बाजार में जगुआर लैंडरोवर की शानदार बिक्री से दिसंबर तिमाही में टाटा मोटर्स का मुनाफा उम्मीद से बेहतर रहा है। चालू वित्त वर्ष की तीसरी तिमाही में कंपनी का एकीकृत शुद्ध लाभ 40.51 फीसदी बढ़कर 3,406 करोड़ रुपये हो गया। कंपनी के मुख्य वित्त अधिकारी (सीएफओ) सीआर रामकृष्णन ने कहा कि चीन और रूस में एसयूवी की नई श्रेणी की कार रेंज रोवर इवोक सहित जगुआर लैंड रोवर ब्रांड की बिक्री में शानदार वृद्धि हुई है। इस तिमाही में जगुआर लैंड रोवर की कुल आय 41 फीसदी बढ़कर 3.75 अरब पाउंड हो गई। जबकि कंपनी का मुनाफा 57.4 फीसदी बढ़कर 44 करोड़ पाउंड हो गया।

देश के शेयर बाजारों में गुरुवार को गिरावट दर्ज की गई। प्रमुख सूचकांक सेंसेक्स 48.42 अंकों की गिरावट के साथ 18,153.99 पर और निफ्टी 10.00 अंकों की गिरावट के साथ 5,521.95 पर बंद हुआ। बंबई स्टॉक एक्सचेंज (बीएसई) का 30 शेयरों वाला संवेदी सूचकांक सेंसेक्स 39.36 अंकों की गिरावट के साथ 18,163.05 पर खुला। सेंसेक्स ने 18,182.78 के ऊपरी और 18,043.32 के निचले स्तर को छुआ।

सेंसेक्स के 30 में से 16 शेयरों में तेजी रही। जिंदल स्टील (4.94 फीसदी), हीरो मोटोकॉर्प (4.57 फीसदी), एसबीआई (4.38 फीसदी), मारुति सुजुकी (4.10 फीसदी) और बजाज ऑटो (3.81 फीसदी) में सबसे ज्यादा तेजी रही। सेंसेक्स में गिरावट वाले शेयरों में प्रमुख रहे कोल इंडिया (5.44 फीसदी), हिंडाल्को इंडस्ट्रीज (4.71 फीसदी), स्टरलाइट इंडस्ट्रीज (4.16 फीसदी), टाटा मोटर्स (3.67 फीसदी) और टाटा स्टील (3.23 फीसदी)।

कच्चे माल और विपणन लागत बढ़ने से कंपनी के मुनाफे में कमी आई। जिंसों की कीमत में नरमी आने पर निकट भविष्य में मुनाफे में सुधार होगा। हालांकि देश में ऊंची ब्याज दरों और बढ़ती ईधन लागत के चलते कारों की बिक्री में 10 साल में पहली बार आई गिरावट और अर्थव्यवस्था के विस्तृत स्वरूप को लेकर चिंता बनी हुई है। वाणिज्यि और यात्री गाडि़यों की बिक्री पर इन सबका असर पड़ रहा है।

यूरोजोन में मंदी के अलावा ईरान को लेकर खेमेबंदी भी बाजार के लिए सरदर्द है।ऐसे में आटो क्षेत्र में ऴैश्वक बाजार में टोट मोटर्स की बढ़त काफी सकारात्मक माना जा रहा है।गौरतलब है कि परमाणु ताकत की नुमाइश से पहले ही ईरान के पक्ष में और ईरान के खिलाफ दुनिया भर में खेमेबाजी हो रही है। अमेरिका और उसके साथी देश ईरान के खिलाफ हैं, जबकि चीन, रूस, उत्तर कोरिया, ब्राजील उसके साथ हैं। ईरान के खिलाफ खड़े हुए देशों में अमेरिका, इजरायल, ब्रिटेन, फ्रांस, इटली, स्पेन, तुर्की, पुर्तगाल, नीदरलैंड, ऑस्ट्रेलिया और कनाडा हैं। भारत, जापान, दक्षिण कोरिया और पाकिस्तान इस मामले में किसी भी गुट के साथ खड़े नहीं हैं। आपूर्ति घटने की आशंका में अंतरराष्ट्रीय बाजार में कच्चा तेल एक बार फिर 118 डॉलर प्रति बैरल के ऊपर पहुंच गया। दक्षिणी सूडान में जारी हिंसक संघर्ष और ईरान व पश्चिमी देशों के बीच परमाणु कार्यक्रम को लेकर गहराते संकट से आपूर्ति बाधित होने की आशंका बढ़ रही है।

इस बीच घरेलू मोरचा पर भी टाटा के हालात बेहतर होते नजर आ रहे हैं।
उच्चतम न्यायालय ने केन्द्र से इस बात का जवाब मांगा कि राडिया टेप लीकेज पर उसकी जांच रिपोर्ट क्या रतन टाटा और अन्य को दी जा सकती है।

कंपनी ने कहा कि कुल यात्री वाहनों की बिक्री जनवरी 2012 में 66,785 इकाइयों की हुई जो पिछले वर्ष के समान महीने के मुकाबले 26 प्रतिशत की वृद्धि को दर्शाता है। इसमें कहा गया है कि वाणिज्यिक वाहनों की बिक्री पिछले वर्ष की समान अवधि के मुकाबले जनवरी में 15 प्रतिशत बढ़कर 53,014 इकाई हो गई। टाटा मोटर्स समूह के वैश्विक बिक्री में टाटा, टाटा देवू और हिस्पानो कारोसेरा रेंज के वाणिज्यिक वाहन, टाटा यात्री वाहन तथा भारत में वितरित होने वाले जगुआर और लैंड रोवर गाड़ियां भी शामिल हैं।

टाटा मोटर्स ने चालू वित्त वर्ष के दौरान 31 दिसंबर, 2011 को खत्म तीसरी तिमाही में 41 फीसदी की बढ़ोतरी के साथ 3,405 करोड़ रुपये का समेकित शुद्ध लाभ अर्जित किया है। कंपनी ने बाजार के अनुमानों को पीछे छोड़ते हुए मुनाफे में बढ़ोतरी दर्ज की। कंपनी ने बीते वित्त वित्त वर्ष की समान तिमाही में 2,424 करोड़ रुपये शुद्ध लाभ अर्जित किया था।

टाटा मोटर्स के मुख्य वित्तीय अधिकारी सी रामाकृष्णन ने कहा, 'मुनाफे में बढ़ोतरी की मुख्य वजह जगुआर ऐंड लैंड रोवर (जेएलआर) के प्रदर्शन में खासा सुधार रहा, जिसको अच्छे उत्पाद, मिश्रित कारोबार और विनिमय दरों से खासा फायदा मिला।' जहां जेएलआर को चीन और अन्य विकासशील देशों से अच्छी मांग मिली, वहीं चुनौतीपूर्ण माहौल और प्रतिस्पर्धा के कारण टाटा मोटर्स के घरेलू कारोबार में कमी आई। इस तिमाही में कंपनी का स्टैंड-अलोन शुद्ध मुनाफा आधे से भी ज्यादा गिरकर 173 करोड़ रुपये रह गया, जबकि बीते वित्त वर्ष की इसी अवधि में मुनाफा 410 करोड़ रुपये रहा था। बिक्री में 15 फीसदी की बढ़ोतरी के बावजूद कच्चे माल की ऊंची लागत के कारण कंपनी के मार्जिन पर खासा असर पड़ा, जो 10.8 फीसदी से गिरकर 6.7 फीसदी रह गया। तीसरी तिमाही में समेकित आधार पर कंपनी की कुल बिक्री 46,199 करोड़ रुपये रही, जो बीते वित्त वर्ष की इसी अवधि में हुई 31,262 करोड़ रुपये की बिक्री की तुलना में 48 फीसदी ज्यादा है। इस तिमाही में जेएलआर का शुद्ध मुनाफा 57 फीसदी बढ़कर 44 करोड़ पाउंड तक पहुंच गया।

केंद्र ने एक महत्वपूर्ण खुलासे में 31 जनवरी को उच्चतम न्यायालय को बताया था कि मीडिया संगठनों द्वारा प्रसारित राडिया के टेप्स के साथ छेड़छाड़ की गई है। केंद्र ने तब यह भी कहा था कि इन टेप्स के लीक होने के लिए सरकारी एजेंसियां जिम्मेदार नहीं हैं।

सरकार ने कहा था कि पूर्व कॉर्पोरेट लॉबिस्ट नीरा राडिया की टेलिफोन पर हुई बातचीत को टेप करने में सेवा प्रदाताओं सहित आठ से दस एजेंसियां शामिल थीं। न्यायमूर्ति सिंघवी ने रिपोर्ट का संदर्भ देते हुए कहा कि रिपोर्ट के मुताबिक, बातचीत का शुरुआती और अंतिम भाग मूल टेप्स से मेल नहीं खाते। उन्होंने यह भी कहा कि रिपोर्ट में बताया गया है कि जांच करने वाले अधिकारियों को यह जानकारी नहीं है कि ये टेप्स किसने लीक की थीं।

वर्ष 2010 की शुरुआत में सरकार ने कहा था कि टाटा समूह के अध्यक्ष रतन टाटा ने अपनी याचिका में राडिया की बातचीत वाले टेप्स लीक होने का मामला उठाया जिसकी जांच करने की जरूरत है। सरकार ने टाटा का, बातचीत के लीक हुए अंशों का समाचार पत्रों में प्रकाशन रोकने के लिए कदम उठाने का आग्रह ठुकरा दिया था।

