The article below is the latest in a row of conscientious articles on the internet expressing dismay, frustration and anger at the global rulers of our planet. These rulers are the USA transnational corporations, including their bankers, of course. Their imperialist rule is fascist, as it is the terrorist dictatorship of finance capital. It is a repeat on a global scale of the fascist rule by the Hitler regime in the former Nazi Germany. This time the rulers are far more than a global threat. This time they pose a threat of extinction to the entire humanity, and perhaps to all life on our planet. Their global spearhead is the zionist apartheid regime of Israel with its clandestine arm : the zionist Gestapo (of which Mossad is the external branch).

The current global offensives by those global rulers began on the 22nd of November, 1963, with the assassination of President J.F. I'm scared. I worry a lot.

I'm afraid for our future. I'm afraid for our species.

Homo Sapiens corrupt or foul any ecosystem that lies in the path of their economic interests. Homo Sapiens marginalize and/or exterminate almost every species of fellow inhabitant that it comes into contact with. Homo Sapiens are defiling the gasping blue orb they call home, but they presse on almost entirely heedless of their loathsome wrongheadedness.

You, me and every human being up and down our street, across the nation and throughout the world, en masse, comprise a sinister planetary menace. It is not our intent; we just can't or won't control ourselves.

Fort Worth writer and former resident John Graves once said that human beings would be finished when they stopped "understanding the old pull toward green things and living things." But we're already there. We are monstrously out of sync with the natural world. We no longer even take part in the most basic facets of our own sustenance.

Technology has replaced survival processes with leisure. Our livelihoods are based on ancillary subsistence modes which translate into to petty barter for factory farming and mechanized industrial slaughter. We live on pre-processed pseudo-nourishment. We reside in prefabricated shelters bathed in artificial light and filled with conditioned air. We don't thrive as vital, fully-functional creatures; we merely exist as detached bystanders.

In our natural state we were never idle or bored or prone to weight gains due to a sedentary lifestyle. We were constantly involved in the means of survival, hands-on, acute and in-tune. We didn't need Vegas or roller coasters or Viagara. Every day was a gamble and every food-source capture or kill was a victory if not an outright adrenaline rush. In our present state we struggle to survive business as usual with any useful, natural instincts intact.

Several seconds before the late August 2011 earthquake near the National Zoo in DC, flamingos grouped together, upper mammals climbed trees and lemurs sounded alarm calls. In our early existence, we probably weren't much different than the spooked animals at the National Zoo. We probably sensed phenomena like earthquakes at an elemental level, before they happened, because we were more in touch with our habitat. Truth be told, we arguably knew more then as preyed-upon primitives than we know now as reckless louts at the top of the food chain.

We are a species run amok, obtuse and self-destructive. It's time to debate Capitalism in a world of limited resources; it's time to have a referendum on unaccountable Technology. If the swift-shod proliferation of excessive consumption in the name of ever-increasing profit margins reduces humanity to a lethal scourge, Capitalism is an evil that can no longer be tolerated. If the unavoidable byproducts of technology are human overpopulation, the pollution or contamination of our air, water and food supplies, biological exploitation and artificial preservation — all created at the expense of the planet and our fellow species –Technology is an evil that can no longer be promoted. If Capitalism and technology cannot be practiced with conscience, then we cannot conscientiously engage in them.

These issues warrant debate in the fore of this historical moment because humankind is toying with the notion of exploring and/or colonizing other earth-like planets in their galactic vicinity. It's one thing for us to plunder and savage our own home. It's quite another to destroy someone else's home.

We must stop averting our eyes. We need to quit ignoring our crimes. In the grand scheme of things we've become a vicious virus that should be isolated and confined, allowing our madness to run its course, come what may.

As bad as things stand on Earth for inhabitants other than Homo Sapiens, at least Homo Sapiens are contained here. And the fledgling life-support and propulsion technologies that keep us from exploring deep-space ensure our quarantine.

If we perish, our perilous, suicidal propensities should die with us and not be flung amongst the galaxies to infect or endanger other living systems. The species Homo Sapiens had its chance.

Tragically, we're wasting it."

एयर इंडिया को मदद से अमेरिकी एयरलाइंस खफा

आसमान विदेशी कंपनियों के लिए खुल्ला ठोड़ने का नतीजा सामने आ रहा है। खुले बाजार में विदेशी पूंजी के मुकाबले एअर इंडिया के पंख तो पहले ही टूट चुके हैं, अब किंग फिशर और जेट एअरवेज के पायलट कर्मचारी भी दाने दाने को मोहताज है। इसपर तुर्रा यह कि विदेशी पूंजी संप्रभू भारत सरकार को आंखें दिखाने से बाज नहीं आ रही। ताजा वाकया हालात बयान करता है। यह नियति एविएशन सेक्टर तक सीमाबद्ध है, ऐसा कहना भी मुश्किल है। रेल मंत्री दिनेश त्रिवेदी ने चेतावनी दी वित्तीय संकट झेल रहे रेलवे को भरपूर धन नहीं दिया गया तो उसका हाल भी एयर इंडिया जैसा हो सकता है। न केवल एयर इंडिया एवं किंगफिशर अपने सबसे नाजुक समय से गुजर रही हैं बल्कि पूरा सेक्टर ही कमोबेश तंगहाली की स्थिति से गुजर रहा है। सरकारी हस्तक्षेप ने इस क्षेत्र की जो दशा कर दी है वह दिखाई न पड़े ऐसा होना असंभव है। किंगफिशर और एयर इंडिया की मिलकर 30 फीसदी बाजार हिस्सेदारी है। अगर ये दोनों कंपनियां बंद हो गईं तो बाजार में भीड़ कम होगी। भारत में विमान औसतन 75 फीसदी ही भरते हैं मतलब उनकी 25 फीसदी क्षमता का इस्तेमाल ही नहीं हो पाता। एयर इंडिया सरकार से उन सभी 27 ड्रीमलाइनर विमानों की आपूर्ति लेने की अनुमति की मांग कर रही है, जिनके लिए उसने पहले ही बोइंग को ऑर्डर दे चुकी है।

सरकारी विमानन कंपनी एयर इंडिया घाटे में आकंठ डूबकर दिवालिया होने की कगार पर आ लगी है और निजी क्षेत्र की एक-दो कंपनियों को छोड़कर सभी एयरलाइंस घाटे से दो-चार हैं। जहां वर्ष 2002 में लाखों की तादाद में मुसाफिर थे, वहीं 2010 आते-आते करोड़ों में हो गए। जैसे-जैसे देश का सकल घरेलू उत्पाद आठ से नौ फीसदी हुआ, इस क्षेत्र ने भी कुलांचे भरनी शुरू कर दीं। जबकि बाकी दुनिया में ट्रैफिक ग्रोथ न के बराबर है। हाल तक हमारी विमानन सेवा में लगभग 16 फीसदी की वृद्धि दर थी। लेकिन पिछले कुछ वर्षों से इसे मंदी ने घेर लिया है। पहले एअर इंडिया मुश्किल दौर में फंसा। अब किंगफिशर की हालत खस्ता है। पिछले दस महीने को देखें, तो लगता है कि अब स्थिति काफी भयावह है। साल 2008 में तो इस क्षेत्र में नए जहाज आ रहे थे, क्षमता बढ़ रही थी और सब कुछ सामान्य था। लेकिन पिछले एक साल में इनपुट कॉस्ट बढ़ी हैं। इसकी एक वजह है ईंधन की कीमतों में काफी इजाफा होना। अंतरराष्ट्रीय बाजार में डॉलर के मुकाबले रुपया कमजोर हुआ है। इससे कलपुर्जों पर खर्च 15 से 20 फीसदी बढ़ा है। 13 बार तो ब्याज दरों में बढ़ोतरी हुई है। यानी विमान उड़ाने का खर्चा तो बढ़ा, लेकिन आमदनी नहीं बढ़ी। वैसे खराब आर्थिक माहौल में एक कंपनी अपने प्रबंधन व नीतियों के बल पर संकट से उबर आती है। एअर इंडिया ने पिछले तीन महीनों में यही कोशिश की। इसलिए कोई कंपनी अगर बेल-आउट पैकेज की मांग कर रही है, तो सरकार को उसकी क्षमताओं को टटोलना होगा। जब सरकार पेट्रोल के दाम बढ़ाकर यह कहती है कि मुक्त अर्थव्यवस्था के साथ हमें चलना ही होगा, तो फिर प्राइवेट कंपनी को बेल-आउट पैकेज देने का क्या मतलब?

विजय माल्या का कहना है कि मौजूदा दौर कारोबार के लिहाज से सबसे बुरा दौर माना जा सकता है। मौजूदा समय में सभी एयरलाइन कंपनियों को बड़े पैमाने पर नुकसान हो रहा है। माल्या ने एविएशन सेक्टर में विदेशी निवेश की वकालत की है। एविएशन सेक्टर में अंतर्राष्ट्रीय एयरलाइंस के घरेलू एयरलाइन में हिस्सेदारी खरीदने को सही बताया है।

एयर इंडिया के लिए एक और खराब खबर है। एक्जिम बैंक यानी एक्सपोर्ट इंपोर्ट बैंक के एयर इंडिया को बैंक गारंटी देने पर अमेरिकी एयरलाइंस ने आपत्ति जताई है। अमेरिकी एयरलाइन इंडस्ट्री ने इसके लिए एक्जिम बैंक पर मुकदमा कर दिया है।सरकारी क्षेत्र की इस विमानन कंपनी में लगातार पूंजी डाली गई है और अब वह जल्द से जल्द बोइंग से 27 'ड्रीमलाइनर' विमानों की खरीद के सौदे को पूरा करना चाहती है। इस स्थिति ने क्षेत्र के अन्य कारोबारियों को दिवालिया होने के कगार पर पहुंचा दिया है। इसके बावजूद इनमें से कुछ हाथ खड़े करने को तैयार नहीं हैं। किंगफिशर की उड़ानें आए दिन रद्द हो रही हैं और उसके पायलट एक के बाद एक कंपनी का साथ छोड़ रहे हैं लेकिन इसके बावजूद कंपनी एक और हिस्सेदार खोजने तक (शायद सरकारी मदद से) 'अंतरिम सहायता राशि' जुटाने में कामयाब रही है।

एक्जिम बैंक ने एयर इंडिया को 30 बोइंग विमान खरीदने के लिए 340 करोड़ डॉलर की बैंक गारंटी दी है। इंडस्ट्री की दलील है कि एयर इंडिया को कर्ज देने से अमेरिकी एयरलाइंस पर बुरा असर पड़ेगा। क्योंकि एयर इंडिया ये बोइंग विमान भारत अमेरिकी रूट पर ऑपरेट करेगी और अमेरिकी एयरलाइंस का कारोबार प्रभावित होगी।अदालत में पेश हलफनामे में कहा गया 'इस गारंटी से एयर इंडिया को अमेरिका-भारत के बाजार में अपनी अतिरिक्त क्षमता पेश करने का मौका मिला और डेल्टा जैसी प्रतिस्पर्धी कंपनियों को दौड़ से बाहर करने का मौका मिला। एयर इंडिया को मिली रिण गारंटी के कारण ही डेल्टा को अक्तूबर 2008 में न्यूयार्क से मुंबई की उड़ान बंद करनी पड़ी।'

किंगफिशर अपनी 64 में से सिर्फ 16 विमानों का ही संचालन कर रही है और शनिवार से अब तक 100 से अधिक उड़ानें रद्द कर चुकी है। कोलकाता स्टेशन लगभग पूरी तरह बंद हो चुका है। इसके साथ काठमांडू, ढाका, कोलम्बो, बैंकॉक की अंतरराष्ट्रीय उड़ानें भी प्रभावित हुई हैं। कम्पनी ने कहा कि खाते जब्त किए जाने से कम्पनी संचालन के लिए भुगतान कर पाने में असफल हो गई। कम्पनी ने कहा कि खातों को खुलवाने के लिए वह विभाग से बात कर रही है।

संकटग्रस्त किंगफिशर एयरलाइन्स के प्रवर्तक विजय माल्या ने सोमवार को कहा कि वह कंपनी बंद नहीं करेंगे। निजी क्षेत्र की विमानन कंपनी द्वारा बड़ी संख्या में उड़ानें रद्द करने और फिर पायलटों के इस्तीफे के बाद पैदा हुए संकट के बीच अपनी प्रथम सार्वजनिक प्रतिक्रिया में माल्या ने कहा कि इसे बंद करना विकल्प नहीं है। ऐसा नहीं होगा। सरकार नहीं चाहती कि ऐसा हो। यह राष्ट्र हित में नहीं है।उन्होंने साफ किया कि किंगफिशर एयरलाइन्स ने सरकार से कभी भी संकट से उबारने के पैकेज की मांग नहीं की। उन्होंने कहा कि जितने लंबे समय तक हमें मदद मिलती है, हम इसे क्यों छोड़ें। मदद बेलआउट नहीं है। हमने बैंकों को और कार्यशील पूंजी उपलब्ध कराने के प्रस्ताव पर विचार करने को कहा है।विमानन कंपनी किंगफिशर एयरलाइंस के प्रवर्तक विजय माल्या को भले ही विदेशी धन के दम पर अपनी एयरलाइन को संकट से उबारने का भरोसा हुआ हो, लेकिन वास्तविकता यह है कि विदेशी संस्थागत निवेशक (एफआईआई) इस एयरलाइस से अपनी पूंजी निकाल रहे हैं। एयरलाइन में एफआईआई हिस्सेदारी सितंबर में समाप्त हुई दूसरी तिमाही में 2.11 फीसदी थी जो दिसंबर तिमाही में घट कर 0.50 फीसदी रह गए जबकि समान अवधि में जेट एयरवेज में एफआईआई हिस्सेदारी में इजाफा हुआ।