पिछले साल फरवरी में सरकार ने उच्चतम न्यायालय को उस शिकायत की एक प्रति दी थी जिसके आधार पर उसने राडिया की राजनीतिक नेताओं, कॉर्पोरेट प्रमुखों और मीडिया से जुड़े लोगों के साथ हुई बातचीत टैप करना शुरू किया था।

यह शिकायत न्यायालय को उसके 13 दिसंबर 2010 के आदेश के अनुपालन के सिलसिले में दी गई थी। न्यायालय ने 13 दिसंबर 2010 को टाटा के उस आग्रह पर आदेश दिया था जिसमें टाटा ने राडिया के साथ अपनी निजी बातचीत वाले टेप्स लीक होने की जांच करने और बातचीत के अंशों का प्रकाशन रोकने के लिए कदम उठाने का अनुरोध किया था।

दूसरी ओर यूरो जोन की तीसरी सबसे मजबूत इकॉनमी इटली में मंदी आ गई है। इकॉनमी में चौथी तिमाही में 0.7 फीसदी की गिरावट आई, जबकि इससे पहले की तिमाही में इटली की इकॉनमी में 0.2 फीसदी की गिरावट आई थी।यही नहीं, अंतरराष्ट्रीय साख निर्धारक संस्था 'मूडीज' ने फ्रांस, ब्रिटेन और ऑस्ट्रेलिया जैसी बड़ी अर्थव्यवस्थाओं की शीर्ष 'ट्रिपल ए' क्रेडिट रेटिंग (ऋण साख) घटाने की चेतावनी जारी की है। संस्था ने कहा है कि उसे कर्ज संकट से निबटने के इन देशों के प्रयासों पर भरोसा नहीं रह गया है।एजेंसी ने इसके साथ इटली, स्पेन और पुर्तगाल समेत यूरोप के छह देशों की रेटिंग एक पायदान नीचे करने का भी ऐलान किया। जर्मनी की क्रेडिट रेटिंग को पूर्ववत बनाए रखा गया है। फ्रांस, ब्रिटेन, ऑस्ट्रेलिया की क्रेडिट रेटिंग कम करने के मसले पर मूडीज ने कहा कि इन देशों पर कर्ज का भार इतना अधिक है कि इनके लिए बजट खर्चों में कटौती कर पाना मुमकिन नहीं लगता।

अर्थशास्त्री मंदी को लगातार दो तिमाहियों में आर्थिक गिरावट के रूप में पारिभाषित करते हैं। राष्ट्रीय सांख्यिकी एजेंसी आईस्टैट ने बुधवार को प्राथमिक आंकड़ों से संबंधित एक बयान में यह जानकारी दी। सरकारी और कारोबारी समूहों ने अनुमान जताया था कि आर्थिक संकट के कारण इटली की इकॉनमी मंदी में पहुंच चुकी है, जबकि उप वित्त मंत्री विट्टोरियो ग्रिल्ली ने दिसंबर में अनुमान जताया था कि इस साल आर्थिक गिरावट रहेगी जबकि 2013 में इसमें कोई विकास नहीं होगा।

कर्ज संकट और बदनामी के कारण सिल्वियो बर्लुस्कोनी के कंजर्वेटिव गठबंधन की सरकार के गिरने और यूरो के लिए एक चुनौती सामने आने के बाद नए प्रधानमंत्री मारियो मोंटी ने नवंबर में गैर राजनीतिक जानकारों के साथ सरकार की कमान संभाली थी। मोंटी ने तब से कई कठोर सुधार किए हैं। इन सुधारों में टैक्स में बढ़ोतरी और पेंशन के लिए रिटायरमेंट की उम्र बढ़ाने जैसे कदम शामिल हैं। इससे इटली के लोगों की बचत पर असर होगा। जिसका मतलब है कि इटली में विकास के वापस लौटने से पहले आर्थिक स्थिति और खराब होगी।

लैंको इंफ्रा की बुनियाद कमजोर बुनियादी ढांचा क्षेत्र की कंपनी लैंको इंफ्राटेक का शुद्ध लाभ 31 दिसंबर को समाप्त तिमाही में 63 फीसदी घटकर 60.92 करोड़ रुपये रह गया। कच्चे माल के दामों में वृद्धि और और ऊंची ब्याज दरों की वजह से कंपनी के मुनाफे यह कमी आई है। पिछले वित्त वर्ष की समान तिमाही में कंपनी ने 164.02 करोड़ रुपये का शुद्ध लाभ कमाया था। लैंको ने समीक्षाधीन अवधि में 1,985 करोड़ रुपये मूल्य के कच्चे माल का उपयोग किया। पिछले वित्त वर्ष की समान तिमाही में कंपनी की यह लागत 738 करोड़ रुपये रही थी। इस तिमाही में कंपनी की सकल परिचालन आय बढ़कर 4,596 करोड़ रुपये हो गई। ईपीसी (इंजीनियरिंग, प्रोक्योरमेंट और कंस्ट्रक्शन) और निर्माण कारोबार से कंपनी की कुल आय 55.8 फीसदी और ऊर्जा कारोबार से कुल आय 27 फीसदी बढ़ी।

कंपनी ने एक बयान में कहा कि वह अपनी 4,500 मेगावाट की मौजूदा क्षमता विस्तार योजनाओं की फंडिंग के लिए कुल 75 करोड़ डॉलर की रकम जुटाएगी।

यूटीवी को 96 करोड़ का घाटा मीडिया और मनोरंजन क्षेत्र की कंपनी यूटीवी सॉफ्टवेयर एंड कम्युनिकेशंस को इस तिमाही में 96.19 करोड़ रुपये का एकीकृत शुद्ध घाटा हुआ है। पिछले साल की समान तिमाही में कंपनी को 39.98 करोड़ रुपये का शुद्ध लाभ हुआ था। समीक्षाधीन तिमाही में यूटीवी की एकीकृत बिक्री 38 फीसदी घटकर 158.43 करोड़ रुपये रह गई। पिछले वित्त की समान तिमाही में यह बिक्री 255.14 करोड़ रुपये थी। अमेरिकी कंपनी वॉल्ट डिज्नी यूटीवी सॉफ्टवेयर एंड कम्युनिकेशंस में नियंत्रक हिस्सेदारी खरीदने की प्रक्रिया में है।

जेपी एसोसिएट्स का लाभ घटा जयप्रकाश एसोसिएट्स का शुद्ध लाभ इस तिमाही में 12 प्रतिशत घटकर 205 करोड़ रुपये रह गया। ब्याज पर अधिक खर्च की वजह से कंपनी के मुनाफे में यह कमी आई। विभिन्न क्षेत्रों में कार्यरत जयप्रकाश एसोसिएट्स ने बंबई शेयर बाजार को दी गई सूचना में कहा कि पिछले वित्त वर्ष की समान तिमाही में उसका शुद्ध लाभ 233 करोड़ रुपये रहा था। इस तिमाही में कंपनी की ब्याज अदायगी बढ़कर 449 करोड़ रुपये हो गई। पिछले वित्त वर्ष की समान तिमाही में कंपनी की यह लागत 338 करोड़ रुपये रही थी। इस दौरान कंपनी की कुल आय बढ़कर 3,305 करोड़ रुपये हो गई, जो पिछले वित्त वर्ष की समान तिमाही में 2,949 करोड़ रुपये थी।

रिलायंस इंफ्रा का मुनाफा बढ़ा अनिल धीरूभाई अंबानी समूह की कंपनी रिलायंस इंफ्रास्ट्रक्चर का शुद्ध लाभ दिसंबर तिमाही में मामूली रूप से बढ़कर 408 करोड़ रुपये हो गया। पिछले साल की समान तिमाही में कंपनी को 405 करोड़ रुपये का लाभ हुआ था। इस तिमाही में कंपनी को ठेकों और इंफ्रास्ट्रक्चर कारोबार से पिछले साल की समान तिमाही के मुकाबले ज्यादा आय और मुनाफा हुआ। समीक्षाधीन तिमाही में कंपनी की कुल आय 20 फीसदी बढ़कर 3,1103 करोड़ रुपये हो गई। पिछले साल की समान तिमाही में यह आय 2,580 करोड़ रुपये थी। वहीं कंपनी की अन्य संचालन आय 57.8 फीसदी घटकर 1.60 करोड़ रुपये रह गई। पिछले साल की समान तिमाही में यह आय 3.80 करोड़ रुपये रही थी। कंपनी के कुल कारोबार में बिजली क्षेत्र का हिस्सा 3,105 करोड़ रुपये और ठेका इंजीनियरिंग, खरीद और विनिर्माण (ईपीसी) कारोबार का हिस्सा 2,940 करोड़ रुपये रहा। कंपनी के पास करीब 1000 करोड़ रुपये की कुल 11 सड़क परियोजनाएं मौजूद हैं, जिनमें से पांच पर संचालन शुरू हो चुका है जबकि बाकी पांच परियोजनाओं से अगले तीन महीने में आय शुरू हो जाएगी।

कंपनी मुंबई और दिल्ली में 67 किलोमीटर की लंबाई वाली मेट्रो रेल परियोजनाओं पर काम कर रही है।