बजट से पहले सरकार इस मामले को तरजीह नहीं दे रही है और एअर इंडिया, जेट एअरवेज, किंग फिशर जैसी घरेलू कंपनियों के पायलट कर्मचारी भूखों मरने के करीब है। किसान आत्महत्या करते हैं, तो शायद कृषि संकट से ज्यादा किसानों की बदकिस्मती को कोसा जाता है। पर सबसे ज्यादा ग्लेमरस नौकरियों में लगे आसमान के परिंदों के पंख कने के इस अफसाने में खलनायक कौन है?मंदी की मार से जूझ रही जेट और किंगफिशर एयरलाइंस के स्टॉफ को दो माह से वेतन के लाले पड़े हुए हैं। खबर है कि मंदी से हलकान हो चुकी ये दोनों एयरलाइंस अपने 18000 कर्मचारियों को पिछले दो माह से वेतन का भुगतान नहीं कर रही है।देश में जहां लोग किंगफिशर की तड़ातड़ रद्द हो रही उड़ानों से परेशान हैं। वहीं, उड्डयन मंत्री अजीत सिंह आईबीएन7 संवाददाता के सवाल पर तिलमिला उठे। आईबीएन संवाददाता ने अजीत सिंह से सवाल किया कि यात्रियों को तुरंत फायदा देने के लिए मंत्रालय की ओर से कोई कदम उठाया जाएगा? इस सवाल का जवाब देने से ही इनकार कर दिया। उल्टा सवाल को ही बकवास कह दिया।मंत्री जी ने संवाददाता से ही पूछा कि उनके आधिकारिक घर के सामने कल को बस की हड़ताल हो जाए तो क्या ऐसे में संवाददाता की कार लोगों की मदद के लिए वो भेज देंगे? नाराज मंत्री जी ने पत्रकार को वहां से चले जाने को कहा।

किंगफिशर की हालत खराब है और स्वाभाविक रूप से बैंक इस बात को लेकर चिंतित हैं कि उसके गैर निष्पादित परिसंपत्ति बन जाने पर वह उसकी प्रोविजनिंग कैसे करेंगे। एयर इंडिया के मामले में भी बैंक कर्ज को शेयरों में बदलने के इच्छुक नहीं थे। यह राहत पैकेज विमानन क्षेत्र तथा बैंकिंग क्षेत्र को जो क्षति पहुंचाएगा वह कोई मजाक नहीं है। घाटे में चल रही दोनों विमानन कंपनियों के पास बदलाव की कोई ठोस योजना नहीं है। वित्तीय सहायता एयर इंडिया को कम किराए वाली उस अदूरदर्शी योजना पर टिके रहने का अवसर देगी जिसकी बदौलत वह अपनी बाजार हिस्सेदारी को बचाए रखना चाहती है। समयबद्घ सेवाएं मुहैया न करा पाना, कर्मचारियों का रूखा व्यवहार और विमानों के साफ-सुथरा न होने की स्थिति में इस सरकारी विमानन कंपनी ने यात्रियों को अपने साथ जोड़े रखने के लिए किराए में भारी कमी की है। इन हालात में समूचा विमानन उद्योग घाटे की स्थिति में पहुंच गया है।

केंद्रीय नागरिक उड्डयन मंत्री अजीत सिंह ने विमानन कम्पनी के प्रबंधन को भी दोषी ठहराते हुए कहा कि उन्होंने कई महीनों से अपने कर्मचारियों को वेतन नहीं दिए। कर्मचारी कोलकाता में हड़ताल पर चले गए। जिससे उड़ानें प्रभावित हो गईं।

एविएशन मंत्री अजीत सिंह का कहना है कि किंगफिशर को किसी तरह की माली मदद नहीं दी जा सकती है.हालांकि कंपनी का कहना है कि जल्द ही सारी उड़ाने सामान्य हो जाएंगी । साथ ही कंपनी के एक वरिष्ठ अधिकारी ने बैंकों से समझौता होने की भी बात कही है कि बैंक और कर्ज देने के लिए राजी हो गए हैं ।लेकिन कर्ज और लगातार घाटे में सर से पैर तक डूब चुकी किंगफिशर एयरलाइंस के लिए अपने पैरों पर फिर से खड़ा पाना किसी चमत्कार से कम नहीं है, वहीं मंगलवार को डीजीसीए ने कंपनी के सीईओ और वरिष्ठ अधिकारियों को सम्मन भेजकर बुलाया है और बेहिसाब उड़ानों के रद्द किए जाने के बारे में सफाई मांगी है ।कंपनी को किसी तरह की वित्तीय सहायता की संभावना से इनकार करते हुए नागर विमानन मंत्री अजित सिंह ने कहा कि सरकार ने हाल ही में उनके बैंक खातों पर रोक लगाई थी। उन्होंने कहा कि हमारी पहली चिंता यह है कि यात्रियों की सुरक्षा के साथ कोई समझौता नहीं किया जाना चाहिए और फिर हम देखेंगे कि वे क्या जवाब देते हैं। डीजीसीए मामले की जांच कर रहा है। आज निरस्त हुई उड़ानों में मुंबई से 14, कोलकाता से 7 और दिल्ली से 6 उड़ानें शामिल हैं।आर्थिक संकट के कारण निजी एयरलाइंस किंगफिशर की सेवाएं बुरी तरह प्रभावित हुई हैं। इसका खामियाजा यात्रियों को भुगतना पड़ रहा है।

मदद लेने के संदर्भ में माल्या ने विमानन कंपनियों को विमान ईंधन का सीधा आयात करने के सरकार के निर्णय और घरेलू विमानन कंपनियों में विदेशी विमानन कंपनियों को हिस्सेदारी खरीदने की अनुमति देने की ओर इशारा किया।

माल्या ने दावा किया कि बेलआउट (संकट से बाहर निकालने) का संपूर्ण मुद्दा मीडिया द्वारा रचा गया मुद्दा है। किंगफिशर की उड़ानें रद्द होने के बारे में पूछे जाने पर यूबी समूह के प्रमुख ने कहा कि बकाया कर की अदायगी नहीं किए जाने को लेकर आयकर अधिकारियों द्वारा कंपनी के बैंक खातों पर यकायक रोक लगा दी गई। मैं इस बात से इनकार नहीं करता कि हमारे ऊपर कर बकाया है हमने इसकी अदायगी के लिए समय मांगा है।

किंगफिशर पर आयकर विभाग का वित्त वर्ष 2010-11 के लिए 53.82 करोड़ रुपये और वित्त वर्ष 2011-12 के लिए 100 करोड़ रुपये बकाया है। कुल 153.82 करोड़ रुपये की बकाया रकम में से विभाग दिसंबर 2011 तक 21.04 करोड़ रुपये की वसूली कर चुका है। किंगफिशर ने प्रतिबद्घता पत्र दायर कर कहा है कि वह चालू वित्त वर्ष के अंत तक बकाया 130 करोड़ रुपये का भुगतान कर देगी।

दिसंबर 2011 में सेवा कर विभाग ने कंपनी के बैंक खातों पर रोक लगा दी थी लेकिन किंगफिशर द्वार बकाये का आंशिक भुगतान किए जाने के बाद खाते मुक्त कर दिए गए थे। ऋण के बोझ तले दबी विमानन कंपनी ने जनवरी के अंत तक 27 करोड़ रुपये का कर चुकाया है जबकि उस पर सेवा कर विभाग का 70 करोड़ रुपये बकाया है।

कंपनी ने कहा कि खाते मुक्त होने के बाद उसके लिए कर्मियों को वेतन भुगतान और खड़े विमानों का परिचालन तुरंत बहाल किया जाएगा। पिछले साल नवंबर के बाद यह दूसरा मौका है, जब कंपनी ने नियामक को बिना बताए कई उड़ानें रद्द की हैं।

माल्या ने कहा कि किंगफिशर की वित्तीय तंगी विमानन उद्योग की मौजूदा स्थिति की झलक है। हमें प्रतिदिन भुगतान करना होता है। ये भुगतान कल पुर्जों, सीमा शुल्क, ईंधन बकाए, हवाईअड्डा शुल्क बकाए के लिए किए जाते हैं, इसलिए बैंक खाता चालू रखना महत्वपूर्ण है।

उन्होंने कहा कि हमारे खातों पर से रोक हटाई जानी चाहिए ताकि हम सामान्य ढंग से परिचालन जारी रख सकें। हमारे खातों में पैसा है और यह पैसा आ रहा है।

किंगफिशर की उड़ानें रद्द होने का फायदा उठाते हुए प्रमुख विमानन कंपनियों ने पिछले कुछ दिनों में कई व्यस्त रूटों पर अपने किराए 45 प्रतिशत तक बढ़ा दिए हैं।

सबसे व्यस्त दिल्ली-मुंबई रूट पर एक तरफ का किराया औसतन करीब 4,500 रुपये से 5,000 रुपये रहता है, लेकिन विमानन कंपनियां इस रूट पर 6,555 रुपये से 7,305 रुपये के दायरे में किराया वसूल रही हैं।

इसी तरह दिल्ली-बेंगलूर रूट पर एक तरफ का किराया औसतन 6,000-7,500 रुपये से बढ़ाकर 12,000 से 14,000 रुपये तक कर दिया गया है। वहीं दिल्ली-कोलकाता रूट पर किराया 5,000 रुपये से बढ़ाकर 6,500 रुपये कर दिया गया है।

ट्रैवल एजेंट्स ने भी इस बात की तस्दीक की। उन्होंने कहा कि कुछ व्यस्ततम रूटों पर किंगफिशर द्वारा बड़ी संख्या में उड़ानें रद्द किए जाने की वजह से ऐसा हुआ है। बेंगलुरु-दिल्ली रूट पर किराया करीब दोगुना कर दिया गया है। दिल्ली स्थित एक ट्रैवल एजेंट ने नाम न बताने की शर्त पर कहा कि किंगफिशर के विमान में टिकट बुक करने वाले यात्रियों को प्रत्येक टिकट पर 2,000 से 3,000 रुपये तक का अतिरिक्त भुगतान करना पड़ रहा है, क्योंकि उन्हें आखिरी क्षण अपनी टिकटें दोबारा बुक करानी पड़ रही हैं।

इस बीच अंतरराष्ट्रीय बाजार में कच्चा तेल सोमवार को आठ महीने के उच्चतम स्तर 121 डॉलर प्रति बैरल से ऊपर निकल गया। ईरान के फ्रांस, ब्रिटेन को आपूर्ति रोकने और यूनान के बेल आउट पैकेज पर जल्द फैसला आने की उम्मीद से तेल में तेजी आई। चीन में ब्याज दरों में नरमी का असर भी क्रूड की कीमतों पर देखा गया।उड्डयन मंत्रालय ने यह जानते हुए भी कोई ठोस कदम उठाने से इंकार किया कि तेल की बढ़ती कीमतों के साथ-साथ करों की अतिरिक्त मार के कारण विमानन उद्योग गंभीर संकट का सामना कर रहा है। भारतीय विमानन उद्योग को 2011 में विरोधाभासी स्थितियों का सामना करना पड़ा। एक ओर जहां घरेलू हवाई यातायात बढ़ा वहीं यह उद्योग ईंधन की उंची लागत और कड़ी प्रतिस्पर्धा का मुकाबला करते हुए सरकारी मदद के लिये गुहार लगाता रहा।

सूत्रों के मुताबिक, विमानन कंपनी ने कंसोर्टियम से 200-300 करोड़ रुपये कार्यशील पूंजी के तौर पर उपलब्ध कराने का अनुरोध किया है और अगले कुछ दिनों में व्यक्तिगत तौर पर बैंकों द्वारा इस पर निर्णय किए जाने की संभावना है।भारतीय स्टेट बैंक की अगुवाई वाला बैंकों का समूह नकदी संकट से जूझ रही विमानन कंपनी किंगफिशर एयरलाइन्स को रोजमर्रा के कारोबार के लिए पूंजी उपलब्ध कराने के अनुरोध पर जल्द निर्णय करेगा।किंगफिशर एयरलाइन्स ने शनिवार को एक बयान जारी कर कहा था कि बैंकों के कंसोर्टियम के साथ हमारी एक अच्छी बैठक हुई और उन्होंने हमारे अनुरोध को सैद्धांतिक तौर पर स्वीकार कर लिया है। एसबीआई कैपिटल मार्केटस और स्वतंत्र सलाहकारों द्वारा तैयार संभाव्य अध्ययन के आधार पर कंपनी ने कंसोर्टियम से यह अनुरोध किया था।

किंगफिशर एयरलाइंस की सोमवार को 30 से अधिक उड़ानें रद्द की गईं। इसमें बैंकॉक, सिंगापुर, काठमांडू और ढाका के लिए उड़ानें शामिल हैं। इससे देशभर में विभिन्न हवाई अड्डों पर सैकड़ों यात्रियों को मुश्किलों का सामना करना पड़ा। कंपनी ने रविवार को अपनी एक तिहाई उड़ानें रद्द की थीं।

डीजीसीए के चीफ भारत भूषण ने कहा है कि उन्हें बड़ी संख्या में उड़ानें रद्द करने की रिपोर्ट मिली है। उन्होंने कहा कि किंगफिशर को अपनी फ्लाइट्स की कटौती के बारे में पूर्व सूचना देनी चाहिए थी पर ऐसा नहीं किया गया जो कि नियमों का उल्लंघन है।

एविएशन मिनिस्टर अजित सिंह ने कहा, 'नहीं, सरकार किसी तरह का पैकेज नहीं देने जा रही। सरकार बैंकों के पास जाकर उधार देने को नहीं कह सकती।' उन्होंने कहा, 'जहां तक किंगफिशर या किसी अन्य निजी एयरलाइन का संबंध है, उन्हें बैंकों के पास अपनी कारोबारी योजना पेश करनी होगी और अगर वे (बैंक) उससे संतुष्ट होते हैं और अगर यह रिजर्व बैंक के दिशानिर्देशों के दायरे में है तब वे उधार देंगे।'