रिलायंस मीडियाव‌र्क्स को घाटा

मीडिया एवं मनोरंजन क्षेत्र की कंपनी रिलायंस मीडियाव‌र्क्स (आरएमडब्ल्यू) को दिसंबर तिमाही में 151.11 करोड़ रुपये का शुद्ध घाटा हुआ। पिछले साल की समान तिमाही में कंपनी को 57.04 करोड़ रुपये का घाटा हुआ था। इस तिमाही में कंपनी की बिक्री 3.69 फीसदी घटकर 207.34 करोड़ रुपये रह गई। पिछले साल की समान तिमाही में यह बिक्री 215.30 करोड़ रुपये रही थी। इस तिमाही में घरेलू फिल्म वितरण एवं प्रसारण कारोबार में मामूली गिरावट दर्ज की गई।

यूनिटेक का लाभ घटा

देश की प्रमुख रियल्टी कंपनी यूनिटेक का एकीकृत शुद्ध लाभ चालू वित्त वर्ष 2011-12 की दिसंबर तिमाही में 50 प्रतिशत घटकर 55.22 करोड़ रुपये रहा। बिक्री में कमी के कारण कंपनी का मुनाफा घटा है। इससे पूर्व वित्त वर्ष की समान अवधि में कंपनी को 111.36 करोड़ रुपये का शुद्ध लाभ हुआ था। यूनिटेक ने एक बयान में बताया है कितीसरी तिमाही में कंपनी की शुद्ध बिक्री 22 प्रतिशत घटकर 513.90 करोड़ रुपये रही जो इससे पूर्व वित्त वर्ष की इसी तिमाही में 659.79 करोड़ रुपये थी।

The important thing about the attack on Israeli diplomat's car [Number: 109 CD 35; blue number plate with CD meaning Diplomatic Corps] is that it happened within the square mile of sanitized Delhi that rules over 1.2 billion Indians. This is an intensely patrolled area; at every intersection you will find a fast police car with armed policemen to cordon off an entire street or several streets within seconds of any terrorist event.

Therefore, it is simply inconceivable that a lone rider on a motorbike stopped by the Israeli diplomat's car, attached an explosive device, and scooted from the scene before the car blew up. And all of this within seconds. Either the policemen were sleeping - all of them, at the same time - at quarter past three; or something else happened. The lone eye witness who saw something being attached could have been any one, or anything, we don't know.

On Aurangzeb Road, an address to die for, every hour 1500-2000 cars move. By counting the stately mansions on this road, you can arrive at an approximate figure of India's current dollar billionaires.

About fifteen years ago, one of the residents of Aurangzeb Road, a well connected big industrialist, was offered several million dollars in monthly rent and a deposit of a corpus of Rs 500 million in any bank anywhere in the world. This is one of the most beautiful homes on Aurangzeb Road and the person who offered the deal was the then Israeli Ambassador to India. Some folks are extremely pushy and today the Israeli Embassy is located somewhere on Aurangzeb Road.

Within hours of the attack on the poor lady diplomat, the Israeli Government was spewing venom on Iranians. And within hours, an embarrassed Indian Foreign Minister SM Krishna, recently back from his Tel Aviv sojourn, came out with a guarded statement that 'investigation have started' [whatever that means]. By evening the American Zionist lobby passed its judgment that India's relationship with Iran is a violation of decent international behavior.

Need Indians remind the Zionist lobby that India's relationship with its West Asian neighbors goes back six millennia [i.e. 6,000 years x 365 days=2.19 million days] if not earlier? Zionist Israel arrived in these parts about six decades ago and that too illegally. Zionist bankers bank-rolled the British occupation of large part of Asia [East, South and West] and extracted their pound of flesh by dispossessing the Palestinians. Perhaps they made an offer that the Palestinians refused, just as the Indian businessman on Aurangzeb Road; and so they acquired a prime property in West Asia by force, and by deceit on Aurangzeb Road.

How many Iranian nuclear scientists have been done in by the Mossad? Hourly, we hear that Iranians must be stopped from becoming a nuclear power. Hourly we hear that Iran is a terrorist country; switch on the neo-liberal imperialist TV channels-CNN or BBC or Fox- and the presenters are usually frothing with spittle drooling from the corner of their slavish mouths.

What was the role of Mossad in Mumbai mayhem on the night of 26^th November, 2008? The killing of Rabbi Gavriel and Rivka Holtzberg brought about a global outcry almost in unison against anti-semitism and the vicious designs of Islamic terrorists. And within hours Abraham Foxman, Director of the Anti Defamation League, came out with his own variety of venom:

"This brutal attack once again shows that terrorists single out Jews. The attack is a reminder that the world must stand up against all terrorism, because in the end no one is safe until terrorism is combated in all its manifestations."

It never occurred to this foxy Foxman that a determined terrorist would spare Chabad House for two victims when he/she can attack thousands living illegally in the remote villages in Kullu valley and around Dharamshala [Dalai Lama's de facto capital]. Over 10,000 Israelis, mostly from the armed forces, come here, live illegally, smoke pot and screw around. Very soon, Yiddish, the Ashkenazi lingo, will become the second language in these parts. I know these villages very well.

Why has the Chabad House been under investigation in India? In February this year, the Israeli couple running the Mumbai Chabad was told to leave India? 4000 Chabad Houses in 73 countries, ostensibly to provide support to visiting Israelis, perhaps to supply pure Kosher meat, in reality a huge global network of 'Crack.' And this is not an isolated event. Since Mumbai mayhem, many Israelis all over India have been told to leave.

Is the Delhi car bombing related to the pressures being brought on by Israelis [the tail] that wags the dog [London and DC] for India to rethink buying oil and gas from Iran violating the "international sanction" imposed by a few imperialist powers? Blow up a few more high profile Israelis, in the square mile of the power centre of India and world's mainstream media would blow your TV screens, so loud would be the condemnation of Islamic Jehadists from Iran. Holding 1.4 trillion dollars of ill gotten gains in the Zionist banks, the Indian political class will capitulate. Or lose their cash and properties in Monaco, London, Paris, and Cayman Islands.

Hasn't it already? When 9/11 happened, the senile PM Vajpayee wanted Baby Bush to "select" his India as a key partner in West's sham GWOT. His Home Minister, another senile politician Lal Krishna Advani, went to Tel Aviv a year earlier to forge an alliance to fight Islamic terrorists, giving vital operational base to the Mossad in sensitive Kashmir. Headed by Eli Katzir of the Israel Counter-Terrorism Combat Unit and Israeli military intelligence officials, a new era of "cooperation" with world's Zionism starts and with each passing year, the Indian intelligence architecture got more and more deeply penetrated by those very forces that engineer terrorist acts worldwide.

Don't the Indian intelligence agencies know what is going on? Of course they do; just as top operatives in the CIA and FBI know what was going on; the serious ones within French, German and British intelligence also know what is going on.

And they all know that Car No 109 CD 35 has served the purpose of terrifying the political class within the square mile. But the folks who live within that square mile have stashed too many billions in Israel friendly banksters' banks not to take it rather seriously.

Israeli Embassies Attacked - Whose Vengeance and Unholy Wars are These? -

Monday. February 13. 3.54 pm. A bomb explodes in the car of an Israeli diplomat. Three people, including the defence attaché's wife Tal Yehoshua, are grievously injured.

30 minutes later, embassy officials are examining the remains of the vehicle in an area that has been cordoned off by the police.

Within three hours, Israeli Prime Minister Benjamin Netanyahu accuses the Hizbullah and Iran: "Iran, which stands behind these attacks, is the largest exporter of terror in the world. The Israeli government and its security forces will continue to work together with local security services against these terrorist actions."

He is pre-empting the inquiry, and the media is already talking about "Hizbullah in Delhi" and "Israel targeted in India". We are calling ourselves a soft state when our own hardliners and security forces have been killing citizens inside the country.

The question is not whether global terror is being fought on Indian soil but how much of it is being arranged here. If it is legitimate to ask about the role of local handlers, then why has there been no concern about the incident of a planned vengeance by Israelis?

Cut to a report a few days ago when there was palpable revenge. The couple, Shneor Zalman and Yaffa Shenoi, arrived in India on a multiple-entry visa in March 2010. After the visa expired, they went back and returned within a month. What was their purpose that they paid a "disproportionately high rent" of Rs. 50,000 a month for a house in Fort Kochi, Kerala? A senior official was quoted in a report saying: "Central intelligence got an alert about a covert operation being carried out by suspected Israeli agents after the 26/11 Mumbai terror strike in which south Mumbai's Chabad House came under attack and six Jews, including a Rabbi and his pregnant wife, were killed. We have traced the couple's financial transactions. They will be questioned before they are deported. Preliminary investigations suggest some Israelis are camping in various parts of the country."

This comes from official sources and all that they think of is deporting the couple. There has been complete silence from the usually active dispensers of opinion, too.

Let us return to the scene of Monday's crime. The Indian and international media have gone ballistic about it without a shred of evidence. If the argument is that the Indian prime minister's house is in the vicinity and reveals lapses in our security, then why is no one apprehensive about our situation? It raises questions beyond safety measures. Why are we falling in line with Israeli rules? What is the American effort in this proxy war? It is not Hizbullah that is fighting in India, but Israel.

With the top leaders' comments, Israel is not only holding India to ransom but also trying to play its victim-aggressor game here. A bomb that went off simultaneously in Georgia was defused, for it does not resonate well with the anti-Arab/Iran narrative. One is not condoning any such attacks, but this most certainly does not look like a war against Israel, a state that has got its armour in place. Mossad is as pervasive as the CIA.