उल्लेखनीय है कि किंगफिशर के सीईओ संजय अग्रवाल और कंपनी के शीर्ष अधिकारियों को डीजीसीए ने समन जारी कर उन्हें कल उपस्थित होने और उड़ानें रद्द करने की वजह बताने को कहा है।

नकदी के संकट से जूझ रही विमानन कंपनी किंगफिशर एयरलाइन्स की बड़ी संख्या में उड़ानें रद्द होने के बाद उसके 34 पायलटों ने कंपनी छोड़ दी और बड़ी संख्या में कर्मचारियों को नोटिस थमाया गया है। वहीं सरकार ने कंपनी को किसी तरह का पैकेज देने से इनकार किया। उद्योग सूत्रों ने कहा कि पिछले साल अक्टूबर से अब तक इस्तीफा देने वाले पायलटों की कुल संख्या करीब 80 पर पहुंच गई है। कंगाली के कगार पर पहुंच चुके किंगफिशर की हालत फिलहाल सुधरती नहीं दिख रही है । सोमवार को भी 20 से ज्यादा उड़ाने रद्द हो गई । जिससे किंगफिशर में यात्रा करने वाले मुसाफिरों में अफरातफरी मची रही ।

संकटग्रस्त विमानन कंपनी किंगफिशर एयरलाइन्स ने व्यापक स्तर पर उड़ान सेवाएं बाधित होने का ठीकरा एक तरह से आयकर विभाग के सिर फोड़ते हुए कहा कि उनके द्वारा कंपनी के बैंक खातों पर रोक लगाए जाने से भुगतान बुरी तरह प्रभावित हुआ जिससे उड़ानें रद्द करनी पड़ीं।

कंपनी के एक प्रवक्ता ने एक बयान में कहा कि हमारी नियमित उड़ानों में कटौती की मुख्य वजह आयकर विभाग द्वारा अचानक हमारे बैंक खातों पर रोक लगाया जाना है। इससे परिचालन भुगतान की हमारी क्षमता बुरी तरह प्रभावित हुई।

उन्होंने कहा कि एक बार बैंक खातों पर से रोक हटते ही कर्मचारियों के वेतन का भुगतान किया जा सकता है और हवाईअड्डों पर खड़े विमानों को सेवाओं में लगाया जा सकता है। प्रवक्ता ने कहा कि भुगतान योजना पर सहमत होने और बैंक खातों पर रोक जल्द से जल्द हटाई जाए, इसके लिए कंपनी आयकर अधिकारियों के साथ बातचीत कर रही है। हम उनसे अपील कर रहे हैं कि यात्रा कर रहे लोगों को असुविधा किसी के हित में नहीं है।

फिलहाल देश के तमाम एयरपोर्ट पर किंगफिशर में टिकट बुक कर चुके मुसाफिर भारी मुसीबत और परेशानी से गुज़र रहे हैं ।

ग़ौरतलब है कि मौजूद वित्त वर्ष के तीसरी तिमाही में किंगफिशर का घाटा 75 फीसदी बढ़कर 444 करोड़ रूपए पहुंच गया है ।

पिछले वर्ष भी इसी तिमाही में कंपनी को कुल 254 करोड़ रूपए का घाटा उठाना पड़ा था.

इसी दौरान कंपनी की आय में काफी कमी देखी गई जो 5 फीसदी घटकर 1547 करोड़ तक सिमट गई ।

विजय माल्या की एयरलाइंस किंगफिशर भारी मुसीबत में है । लगातार तीसरे दिन भी अलग अलग शहरों से दर्जनों उड़ाने रद्द हो चुकी है । कर्ज और घाटे ने किंगफिशर की विमानों को ज़मीन पर ला खड़ा किया है ।वेतन नहीं दिए जाने के कारण जहां कोलकाता की तमाम उड़ानें लगातार रद्द हो रही है । बैंगलोर और मुंबई में एयरपोर्ट चार्जेज न चुका पाने के चलते एयरपोर्ट अथॉरिटी ने नकेल कस दिया है । वहीं किंगफिशर को हवाई ईधन सप्लाई करने वाली कंपनी एचपीसीएल और बीपीसीएल ने उधार एटीएफ देने से मना करने के साथ साथ अपना बकाया वसूलने के लिए कानूनी रास्ता अख्यितार कर चुकी है ।

मंगलवार को डीजीसीए ने यात्रियों के प्रति लापरवाही के चलते कंपनी के सीईओ को तलब किया है । ताज़ा खबर है कि मंगलवार को 30 से ज्यादा उड़ानें रद्द की गई हैं ।

लागत को कम करने के लिए कंपनी ने पिछली तिमाही में अपनी उड़ानों में कटौती की लेकिन इसके बावजूद भी कंपनी के खर्च में 7 फीसदी की बढ़ोत्तरी के साथ 2125 करोड़ पहुंच गई।साथ ही दूसरे मदों में कुल 80 करोड़ रूपए खर्च करने पड़े ।

इतनी बड़ी संख्या में फ्लाइट कैंसल या डिले होने पर डीजीसीए सभी सेंटरों से सूचनाएं जुटा रहा है। इनके आधार पर तय होगा कि एयरलाइन के खिलाफ कार्रवाई की जाए या नहीं। भारत भूषण ने कहा कि किंगफिशर ने फ्लाइट कैंसल करने से पहले हमें नहीं बताया। इतनी बड़ी संख्या में उड़ानें प्रभावित होने की सूचनाएं सही हैं तो यह नियमों के खिलाफ है। किंगफिशर की फ्लाइटें कैंसल होने से प्रभावित पैसेंजरों को एडजस्ट करने के लिए हमने दूसरी एयरलाइंस को मेसेज भेज दिए हैं।

किंगफिशर के प्रवक्ता ने कल फ्लाइट्स कैंसल होने के बारे में कहा था कि फ्लाइट शेड्यूल छोटा किया गया है लेकिन किसी स्टेशन को बंद नहीं किया गया है। यह स्थिति अगले चार दिन तक रहेगी। उन्होंने फ्लाइट कैंसल करने की वजहों में पक्षियों के कारण विमान खराब होना भी बताया। सूत्रों के मुताबिक, दूसरे और तीसरे दर्जे के शहरों में फ्लाइटें मार्च के आखिर तक प्रभावित रहेंगी।

फिलहाल किंगफिशर एयरलाइंस पर करीब 7 हज़ार करोड़ रूपए का कर्ज है । जानकारों का कहना है कि किंगफिशर के पास इससे उबरने को कोई रास्ता नहीं है, क्योंकि बैंक भी अब और कर्ज देने में आनाकानी कर रहे हैं ।

एविएशन एक्पर्ट हर्षवर्धन भी यह मानते हैं कि किंगफिशर की राह मुश्किल है ।

किंगफिशर का घाटा कच्चे तेलों के बढ़ते दामों और डालर के मुकाबले रूपए में आई कमज़ोरी की वजह से भी काफी बढ़ गया है । इस बाबत उसने वाणिज्य मंत्रालय को पत्र लिखकर सीधे विदेशों से हवाई ईंधन आयात करने की अनुमति भी मांगी थी, लेकिन सरकार ने किंगफिशर को फिलहाल कोई भी राहत देने से साफ मना कर दिया है ।

बंबई स्टॉक एक्सचेंज (बीएसई) के आंकड़ों के अनुसार किंगफिशर एयरलाइंस और स्पाइसजेट ने अक्टूबर-दिसंबर तिमाही के दौरान पूर्ववर्ती तिमाही (जुलाई-सितंबर) की तुलना में एफआईआई हिस्सेदारी में गिरावट दर्ज की। हालांकि यात्रियों की संख्या के संदर्भ में देश की सबसे बड़ी विमानन कंपनी जेट एयरवेज में एफआईआई हिस्सेदारी सितंबर तिमाही के 4.67 फीसदी से बढ़ कर दिसंबर तिमाही में 5.42 फीसदी पर पहुंच गई।

सन समूह द्वारा प्रवर्तित स्पाइसजेट के मामले में, इस निवेश हिस्सेदारी में गिरावट कंपनी में प्रवर्तक हिस्सेदारी में वृद्घि की वजह से आई है। कंपनी में एफआईआई हिस्सेदारी दूसरी तिमाही के 6.17 फीसदी से घट कर दिसंबर तिमाही में 3.81 फीसदी रह गई। समान अवधि के दौरान कंपनी में प्रवर्तक हिस्सेदारी 38.60 फीसदी से बढ़ कर दिसंबर तिमाही में 43.59 फीसदी हो गई।

भारत में विमान यात्रियों की संख्या में वृद्घि दुनिया में सर्वाधिक होने के बावजूद इस क्षेत्र को पिछले साल नुकसान और कर्ज से जूझना पड़ा। तीन सूचीबद्घ भारतीय विमानन कंपनियों जेट एयरवेज, किंगफिशर एयरलाइंस और स्पाइसजेट को वित्त वर्ष 2011 की पहली छमाही में सामूहिक नुकसान 1,878 करोड़ रुपये तक पहुंच गया था।

चालू वित्त वर्ष की तीसरी तिमाही में जेट ने 101 करोड़ रुपये का नुकसान दर्ज किया। अन्य दो सूचीबद्घ कंपनियों ने अभी तक तीसरी तिमाही के परिणाम की घोषणा नहीं की है। कच्चे तेल की ऊंची लागत और रुपये में कमजोरी की वजह से बढ़ती लागत इन कंपनियों के नुकसान की प्रमुख वजह है। जेट ईंधन की लागत विमान ईंधन तेल (एटीएफ) पर अधिक करों और अधिक हवाई अड्डा शुल्क की वजह से बढ़ी है। भारत में विमान ईंधन पर औसतन कर 24 फीसदी है जो दुनिया में बांग्लादेश (27 फीसदी) के बाद दूसरा सबसे अधिक है और इससे परिचालन लागत में 50 फीसदी भागीदारी ईंधन की है। विमानन तेल की कीमतें पिछले साल 40 फीसदी तक बढ़ीं।

इन तीनों सूचीबद्घ विमानन कंपनियों में किंगफिशर का वित्तीय प्रदर्शन काफी खराब रहा है और यह एयरलाइन मुनाफे के स्वाद से वंचित रही है। विश्लेषकों का कहना है कि किंगफिशर एयरलाइंस की समस्याएं स्पष्ट हैं और निवेशक इससे दूरी बना रहे हैं।

'प्रफुल्ल पटेल ने रिश्तेदारों के लगाया था बड़ा प्लेन'
एयर इंडिया की फाइलों में दर्ज टिप्पणी के मुताबिक कंपनी ने अप्रैल 2010 में तत्कालीन एविएशन मिनिस्टर प्रफुल्ल पटेल के परिवार के सदस्यों को संभवत: सीटें मुहैया कराने के लिए बेंगलुरु-मालदीव उड़ान के दौरान बड़ा प्लेन लगाया था।

इसके पहले दावा किया गया था कि बेंगलुरू-माले उड़ान आईसी 965 में बिजनेस क्लास की सात सीटें पहले ही बुक हो गई थीं। एयर इंडिया ने पटेल की बेटी अवनी के ससुराल के सात लोगों को सीटें मुहैया कराने के लिए बड़ा विमान ए320 विमान लगाया, जिसमें बिजनेस क्लास की 20 सीटें होती हैं।

केंद्रीय सूचना आयोग के निर्देश पर किए गए खुलासे के अनुसार 25 अपैल 2010 की बेंगलुरु-माले फ्लाइट संख्या आईसी 965 और 28 अप्रैल की माले-बेंगलुरु फ्लाइट संख्या आईसी 966 की यात्रियों की सूची में देशपांडे परिवार के सदस्यों का नाम शामिल है।

सूची के अनुसार यात्रियों में कांग्रेस नेता आर.वी. देशपांडे, राधा देशपांडे, प्रसाद देशपांडे, मेघना देशपांडे और मास्टर ध्रुव के अलावा अवनी तथा उनके पति प्रशांत देशपांडे शामिल थे।

सार्वजनिक की गई सूचना के अनुसार टिप्पणी में कहा गया है कि 25 अपैल 2010 की बेंगलुरु-माले फ्लाइट और 28 अप्रैल की माले-बेंगलुरु फ्लाइट के दौरान छोटे विमान एयरबस ए319 के स्थान पर बड़े विमान ए320 लगाने के बारे में मुंबई मुख्यालय से ईमेल के जरिए निर्देश दिया गया था।

US sends drones over Syria as fighting spreads

US military officials confirmed Saturday that US drones are flying over Syria, as fighting spreads inside the country and US officials discuss military or "humanitarian" intervention to topple Syrian President Bashar al Assad.

The drone flights, which flagrantly violate Syrian air space, include a "good number" of both military and US intelligence drones, according to US defense officials. These officials said the drones' mission is to obtain "intercepts of Syrian government and military communications in an effort to 'make the case for a widespread international response.'"

The Israeli daily Ha'aretz also reported Saturday that Syrian forces had captured 40 Turkish intelligence operatives working with the "opposition" inside Syria. It said the Turkish operatives confessed to working with the Israeli intelligence agency Mossad to train the US-backed Free Syrian Army (FSA), and claimed that Mossad operatives were working with Al Qaeda operatives in Jordan planning operations in Syria.

This echoes testimony Thursday before the US Senate Armed Services Committee by US Director of National Intelligence James Clapper. He said that recent bombings in Damascus and Aleppo "had all the earmarks of an al Qaeda-like attack. So we believe that al Qaeda in Iraq is extending its reach into Syria."

As in last year's war in Libya, Washington is seizing on violence between the Assad regime and US-backed opposition forces—which are organizing protests and killings inside Syria—to justify military intervention.