Foreign Minister Avigdor Liberman said, "It just shows that Israel and its citizens face terror inside and outside of Israel. We deal with it every day. We know how to identify exactly who is responsible for the attack and who carried it out. We will not allow this to affect our agenda."

Has anyone questioned the agenda? The identification process assumes reprisal.

Blindly accepting the Israeli version of domestic links with groups will obviously lead to the blanket indictment of 'jihadi' organisations, many of them imagined entities of the right-wing parties. Is it not possible that some Hindutva terror groups now openly asserting themselves and held culpable for such activities could be used for Israel's covert operations? Israel does not have suicide missions, but it understands the masochism paradigm only too well.

The revenge space is never empty. Philosopher Martha Nussbaum has written:

"The primitive sense of the just…starts from the notion that a human life…is a vulnerable thing, a thing that can be invaded, wounded, violated by another's act in many ways. For this penetration, the only remedy that seems appropriate is a counter invasion, equally deliberate, equally grave. And to right the balance truly, the retribution must be exactly, strictly proportional to the original encroachment. It differs from the original act only in the sequence of time and in the fact that it is response rather than original act – a fact frequently obscured if there is a long sequence of acts and counteracts."

We need to look at a few examples to emphasise our vulnerability.

Members of the orthodox Jewish Chabad India Trust have moved out of Nariman House and are residing in an unknown location due to security reasons. Soon after the Mumbai attacks, six members of a group called Zaka (acronym for Zihuy Korbanot Ason – Disaster Victim Identification) arrived in the city to collect and arrange the body parts and blood of Jews so that they could be returned to family members and were afforded a dignified burial according to Jewish law. The police investigations were not completed.

More recently, Israeli national Nurit Toker was booked by the Mumbai police under the Arms Act, 1959, for carrying two live cartridges in her backpack while travelling from Mumbai to Kathmandu. In her petition she mentioned that she had completed her compulsory three-year training in the Israeli army and these were her personal ammunition, compatible with the M-16 assault rifle acquired during her military training. She had not carried the rifle, though. Sec. 3 clearly states "there is no requirement of use or intention to use the arm or ammunition" to pursue the case. Yet, the Israel Consulate intervened to say that the accused had accidentally left bullets in her bag.

This is not the first such instance. In 2006, Noa Haviv had cleared customs at Mumbai airport as well as the security agencies of Israeli airline El Al at Tel Aviv and arrived with 16 bullets and a magazine in her check-in baggage. The Israeli consul general had stated then: "We have every reason to believe that it was an innocent mistake. She had borrowed this suitcase from her brother, who is a licensed weapons holder. She was not aware of the bullets inside when she packed her bags." Amazingly, only the airline filed a case and not the Airports Authority of India or the security agencies of the government.

In a country that arrests whole families on mere "tip offs", this leniency is alarming. Worse, all 171 passengers on the El Al flight had walked out of the green channel and cleared customs in 15 minutes. Why this express service? Even Indians returning from a holiday take longer. The customs official at the time had said, "…this was a flight coming from Israel, where security measures are stringent."

Are we to depend on another state's security assurances? Israel is not above suspicion. No country is.

The attack on the embassy staff took place in India. We cannot allow investigations to be outsourced. Hillary Clinton offered US assistance to probe into "these cowardly acts" because the "scourge of terrorism is an affront to the entire international community".

In an editorial, The Pioneer uses this incident for its grand-standing: "Governments around the world are mindful of such occasions when Israelis, both diplomats and civilians, are likely be targeted; sadly, the Government of India chooses to ignore them, busy as the Home Minister is defending himself in a corruption case while intelligence agencies are pre-occupied with snooping on the Congress's political opponents and conducting 'surveys' in election-bound States". It adds, with alacrity, that at least the people should be agitated "if not the Government whose Ministers are at the moment unabashedly pandering to Muslim extremism in Uttar Pradesh".

Are we to be on our toes for Israel? Why did the papers not write editorials when suspicious activities of Israelis were noticed by these intelligence agencies? Why suppress those?

As expected, Pakistan and its Inter Services Intelligence are used as an example. There has been no proof. Israel is using Indian susceptibility with regard to relationship with Pakistan. There is an indeed an insurgency problem and the recent history of the Mumbai attacks. The fact that the Jewish Chabad House was one of the targets makes it appear as a legitimate connection. But Pakistan has closer ties with Saudi Arabia and is inimical to Iran, which is the current bone stuck in the throats of the western powers and Israel.

There are cursory references to the four Iranian nuclear scientists who were killed in the last two years. Instead, the bomb blast is being touted as revenge for the death of Hizbullah's military chief Imad Mughniyeh in a car explosion. What is so important about the fourth death anniversary? Do also note that he was killed in Syria, so Israel has a virtual buffet meal at its disposal to point fingers at.

Iranian Foreign Ministry spokesman Ramin Mehmanparast said. "Israel perpetrated the terror actions to launch psychological warfare against Iran."

There are sniggers, but Israel has every reason to perpetuate such mind-numbing ideas, if not actions. In 1948, Menachem Begin's unit slaughtered the inhabitants of Deir Yassin. In 1953, Ariel Sharon led the slaughter of the inhabitants of Qibya, and in 1982 arranged for their allies to butcher around 2,000 in the refugee camps of Sabra and Shatilla. He had declared, "We must hit, hit and hit them incessantly – not by means of large-scale war. Suddenly someone disappears there, someone is found dead here and somewhere else someone is found stabbed to death in a European nightclub."

The history if Israel is as damning as it is damaged. It has flouted every rule and yet got the benefit of protection.

India is most certainly not a soft power that some of our own commentators are shamelessly projecting it as. It is a bit obsessed and still suffers from a colonial hangover. It has created its cocoon of goodwill based on the flimsy delusion of being a developed nation where hybrid progress is sustained in a greenhouse. In that, it is not too different from some of the wealthy Arab states that are only concerned about how they sell their oil and for how much. Just as they have their pecking order, India maintains a stoical distance from the larger pool of South Asian countries by virtue of its "close relations" with those who matter.

Self-preservation is the goal of any society, but when it becomes opportunistic it is difficult to demarcate the lines of control and of control freaks. By a process of natural selection that imbues it as a 'doctrinaire liberal' society, India is being co-opted in an unholy war

False Flag? Israel Blames Iran for Convenient Bombings

No deaths, just long sought after provocations; a geopolitical gambit executed with the proficiency of Mossad.

The warning about Iran's more aggressive stance was included in written testimony that Clapper submitted to Congress on Tuesday as part of the intelligence community's annual assessment of the nation's most serious security threats."

Quite clearly, there is a premeditated conspiracy working ceaselessly to provoke Iran into a war it neither wants nor will benefit from in any conceivable way, and upon failing to provoke Iran, provocations will be manufactured in their stead, as seen in the recently botched "plot to assassinate a Saudi ambassador on US soil," later revealed to be a US sting operation involving DEA agents and a duped, entrapped patsy.

Now Israel is blaming two attacks on their own embassies, one in New Delhi, India and another failed attack in Tbilisi, Georgia, squarely on Iran.

There were only minor injuries reported in the New Delhi attack which was carried out in a similar manner to those targeting Iranian scientists in Iran – attacks now admittedly the work of Israeli Mossad agents and US-funded, armed, trained, and harbored Mujahedeen e-Khalq (MEK) terrorists.

Iran clearly has nothing to gain by bombing Israeli targets abroad, especially in nations like India where such an act would not only give the West the provocation it is on record trying to "goad" out of Tehran for years, but also one that would unsettle relations with India which would directly effect the conflict in Afghanistan festering on Iran's eastern border.

Conversely, a non-lethal attack on Israeli targets gives the Wall Street-London-Tel Aviv corporate-financier elite the exact provocation they have been fishing for on record since at least 2009.

Reuters reports, "a bomb wrecked a car carrying the wife of the Israeli Defence attache as she was going to pick up her children from school."

All the emotional plot points exist to manipulate public opinion against Iran, and behind a Western attack that has so far been perpetually stalled by a world increasingly irate over the West's global warmongering.

The degree to which this likely stunt will be successful in serving as a pretext for war (or at least further escalation) for an axis that has been waging a campaign of terror against Iran for years remains to be seen.

This Wall Street-London-Tel Aviv axis has openly admitted they seek to provoke war with an unwilling adversary, and all three are experts at manufacturing provocations for otherwise unjustifiable acts of aggression.

Iran is an aggressive though not reckless nation – so says the US policy think-tank Brookings Institution in their own "Which Path to Persia?" report.

Iran does not lack an accurate understanding of global public opinion, evident in their English news service, PressTV. Should Iran choose to finally strike out against the West for their blatant and consistent acts of war, they would most likely do so with global public opinion in mind – likely excluding the possibility of targeting a mother on her way to pick up her children from school.

As in any crime, big or small, the first and most pressing question to answer is, "cui bono" or, "to whose benefit?"

An axis of Western powers desperately seeking a pretext for a war they've tried to start for years?

Or a nation desperately trying to avoid war, weathering constant and overt acts of aggression directed at their economy, infrastructure, civilians, military leaders, and politicians, only to end up bombing an Israeli mother on her way to pick up her children from school?

With this in mind, and with Iran squarely denying any responsibility for the attacks, the burden of proof lies entirely on Israel.

On Sunday 12 February 2012 the people of Greece, in demonstrations and street fights all over the country expressed in a massive, collective and heroic way their anger against the terms of the new loan agreement dictated by the EU-ECB-IMF 'troika' (Eurpoean Union, European Central Bank, International Monetary Fund). Workers, youth, students filled the streets with rage, defying the extreme aggression by police forces, setting another example of struggle and solidarity.

Greece is becoming the test site for an extreme case of neoliberal social engineering. The terms of the new bailout package from the European Union, the European Central Bank and the International Monetary Fund, the so-called 'troika', equal a carpet bombing of whatever is left of collective social rights and represent an extreme attempt to bring wage levels and workplace situation back to the 1960s.

Terms of the Bailout

Under the terms of the new agreement the following drastic changes are going to be put to vote:

The minimum wage, which up to now was determined under the terms of the National Collective Contract signed by the Trade Union Confederation and the Employers Associations, is going to be reduced by 22%. For new workers under 25 the reduction is going to reach 32%. This is going to immediately affect around 25% of total workforce in Greece. Moreover, wage maturities (the increases in wages according to the years of workplace experience) are going to be frozen.
This reduction is also going to affect all other private sector employees covered by collective contracts and agreements. With most contracts having reached or reaching their end, with a new system of collective bargaining and mediation in place that openly favors employers, the terms of the new agreement demand that also individual terms of employment are going to change leading in most sectors to wage reductions of up to 50% (until now even when a collective agreement expired individual contracts signed under its terms could not be altered). These wage reductions are going to be devastating, taking into consideration that drastic reductions in public sector pay have already been imposed and that labour cost in Greece is already down by 25%, helped by unemployment having reached unseen before levels (the official unemployment in November exceeded 20%).
All pensions are going to be reduced by more than 15%, a reduction that is following other reductions that had been earlier imposed. Moreover, the terms of the agreement demand a new overhaul of the pension system paving the way for more reductions and raising of age limits. Pension reductions are not only going to affect the living conditions of older people but will also limit inter-generational solidarity, a crucial aspect of social cohesion in Greece.
All forms of social spending are going to be drastically cut including funds for hospitals and health coverage and social benefits. Since hospitals are already in critical condition because of earlier cuts, this new wave of cuts is expected to lead to a dramatic deterioration of health services in a country that is already facing deteriorating health indicators.
A new wave of privatizations is demanded, including the sale of crucial infrastructure such as airports and seaports and full privatization of public utilities.
A new wave of lay-offs of public sector employees is going to be implemented, helped by a wave of closures of public institutions, including primary and secondary education schools, university departments and agencies such as the one responsible for public housing. Moreover, terms of employment in Public Utilities (partly owned by the State) and Banks are going to change, with all provisions for secure employment eliminated, leading to another wave of mass lay-offs.

The social cost of this transformation is going to be immense. For the first time since WWII large parts of Greek society are facing the danger of extreme pauperization. And the first signs are already here: increased homelessness, soup kitchens and a new wave of people emigrating from Greece in search for employment. And things are only going to get worse as traditional forms of solidarity, mainly through family relations, can no longer cope with the situation.

It is obvious that most of these measures have little or nothing to do with dealing with increased debt. Indeed, private sector wage reductions are reducing pension contributions, leading to more deficits. What is at stake is an attempt from the part of the EU-IMF-ECB troika and the leading fractions of the Greek bourgeoisie to violently impose a social 'regime change' in Greece.

Race to the Bottom

According to the dominant narrative the problem with Greece is a chronic lack of export competitiveness which demands a new approach based on cheap labour and doing away with any environmental restrictions, urban planning regulations and archeological protections that could discourage potential investors. It aims at turning Greece into a big Special Economic Zone for investors. What is not mentioned in this narrative is that not only the social cost is going to be tremendous but also that low labour cost competitiveness necessarily would lead to a hopeless 'race to the bottom,' since there are always going to be countries, even in the close vicinity such as Bulgaria, with lower wages. Moreover, it is a well known fact that competitiveness does not rely only on labour cost but also on productivity and this has to do with infrastructure, knowledge, collective experience and ability, exactly what is being dramatically eroded by the current economic and social situation in Greece.

What is missing from this narrative is the crisis of the Eurozone and of the whole European Integration project. It is becoming obvious that the problem is the euro, as a common currency in a region marked by great divergences in productivity and competitiveness. The euro in a previous period functioned as a constant pressure for capitalist restructuring through competitive pressure, but at the same time it created increased imbalances, mainly to the benefit of European core countries such as Germany. In a period of capitalist crisis the euro only makes things worse, increasing imbalances and deteriorating the sovereign debt crisis. That is why the crisis of the Eurozone is a crucial aspect of the current global capitalist crisis and one of the main failures of neoliberalism.

Europe: Reactionary and Authoritarian Mutation

At the same time, the European Union is going through a reactionary and authoritarian mutation. This is the logic of the European Economic Governance, as inscribed in the proposed new fiscal Eurotreaty. According to this member-states are going to include austerity measures such as balanced budgets in their national constitutions and European Union mechanisms will have the power to intervene and impose huge fines and funding cuts whenever they think that a member-state is not prudent enough with its finances. And to this end the 'expertise' of the IMF in imposing austerity and privatization is also used. The prevailing logic is one of limited sovereignty and to this direction Greece is a testing ground. Already under the terms of the bailout packages by the EU-ECB-IMF troika, there are supervision mechanisms in place in all Greek government ministries which dictate policies in an almost neocolonial way. This is going to be the norm if the logic of European Economic Governance is imposed. That is why although the current Greek government is acting in an almost servile way toward the EU, it is only receiving humiliating blows.

The European Union is rapidly becoming the most reactionary and undemocratic institution on the European continent since Nazism. Talking about a 'democratic deficit' is not enough. What we are dealing with is an aggressive attempt toward a post-democratic condition, with limited sovereignty and accountability and little or no room for political debate and confrontation regarding economic policy choices, since these are to be dictated by markets through the mechanisms of EU supervision. Seeing ex-ECB central bankers becoming prime-ministers, such as Mario Monti and Lucas Papademos, is more than symbolic.

But putting the blame only on the current aggressively neoliberal and almost neocolonial configuration of the EU is not enough. The most aggressive sectors of the Greek capital (banks, construction, tourism, shipping industry, energy), are openly supporting this strategy. Although sectors of capital have suffered from the prolonged recession, and despite the fact that the crisis has curtailed plans for a leading role in the Balkans, the dominant fractions are investing upon austerity, workplace despotism and doing away with all forms of workers' rights as a means to regain profitability. However, the problem with this strategy is that an increase in exports cannot possibly compensate for the shrinking of domestic demand, which can affect even dominant sectors of capital.

The Papademos government has been trying to pass the terms of this devastating austerity package by ideologically blackmailing Greek society through the threat of default and exit from the Eurozone. But the question is not if Greece is going to default but how. The measures imposed are simply leading to some form of creditor led default – they have already taken the steps of debt restructuring and 'haircut' of previous debt – with society taking the full cost.

Radical Alternatives

That is why Greece defaulting on its own sovereign terms, that is choosing the immediate stoppage of debt payments and of annulment of debt, is the only viable way to avoid social default. At the same time it is also necessary to immediately exit the Eurozone. Stoppage of debt payments and reclaiming monetary sovereignty will help public spending on immediate social needs and will help stop the erosion of the productive base by imports. It is not a nationalist choice, as some tendencies of the Greek and European Left have argued, but the only way to fight the systemic violence of the current policies of the EU. Moreover, it is truly internationalist in the sense of the first step toward dismantling the aggressive neoliberal monetary and political configuration of the EU, something which is obviously in the interest of the subaltern classes all over Europe.

Stoppage of payments to the debt and exiting the Euro are not simple technical solutions. They must be part of a broader set of necessary radical measures that must include nationalization of banks and critical infrastructure, capital controls and income redistribution. But even these measures are not enough, what is needed is a radical alternative economic paradigm in a non-capitalist direction, that must be based on public ownership, new forms of democratic planning and workers' control, alternative non-commercial distribution networks, and a collective effort toward regaining control of social productive capabilities.

Rethinking the possibility of such radical alternatives is not a simple intellectual exercise. It is also an urgent political exigency. Against the current ideological blackmail and the attempt by the government, the ruling classes and the EU to present extreme austerity as the only solution, what is needed is not just to say no to austerity but to bring back confidence to the possibility of alternatives. Hegemony in the last instance is about who has the ability to articulate a coherent discourse about how a country and a society is going to produce, cater for social needs, be organized and governed. The crisis of neoliberal hegemony is indeed opening up a political and ideological space for the emergence of such a counter-hegemonic alternative, but it is not going to last for ever. Moreover, in the absence of a positive vision the ruling classes are aiming at individualized desperation and sense of defeat as a means to maintain dominance. Rebuilding people's confidence in the possibility of alternatives requires the collective work for a radical program based upon the experiences emerging in the terrain of struggles. This is one of the most urgent challenges the Greek Left is facing.

Despite the fact that a coalition government of 'national unity' under Papademos was practically imposed in November the political crisis is far from over. PASOK, the Socialist Party is facing its biggest crisis, the conservative New Democracy is facing increased pressure from its base not to accept the measures, while the far-right have exited the coalition government. 22 members of parliament from PASOK and 21 from New Democracy voted against the loan agreement and were subsequently expelled from their respective parties, marking a new phase in an open political crisis.