Significantly, the US relied extensively on former Al Qaeda fighters of the Libyan Islamic Fighting Group (LIFG) to topple Libyan Colonel Muammar Gaddafi, and it appears a similar relationship is being established in Syria.

Yesterday gunmen in the city of Idlib killed a senior state prosecutor, Idlib Attorney General Nidal Ghazal, as well as Judge Mohammed Ziyadeh and their driver in an ambush. On Saturday gunmen also killed Jamal al-Bish, a member of the city council of Aleppo—Syria's largest city, which has seen no significant protests against Assad.

The killings follow a series of assassinations of Syrian officials, including the February 11 killing of Brigadier General Issa al-Khouli and last month's shooting of the head of the Idlib branch of the Syrian Arab Red Crescent, Abdulrazak Jbero.

According to Syrian state news agency SANA, fighting near the city of Hama yesterday left two Syrian policemen, three "opposition" fighters, and four civilians dead. Military engineering units in the city also dismantled four bombs planted on railways and the Hama-Khattab road.

Even reports by the US-backed Syrian "opposition" and in the US media suggest that the Free Syrian Army and similar forces have little support outside of a few cities such as Deraa, Homs, and Hama. Aided and supplied by Turkey, European powers, and the United States, they are instead using terrorist actions to undermine the Assad regime and facilitate foreign military intervention.

US media report quite openly that Washington's FSA proxies are preparing bombs for use against Syrian forces. According to a February 15 article, Time reporter Rania Abouzeid visited an FSA safe house in Syria, where she saw defectors from the Syrian army assembling Improvised Explosive Devices (IEDs) manufactured from yellow granular explosives. She noted that this "crop of IEDs isn't the first to be aimed against loyalist forces in the area," interviewing a Syrian army conscript who defected to the FSA out of fear after being hit by an FSA car bomb.

Saturday's protest march in Mezze—a middle-class neighborhood of the capital, Damascus, which has remained largely loyal to Assad—gathered only "hundreds and hundreds" of people, according to the New York Times. The protest was called against the deaths of three protesters allegedly killed by security forces. The Syrian Observatory for Human Rights (SOHR), a British-based group that reportedly enjoys Saudi and Qatari funding, said Syrian security forces opened fire on the protest, killing one.

The SOHR added, "If the rallies have reached Damascus and are big enough, we will no longer need an armed revolution." Such comments only underscore that the Syrian opposition is resorting to terrorist acts, which it cynically calls "revolution," because it lacks popular support.

This only underscores that the task of fighting the Assad regime falls to the Syrian working class, which alone can overthrow it on a progressive basis, while fighting against the imperialist forces that are now trying to conquer Syria.

The cynical pose of concern struck by the Western governments and media was exemplified by British Foreign Secretary William Hague, who said he was "worried that Syria is going to slide into civil war." At the same time as officials from NATO countries express concerns about civil war in Syria, they are actively fanning the flames of the conflict.

Two Republican US Senators, John McCain and Lindsey Graham, called for arming Syrian "rebels" yesterday in Kabul, where they had stopped for talks with the Afghan puppet regime of President Hamid Karzai on their way to discussions with the Egyptian military junta in Cairo.

McCain said, "I believe there are ways to get weapons to the opposition without direct United States involvement… So I am not only not opposed, but I am in favor of weapons being obtained by the opposition." He suggested that Washington would not need to send weapons directly to the opposition, but could work through "Third World countries."

Graham made clear that US moves against Syria are part of a broad regional confrontation by the United States against Iran: "Breaking Syria apart from Iran could be as important to containing a nuclear Iran as sanctions. If the Syrian regime is replaced with another form of government that doesn't tie its future to the Iranians, the world is a better place."

Graham said that the Cairo-based Arab League could be a "conduit" for US influence in Syria. It appears that Washington may again use its close relations with the Egyptian military junta in the services of counterrevolution in the Middle East.

The New York Times wrote that the Senators' detailed remarks on arming pro-US Syrian forces "signal that these were themes that they would address when they arrived in Cairo, their next stop." The United States gives $1.3 billion per year in subsidies to the Egyptian army junta. Over the past year, the junta used these resources both to support NATO-backed rebels in Libya and to suppress the revolutionary struggles of the Egyptian working class.

The Egyptian government withdrew its ambassador to Syria yesterday, prompting Damascus to withdraw its ambassador to Egypt.

In a further sign of an escalating risk of wider war over the ongoing US-led intervention in Syria, an Iranian destroyer and an escorting supply ship docked yesterday at the Syrian port of Tartus after steaming through the Suez Canal.

Livemint opines so!We dare not consider the arguement at all! But the whimsical administrative style of Mamata has made things worse than earlier, it must be admitted. She is the head of the Government! How she denies the responsiblity in every matter whatsoever? West Bengal Chief Minister Mamata Bnaerjee is meeting top police officials in Kolkata to discuss Park Street rape case. Mamata had earlier claimed that the incident was a "fabricated story" intended to malign her government.

Chief Minister Mamata Banerjee on Monday, Feb 20 is meeting the top police officials to discuss the Park Street rape case.

Mamata is meeting City Police Commissioner Damayanti Sen.

The opposition party, CPM had cristicised Mamata over her comments on the rape case. She had earlier dismissed the case calling it a fabricated story intended to harm her government.

Meanwhile the Left, Congress have demanded an apology from Mamata.

On Feb 5, 2012, the 37-year-old woman was allegedly raped at gunpoint after five men offered her lift outside a night club at Park Street.

Police cracked the case after they studied the CCTV footage of the parking lot of the hotel.

On Sunday, the Kolkata police arrested the 3 accused, who were involved in the case.

Explaining her story, the victim said that her family supported her to come with out the truth. "To bring out the story I had to speak a thousand times, but I didn't care as long as the truth came out. I was so defenseless. But today I see the support for me. We need to talk about it. We must talk about this, it's important. There are a lot of animals out there," she said.

And added, "I never wanted to go to the police or talk about it. I wanted to bury it in my heart. But my daughters, my family explained to me. I am so angry. I am not ashamed, I am angry that they can do this and get away with this. But I am glad they now know they can't."

West Bengal Chief Minister Mamata Banerjee will meet Prime Minister Manmohan Singh on Wednesday to demand financial package for the state. Mamata has been demanding a package from the Centre claiming she inherited a treasury which was in shambles from the previous left-ruled government. The National Counter Terrorism Center (NCTC) matter may also be discussed. This meeting comes barely days after the Trinamool Congress chief wrote to the Prime Minister opposing the anti-terror body, claiming it would undermine the federal structure.

Mamata had opposed the NCTC claiming that it usurped the powers of states.

NCTC is Home Minister P Chidambaram's pet project, and comes into effect from the beginning of the next month. However, with the allies not willing, the government may have to go for further consultations, especially as Parliament meets for the Budget session in March, and the UPA would surely want to avoid a Lokpal-like impasse on the floor of the House.