The extreme pressures from the troika, with functionaries of the IMF such as Pool Thomsen acting as colonial Governors only makes things worse. Even though the agreement was passed through parliament, since the PASOK and New Democracy had a combined majority that could compensate for dissenting parliamentarians, the political system is being stressed to its limits. Attempts to create new political parties are under way, including an attempt toward a "Papademos" party that could gather all those supporting 'regime change,' but they are far from gaining any momentum.

In such a conjuncture the Left is getting increased support, but at the same time is showing the limits of its strategy and program. SYRIZA (Coalition of the Radical Left) is still insisting in the fantasy of a democratic EU and refuses to bring forward demands such as the exit from the euro. KKE, the Communist Party, despite its radical anti-capitalist and anti-EU positions, has sectarian tactics and underestimates the necessity for an immediate transitory program. ANTARSYA the anti-capitalist Left, has played an important role in the struggles and in articulating political goals such as the annulment of debt and the exit from the euro, but does not have the necessary access to large layers of the subaltern classes. What is needed is radical recomposition of the Greek Left, both in the sense of the collective elaboration of a radical alternative that can create the possibility of counter-hegemony and of a radical Left Front that could represent the emerging new subaltern unity evident in mass demonstrations and strikes, in forms of self-organization, in networks of solidarity, in collective experiences of struggle.

Currently Greece is entering a new phase of the protracted people's war against the policies of the EU-ECB-IMF troika. The 48hr general strike on 10 and 11 February and the mass demonstrations and street clashes on 12 February have become the new turning points in the struggle. The 'people's war' is far from over. Facing the danger of an extreme historical backwardness, we refuse to despair. We insist on the 'windows of opportunity' for social change the current situation opens. We shall fight to the end. •

It's an intrigue befitting the machinations of classical colonialism in past centuries, such as the Sykes-Picot carve-up of the Middle Eastern Levant territories, or the betrayal of the Arabs after World War I, or the theft of Mesopotamia's oil by British capitalists.

Only this time, it is Arabs who are helping the neocolonial powers to deceive and subjugate other Arabs. Enter the Arab League.

Over the past year, the 22-member organization has emerged as a useful deceptive cover for Western powers as they seek to redraw the political contours of the Arab World, and beyond, for their own strategic interests.

The momentous popular upheavals that began in early 2011 across the Arab World have in many ways been co-opted or manipulated by Western imperialist powers to minimize democratic gains and to refashion the political map to their continuing advantage. A feat of achievement considering that these same powers have for decades supported the repressive regimes that have inflicted so much misery and suffering.

The leitmotif for Western intervention is "responsibility to protect" (R2P) – the notion that these powers are motivated by concern for human rights and the protection of civilian lives. But given that the United States, Britain, France and other NATO states have been conducting criminal wars of aggression over the past decade in mainly Muslim lands, with a death toll exceeding one million and casualties amounting to many more millions, these powers found themselves with a huge credibility problem when it came to contriving a pretext to intervene in the Arab upheavals.

What better than to shroud the Western agenda for intervention in Arab affairs with an appearance of Arab support? The League of Arab States has fulfilled this role. Since its inception in 1945, it has only ever suspended two member states. The first of these was Libya in March 2011; the second is Syria, suspended eight months later in November.

Ostensibly, the Arab League has been motivated to take such measures because it purportedly shares the concern of Washington, London, Paris, for the safety of civilians being violently repressed by their rulers. Without the League's sanction, the intervention of Western powers would ring decidedly hollow and smack of old-fashioned colonialism. This is in fact what it is, but the addition of Arab voices to the Western sanctimonious chorus lends a crucial veneer of international solidarity.

The arrangement works like this: foment violence and instability within the country of choice, arm dissident groups, and direct these same groups with covert special forces; when government forces move to quell the insurrection, then accuse them of violating human rights. The Arab League then suspends the country, marking it out for international pariah status, which in turn provides a pretext for Western powers to mount military strikes, committing atrocities in the name of "responsibility to protect", and engineering regime change in the interests of the Western powers. It's neocolonialism in Arab lands – with the help of other Arab states.

Libya can be seen as a dress rehearsal for this routine, which is now being played out feverishly with Syria. Recall that it was the spurning of Libya in March by other League members that immediately presaged the seven-month NATO aerial bombardment of that country, resulting in possibly thousands of civilian deaths, a crime that is not yet fully realized because of a corporate-controlled media blackout, but a despicable crime nevertheless with bloodied Arab hands involved.

It appears that the Arab League is now taking on an even more pronounced role as the routine finesses. Clearly in Syria what is happening is an insurrection that is being fomented and armed by foreign governments, with Turkey and Saudi Arabia taking a lead role in arming the so-called Free Syrian Army against the state forces of President Bashar Al Assad.

And it was the Arab League that brought the motion last week at the UN Security Council aimed at shackling the Assad government and setting it up for Libya-style NATO military intervention. The veto by Russia and China has for the moment derailed that plan. No doubt, Russia and China have learnt the lesson of Libya where a similar Security Council sanction was used by Western powers to launch a blitzkrieg on that country – in the name of the specious R2P.

The insidious role of the Arab League as the West's hound-dog can be gleaned from the comment by British Foreign Secretary William Hague following the Russian and Chinese veto at the UN.

Hague said: "Russia and China faced a simple choice today: would they support the people of Syria and the Arab League, or not? They decided not to, and instead sided with the Syrian regime and its brutal suppression of the Syrian people in support of their national interests."

This is British spin on facts and truth at its best. Firstly, Russia and China decided to side with the "Syrian regime" because – despite biased Western media coverage – the government of Assad appears to retain the support of the Syrian people, and therefore it retains sovereign legitimacy. And the "brutal repression" that the solemn Hague speaks of relates to violence that Western and foreign Arab states have assiduously fomented in Syria, as they did in Libya.

Secondly, the position of Russia and China concurs with that of the Arab League's own observer mission to Syria. The mission actually reported that much of the violence was being conbducted by an "armed entity" and "armed opposition groups" involved in the killing of civilians – flatly contradicting the Western corporate media's portrayal of unilateral state brutality. Indeed, the observer mission was subsequently cancelled by the League's secretariat because the mission was exposing this Western disinformation [1]. So, far from not supporting the Arab League, as Britain's William Hague contends, Russia and China have acted more consistently with the League's observer mission. It is the executive of the League that has not supported their own people on the ground with regard to accurately reporting the situation in Syria.

Thirdly, note the way the British Foreign Secretary emphasizes that Russia and China "did not support the Arab League" in its move to have Syria sanctioned. Those few words blow the cover of the Arab League's real purpose.

For it is the Arab League that is serving as a stamp of moral and political legitimacy for Western military aggression in Syria in the same way as Libya before. Washington, London and other Western powers are disguising their neocolonial strategy under an Arab cover of humanitarian concern and Arab League states are obliging for their own selfish interests.

The bigger picture here is the Western ploy of manipulating restive Arab populations to engineer regime change where the incumbent government is considered inconvenient to Western strategic interests. Syria is a major prize in that its support for Palestinian rights against Western-backed Israeli aggression is but one of many inconveniences. Its backing for the Hezbollah resistance against American imperialism in the Middle East is another. Of most immediate concern to Washington and allies is beyond Syria itself – its long-time alliance with the Islamic Republic of Iran. The US and its allies are convulsed by the desire for regime change in Tehran. Taking out Assad's Syria is a long-held Western roadmap on the way to taking out Iran. Syria's present fate of being in Western crosshairs was probably sealed when it rebuffed Washington's overtures for a deal against Iran back in February 2010 [2].

But the US and Western military roadmap goes beyond re-carving the Middle East. As Michel Chossudovsky cogently explains in his new book, Towards a World War III Scenario, Washington's military roadmap is aimed at global dominance in which hegemony over the vast energy-producing Middle East and Central Asian regions is crucial to marginalizing the heavyweight rivals of Russia and China. The alliance between the latter two and both Syria and Iran only gives these current targets added impetus for Western regime change.

Getting back to the treacherous role of the Arab League in serving the Western powers' agenda, it is surely a bitter irony that one of the founding tenets of the League is to "defend the independence and sovereignty" of its members. Syria, which was one of the original seven founders of the League in 1945, is being stabbed in the back by its fellow members precisely to have its independence and sovereignty attacked. And it is the rump of Persian Gulf Arab states within the organization that has emerged as the most treacherous. Saudi Arabia and Qatar, along with the other Gulf Cooperation Council states of Kuwait, Bahrain, the United Arab Emirates and Oman, have been most vocal in lending Arab denunciations of Libya and Syria and creating the pretext for Western aggression.

However, deploying these Arab dupes is where Western pretensions of supporting democracy and human rights become unstuck. The Persian Gulf monarchs have been the most repressive towards any popular stirrings for democracy within their own countries. Described variously as kingdoms, shaikdoms, emirates, or sultanates, these states are invariably ruled with iron rods by family dynasties that control their people as little more than serfs. It is surely ridiculous when the absolute despotic rulers of Saudi Arabia and Qatar in particular exhort the Syrian government to enact greater political reforms when these same countries do not brook any dissent and where it is a crime punishable by law to publicly criticize the royal rulers.

Over the past year, Saudi Arabia has cracked down murderously against peaceful protesters within its own borders. And it was Saudi Arabia – where women are flogged for driving cars unchaperoned and where public executions by beheading are carried every year – that led the invasion force of Gulf Cooperation Council states into Bahrain last Spring to ruthlessly crush peaceful pro-democracy demonstrations. In Bahrain, Saudi-led Gulf forces continue with Washington and London's support to murder women and children in the streets and in their homes [3].

The pay-off for these Arab despots is that they continue to enjoy Western patronage and support in suppressing their own people. Additionally, the Sunni monarchs share the Western agenda to destroy the Syrian-Iranian alliance, which garners much greater regional popular respect and influence than any of the Persian Gulf tyrants.

The illegitimacy of Western powers meddling in Syrian affairs and elsewhere and the risible alliance with repressive Arab states in pushing this agenda is only obscured because of the corporate-controlled media's deliberate blindness towards the deception. An honest appraisal of the protagonists – the Western criminal governments and their Arab tyrants – is, to put it bluntly, a sick joke.

Political Transformation in America: Effectuating Real Democracy by a Voters' Rights Amendment

Reversing the Supreme Court's gift of constitutional rights to corporations in Citizens United will not cure the political ills weakening the sinews of democracy that bind the United States. The nation was infected at birth and it will continue to be diseased until its government is transformed into one that is responsive to the needs and ambitions of ordinary people, irrespective of wealth or influence.

Although Citizens United unleashed the overwhelming power of the wealthy elite, corporations, and other special interest groups to purchase the major benefits of government while avoiding the burden of taxation, the danger presented by the power of money has been a risk to democracy throughout American history.

Thomas Jefferson hoped that "we shall crush in its birth the aristocracy of our monied corporations which dare already to challenge our government to a trial by strength, . . ." Almost two hundred years later, Franklin Roosevelt said, "We know now that Government by organized money is just as dangerous as Government by organized mob."

A number of organizations have attracted widespread bipartisan support in their efforts to overturn Citizens United. Even if they succeed in persuading Congress to enact an amendment depriving corporations of constitutional rights and if they convince three fourths of the states to ratify the amendment, the problems that existed the day before the decision was announced will remain and will continue to be as threatening as ever.

Legalized bribery in the form of campaign contributions will still influence the actions of elected officials; candidates will still avoid taking positions on critical issues and will ignore the concerns of voters; political parties will still enact policy "platforms" designed to attract voters and will ignore their promises once their candidates are elected, and voters will continue to be uninformed and turned off by elective politics.

If they are to ever achieve true representative democracy and the freedom and opportunity inherent in its promise, the People of the United States must transform their government, rather than to reform or restore it back to something which will not serve or protect their best interests.

Public Policy
The essence of politics is the formulation of policy, and the manner and means by which public policy is made and effectuated by laws and regulations defines the very nature of government.
The effectiveness of a democracy can be measured by the degree that its voters have an influence in the development and articulation of government policy, either directly or through their elected representatives. Conversely, curtailment of that power results in an oligarchy or plutocracy, rather than a democracy.

The Existing Public Policy System.

Presently, political parties and candidates identify their concept of the issues confronting the offices sought, and they present their policies regarding the various issues. Citizens then cast their votes for the candidates they hope are best prepared to solve the problems they consider to be the most serious.

The current process presents a number of problems. Left to their own devices, politicians ignore the most critical issues and concentrate their resources and rhetoric on personalities and negative campaigning designed to lower the estimation of their opponents in the eyes of the voters. In addition, candidates studiously avoid taking any position on the real issues they will face, believing they will lose rather than gain votes by taking a stand.

Specifically, during presidential elections, the political parties construct "platforms" defining their proposed policies on the issues. These artfully drawn platforms are designed to appeal to the maximum number of voters, while retaining a sufficient degree of ambiguity to avoid all accountability in the future.

If the presidential platform was a blueprint for the construction of a residence, the house would be unattractive, unsafe, and uninhabitable. Even so, American voters continue to attend the open houses held by slick political salesmen, and more often than not they are forced to buy the lesser of two evils, with the ever diminishing hope that their purchase will actually live up to its promises.

The Politics of Wealth.

The development of meaningful public policy also suffers because the two main political parties have become virtually indistinguishable. They primarily rely on the same corporations, financial institutions and wealthy elite for major campaign financing, and consequently, irrespective of their "platforms," they both remain beholden to the same narrow constituency and its special interests, rather than the health and welfare of those who cast the ballots.

David and Charles Koch hosted a billionaire summit conference in the last week of January at a golf resort in Southern California to plot strategy and raise money for the 2012 elections. This was not the first time the wealthy elite has united to make and control the U.S. political agenda, nor will it be the last.

America's plutocracy did not suddenly pop into existence from another dimension. It is the dividend returned on a massive investment over the past 40 years by family foundations, such as those established by Lynde and Harry Bradley, John Olin, Sarah Scaife and Smith Richardson, and by individuals including Bunker and Nelson Hunt, Joseph Coors, Richard Mellon Scaife, and the Koch Brothers.

The centers, institutes, and foundations endowed and supported by corporations and the wealthy elite have come to very effectively formulate and market their agenda of privilege for every branch of the government. Burton Pines of the Heritage Foundation unabashedly said, "Our targets are the policymakers and opinion-making elite. Not the public."

One of the most effective of these groups has been the Federalist Society for Law and Public Policy Studies, which has successfully staffed a majority of the U.S. Supreme Court with its members. They have produced a series of decisions, including Citizens United, in collaboration with their wealthy and corporate sponsors in the class war being waged against the American people.
Special interest pressure on government does not come only from the right. The labor movement has made significant contributions of money and volunteers to the Democratic Party in the past, but the decline of labor unions over the past 30 years has reduced the influence of organized labor over the Democratic "platform."

The Democratic Party has historically represented the interests of workers and the poor; however, both sitting and former members of the party now peddle their allegiance to corporations and the wealthy elite. The newsletter, First Street, recently published its top-ten list of Washington lobbyists. The top four were all former senators and congressmen from the Democratic Party.
Similarly, the Republican Party and the "Chamber of Commerce of the United States of America" no longer represent the needs and aspirations of the millions of small business owners in the United States. Two thirds of small business owners revealed in a recent poll that they have been hurt by Citizens United, and 88% viewed money as playing a negative role in politics.

Lobbyists.

The revolving door between the Capitol Building and K Street provides access to both sides of the aisle. Currently, there are 285 former members registered as congressional lobbyists, with many others, including Newt Gingrich, offering "strategic advice" or public relation services to corporate and special interest clients.

There are tens of thousands of registered lobbyists in Washington, D.C. representing thousands of corporations, trade associations and interest groups. These individuals will not be laid off or made redundant by a reversal of Citizens United.

Lobbyists have been working the corridors of power throughout the history of the United States, and they will continue to cut the line in front of ordinary people, as long as they are allowed to get away with it.

What then can be done to transform the government to one which provides the voters, of every political persuasion, with a stronger voice in the formulation of policy?

A National Policy Referendum
The concept of "policy" is widely misunderstood. Policy is simply a guideline or a path to a goal or objective. It differs from laws, rules and regulations, which are mandatory.
Moreover, a policy referendum differs substantially from the initiatives and propositions that voters often find on their state and local ballots. A policy referendum does not make law; it creates policy.

Through their answers to a series of referendum questions, voters can effectively establish policy guidelines to be followed and implemented by those they elect. If an elected official fails to follow the people's policy, then he or she has to be prepared to justify the deviation at the next election.

Consequences.

A National Policy Referendum can produce a number of positive results:
First, the grassroots (and netroots) movement that compels the enactment of a referendum, whether by constitutional amendment or by congressional action will, in and of itself, transform the government. Once true representative democracy is effectuated, government will never again be the same.

Second, the referendum process will result in a transformation of apathetic voters of every political persuasion into a more engaged, informed and motivated electorate. Once the power to create policy is realized by voters, they will naturally become more questioning and inquisitive. Moreover, they will likely insist on civics classes in public schools to better prepare young people to evaluate and resist political propaganda and negative advertising in the future.

Third, Congress will be compelled to identify actual problems, rather than the profit-motivated issues promoted by their corporate sponsors in the military-industrial complex and the health care, financial, and petroleum industries.

In a representative democracy, it will necessarily be the responsibility of Congress to decide upon the most critical issues facing the nation during presidential elections; however, the Internet Age provides myriad opportunities for public participation in the process and for political parties to promote competing questions.

Fourth, candidates for all elective offices, particularly presidential candidates, will be forced to take a public stand on a range of real problems. Undoubtedly, politicians will try to lie and dissemble about their positions on issues, but much like witnesses under cross-examination in a court case, they can be forced to simply answer yes or no to the most important questions.

Finally, referendum voters will be much more inclined to study the issues, to confront their own prejudices and to challenge the positions of others before arriving at well-thought-out conclusions. Thoughtful answers to a policy referendum at the conclusion of an educational process are far more instructive and useful than quick answers offered during surprise opinion polls.

Irrespective of their intelligence, level of education, or station in life, ordinary people are legally required to file income tax returns each year, as the government dips into their pockets to fund its operations and to pay the salaries of their representatives. If people are smart enough to pay taxes and brave enough to die in the wars started by their government, they also possess the ability to decide public policy.

The collective wisdom of motivated and well-informed voters in a free society is a powerful force that will better protect its members against oppression by their own government and the people of other countries from the wars started for the financial benefit of corporate sponsors.

The People's Government

The sanctity of elections in a representative democracy is directly dependent upon the strength of voter turnouts, which in turn depends on the trust of voters that their vote will make a difference, and by the integrity of the ballot box, which insures that all valid votes are properly counted.

Voter Participation.

In the United States, voter turnouts are historically much lower than in most other established democracies, and they have been steadily decreasing since peaking at 65% in 1960. The low point was reached in 1988 when barely half of the eligible voters appeared at the polls. Since then, the turnout has bounced up and down depending upon ballot issues, the closeness of the election and whether voters felt their lives would be affected or changed by the result.

Even within the vagaries of turnouts, percentages are closely correlated with income, with 86% of people earning more than $75,000 voting, as compared to 52% of those with incomes of less than $15,000. Unsurprisingly, legislators are far more responsive to the issues that concern high-income voters.

The best way to eliminate or minimize these disparities in participation is to hold elections on a national paid voting holiday to celebrate the federal elections held every two years and to honor the voters, who are the most important element of a democracy.

A measure of the character of a person should not be which party, candidate or cause he or she supports, but whether or not the person actively participates in their government by casting a wise vote. Effective voting must become a sacrament in the nation's political religion.

Voter Suppression.

Fair elections are best guaranteed by large turnouts; however, increasingly, there are political strategies that seek to subvert the process by actively suppressing voter turnout by those of opposing viewpoints.

Rather than encouraging voters to support their position or candidate, campaigns engage in voter suppression efforts to discourage whole classes of people from exercising their right to vote.
Suppression can operate indirectly through legislative processes, such as enacting unreasonable photo identification laws making it more difficult or expensive for low income, minority or elderly voters to register or to cast ballots, or by directly intimidating voters by threatening challenges at the polling place.

Voter suppression can also take the form of mailings or telephone calls directing voters to the wrong polling place, by intentionally misleading voters about voting requirements, or by providing too few polling places in opposition precincts.

Legislative restrictions on registration or voting must balance the benefits of an increased voter turnout with the risk of voting fraud, and all forms of intentional voter suppression should be prohibited.

Computerized Voting.

It might appear on the surface that computerized voting could supply a modern and secure method of voting; however, evidence of its vulnerabilities continues to accumulate.

In addition to the facts that voting machines are manufactured and marketed by political partisans who refuse to disclose their operating codes, that the computers can be and have been easily hacked, and that voting machines are mechanically and electronically unreliable and often break down during elections, they do not produce an auditable paper ballot completed and verified by the voter.

Paper Ballots.

If American voters are to regain and retain control over their elections, they must refuse to use computerized voting machines or any other electronic ballot. Instead, voters must insist on hand-countable paper ballots upon which to record their choices.

Even still, paper ballots can be optically scanned and quickly counted, but most importantly, each ballot is, indisputably, evidence of an individual's vote and, collectively, paper ballots serve as a tangible symbol of democracy in action.

Write-in Voting.

Once in the voting booth, instead of responding like laboratory animals pushing a button in response to the stimulus of the latest ten-second television attack ad, voters should take time to carefully consider the issues and candidates presented on their ballots by the various political parties.

Once a decision is reached, each voter should have the choice of demonstrating his or her literacy and inherent political power by voting on the most critical issues and by clearly writing in his or her personal choice for president of the United States, whether or not the name is printed on the ballot.

So what if it takes a little longer to count, or recount, the ballots? Isn't delayed gratification a small price to pay for ensuring that voters control elections, rather than those who profit from elections?

If voter turnouts were to dramatically increase, and if only 15 to 25 percent of voters were to cast write-in votes, trust that the politicians would quickly register their willingness to accept every write-in vote naming them for any office of public trust and that they will be scrambling to ensure that all write-in votes cast for them are legally counted.

The Future.

Young Americans continue to be grievously wounded and killed in their nation's wars to defend a "government of the people, by the people and for the people." The question that must be answered now is what kind of government will these young people have in the future?

Will it be a despotic government enabled by lazy and easily misled voters, who foolishly rely on robots to count their ballots?

More likely, the People of the United States, of every political party, will prove once again they are smart enough to figure out they are being taken advantage of, and they will have the courage to do something about it. They just need to figure out what that "something" is.

A Voters' Rights Amendment

Since its creation two hundred years ago, the People of the United States have traveled a long path toward achieving true representative democracy. Initially, only male property owners were allowed to cast ballots, but along the way the franchise has been extended, with a few exceptions, to all adult citizens.

With its decision in Citizens United, the Supreme Court not only reversed two hundred years of progress toward a democracy for all of the people, it slammed the door shut and handed over the keys to corporations and other moneyed interests.

Amending the Constitution.

There has been a groundswell of bipartisan opposition to Citizens United, and a number of organizations representing tens of thousands of voters have proposed constitutional amendments to overcome the decision.

Move to Amend is the best known and best organized of the opposition groups, and its proposed amendment aims to reverse the granting of corporate personhood and the equation of money and free speech ordered by the Court. Its proposal follows in the first three sections:

Section 1

The rights protected by the Constitution of the United States are the rights of natural persons only.
?
Artificial entities, such as corporations, limited liability companies, and other entities, established by the laws of any State, the United States, or any foreign state shall have no rights under this Constitution and are subject to regulation by the People, through Federal, State, or local law.

The privileges of artificial entities shall be determined by the People, through Federal, State, or local law, and shall not be construed to be inherent or inalienable.

Section 2

Federal, State and local government shall regulate, limit, or prohibit contributions and expenditures, including a candidate's own contributions and expenditures, for the purpose of influencing in any way the election of any candidate for public office or any ballot measure.

Federal, State and local government shall require that any permissible contributions and expenditures be publicly disclosed.
The judiciary shall not construe the spending of money to influence elections to be speech under the First Amendment.

Section 3

Nothing contained in this amendment shall be construed to abridge the freedom of the press.

The V.R.A.

A Voters' Rights Amendment securing voter control over the government must not only reverse corporate personhood and provide for the control of money in politics, it must also clearly establish voter primacy as a matter of inherent constitutional right and it must include a solid foundation upon which to build a true and long-lasting representative democracy for future generations. Following is a working blueprint for such a structure:

Section 4

The right of all citizens of the United States to cast effective votes in all elections is inherent under this Constitution and shall not be denied or abridged by the United States or by any State.

Section 5

During the calendar year preceding a presidential election, Congress shall solicit public comment regarding the political issues that most concern the People.
Prior to the end of the calendar year preceding a presidential election, Congress shall adopt a joint resolution enumerating the 12 most critical policy questions that should be addressed by the next President and Congress.

Failure of Congress to adopt a joint resolution prior to the end of the calendar year shall result in the disqualification of all sitting members of Congress to be eligible for reelection.

Section 6

Federal elections conducted every second year for Senators and Representatives shall be held on a national voter's holiday, with full pay for all citizens who cast a ballot.
Federal elections shall be conducted on uniform, hand-countable paper ballots and, for the presidential election, ballots shall include the 12 most critical policy questions identified by Congress, each to be answered yes or no by the voters.

Paper ballots shall provide space allowing voters to handwrite in their choice for all elective federal offices, if they choose, and all such votes shall be counted.

Section 7

In balancing the public benefit of maximum voter participation with the prevention of voting fraud, Congress and the States shall not impose any unreasonable restriction on registration or voting by the People.

The intentional suppression of voting is hereby prohibited and, in addition to any other penalty imposed by law, any person convicted of the intentional suppression of voting shall be ineligible for public office for a period of five years.

Transformation

The United States Constitution once stood as a model for new nations; however, today it is viewed by many as an outdated and difficult-to-amend document that guarantees few rights, when compared to other established democracies.

There is an inherent right in a representative democracy to cast an effective vote, and a failure by the government to protect that right nullifies the electoral process.
By amending their constitution to ensure the primacy of voters and their right to control their government, the People of the United States will once again demonstrate an evolutionary model for democratic governments around the world.

Transformation of the United States government to a true representative democracy is no longer an option. It is a matter of survival!

India has suffered from both Hindu and Muslim terrorist groups. So the attack on an automobile outside the Israeli embassy in New Delhi could easily have been carried out by an Indian group. Israel's government, a master of spin and propaganda, immediately blamed the bombing on Iran and Hizbullah. But there is no evidence for this cynical allegation, which makes no sense. India is Iran's economic lifeline, and Tehran would not likely risk such an operation at this time.

India gets 12% of its oil from Iran and sees an $8 billion annual export opportunity in filling the trade vacuum left by unilateral US and European boycotts of Iran. Contrary to a bad Reuters article, Indian officials denied Tuesday that the bombing would affect trade ties. (Logical because no evidence points to Iran.)

Indian investigators are first rate. Based on the modus operandi, their initial thesis is that the attack was the work of the "Indian Mujahidin" group. It had used a similar remote controlled sticky bomb, placed by a motorcyclist, in an attack on Taiwanese tourists outside the Jama Masjid cathedral mosque in 2010. IM is a Sunni group, not connected to Iran, and doesn't like Shiite Muslims (Iranians are Shiites). IM like other Sunni radicals support the Palestinians and they are unhappy with increasingly close ties between India and Israel.

American media that just parrot notorious thug, Israeli Foreign Minister Avigdor Lieberman in this unlikely allegation are allowing themselves to be used for propaganda. Why not interview Indian authorities on this matter? They are on the ground and have excellent forensic ("CSI") abilities. Stop being so lazy and blinkered; that isn't journalism.