Taking on West Bengal Chief Minister Mamata Banerjee for describing the Park Street car rape as 'contrived,' Leader of the Opposition Surya Kanta Mishra today said such statements were intended to scuttle the process of law from taking its own course. ''The chief minister is making such statements so that the law cannot take its own course,'' Mishra told newsmen. Even as investigation into the case was on, Banerjee had said on February 16 that the incident was fabricated and intended to malign her government. During a press conference on the same day, city Police Commissioner R K Pachnanda had said that there were inconsistencies in the victim's statement. A team of investigators, led by Joint Commissioner of Police (Crime) Damayanti Sen, was, however, able to crack the case, arresting on Saturday night three youths who had reportedly confessed to the crime. ''After the chief minister's statement, the commissioner also washed his hands of the matter and spoke in line with the chief minister. If such statements are made, it will hamper the process of law that begins after a crime is committed,'' Mishra said. He claimed that no officer employed with the government, who has some self respect, wanted to remain in the state after the new government took over. The government had not been able to provide security to the victim and her two children, Mishra said. ''I think as a woman, the chief minister should have found out from the victim either herself or through a representative what actually happened,'' he said. Meanwhile, the South Kolkata District Congress organised a procession around Park Street protesting against the incident and the general deterioration of law and order in the city. Led by Congress councillor Mala Roy, the processionists demanded an apology from the chief minister for describing the incident as 'fabricated,' and resignation of the police commissioner for making statements about the victim even before the probe was completed.

However, a Kolkata Police woman officer,Damayanti Sen credited in the media with solving a case of an Anglo-Indian woman's gangrape early this month, on Monday scotched talks of a division within the police ranks and shared the honours with her team

"Several newspapers have been reporting that I have
been working on the case as an individual, going against my organisation. This is absolutely false. I have been successful only because of my team. This is not my individual success," said joint commissioner of police (Crime) Damayanti Sen.

Three suspects were arrested on Saturday for allegedly raping the 37-year-old in a moving car on February 6.

Sen, with joint commissioner of police (Headquarters) Jawed Shamim, rushed to the state secretariat Writers' Buildings on Monday to "clarify" her position to West Bengal chief minister Mamata Banerjee.

"The investigation is still on and we are yet to arrest more accused persons. But more than the probe, my personal life has become important for the media which I feel very disturbed about. I wanted to clarify this to the CM (Banerjee). So I came here, met her and clarified," Sen said.

A newspaper, while crediting her with solving the case, had described how she juggled between being a wife, a mother and an adept police officer.
Sen, who joined the Indian Police Service in 1996 and became the first woman officer to head the detective department of Kolkata Police, said she was "extremely disturbed" by media reports about her personal life.
"I have been working with my organisation since long and all my decisions have been collective. The case has nothing to do with me as an individual," said Sen, referring to reports on differences within police ranks.

She also said that media reports were hampering investigation into the case.

A controversy arose after police chief RK Pachnanda, while briefing the media on Thursday on the complaint of the rape victim, termed the entire issue as a campaign to malign police and the government.

Hours before Pachnanda's media meet, Banerjee described the matter as "cooked up" and said it was an attempt to malign the government.

Sen, who earlier claimed that there were some "technical discrepancies" in the victim's allegation, Friday said: "Something must have occurred in the early hours of Feb 6 and police are thoroughly investigating all aspects."

On Saturday, after police arrested three people in the case, Sen replied in the affirmative when asked whether the victim had been "raped".

Some newspapers and television channels claimed that Sen worked almost without a break for three days, with assistance from Shamim, to solve the case.

Shamim also said there was no groupism in police. "Let me tell you there is no such groupism. Kolkata Police work like a family and the decisions are taken collectively," he said.

The victim, a mother of two, had complained that she was raped at gunpoint on February 6 inside a moving car. She lodged the complaint on February 9.

The state, already feeling the pangs of an exodus of senior government officials, is set to receive another blow with joint commissioner of police (crime) Damayanti Sen applying to go on a central government deputation. Swati Sengupta reports for Times of India.

Sen, who has been lauded for leading the team that cracked the Park Street car rape case with unmatched aplomb, has already applied for a position. She now joins the club of joint commissioner (headquarters) Jawed Shamimand Special IG and DIG (Midnapore Range) Vineet Goyal, who are waiting to go on a central deputation.

Shamim and Sen have been with Kolkata Policefor many years now. Shamim, an IPS officer of the 1995 batch, was deputy commissioner (detective department ) before he took over as the Joint CP (headquarters). Sen, an officer of the 1996 batch, was deputy commissioner of the north division before she took over as the DC (DD).

The exact reason why Damayanti Sen, Jawed Shamim and Vineet Goyal have applied forcentral deputation is not known. But officers do apply for such posts from time to time and IPS officers before the rank of IG have to compulsorily go on central deputation. If they are not released by the state, then the state government needs to write to the Central government informing the authorities about it. It is however, relatively uncommon for officers in such key and challenging positions to apply for central posts.

What is particularly interesting is the fact that the Mamata Banerjee government has sent a strong message across that there is acute shortage of officers and hence the state is not keen on allowing any officer to leave the state. Not only that, the state government has especially requested the Union home ministry to release two IPS officers from West Bengal - Rajesh Kumar Yadav and Suman Bala Sahoo - from central deputation.

After receiving the applications, the Centre has sent letters to the state government asking for its opinion on the matter and asked the applications to be routed to them through the state government. DGP Naparajit Mukherjee is expected to give his opinion on the matter soon.

The situation is rather volatile in light of the Park Street rape case where Sen stood by the victim even as many others, including the chief minister, were suspicious about the complainant's statement. Whether the chief minister will allow Sen and the other officers to leave the state with all these factors taken together remains anyone's guess.

Under her Chief Ministership, West Bengal is beginning to resemble a Wonderland of some deranged Alice

If the people of West Bengal wanted change after 34 years of Left Front reign, they've certainly got it. The question is: Is this the change they wanted? Or even imagined in their wildest dreams?
The latest in the series of scandals that has been stalking Mamata Banerjee ever since she became chief minister is the alleged rape of a 37-year-old woman at gunpoint late at night in a moving car. Banerjee's first reaction was to say that it was all a Left Front plot to malign her government (in fact, almost everything bad that has happened during her rule has been a Left plot, according to her. More of that later.) Her transport minister, Madan Mitra, went even further. "She has two children and so far as I know she is separated from her husband," he told a TV channel, referring to the alleged rape victim. "What was she doing at a night club so late in the night?" This shameful remark should have been enough for him to get sacked, but nothing of the sort has happened.
If it was not tragic, one could find some irony in the fact that in 1993, Banerjee had staged a dharna in front of the chief minister's chamber in Writers' Building, the seat of the state government, with a hearing and speech-impaired girl, who had been raped and was pregnant. She was violently thrown out, and vowed never to enter Writers' Building again, as long as the Left was in power. She kept her promise, returning only when she became chief minister, 18 years later.
Does Mamata remember? One does not know, because her behaviour as CM has ranged from sheer paranoia to the undoubtedly bizarre. At the Kolkata Book Fair, recently, quite out of the blue, she compared books to wives ("gharer bou"), saying that neither should be lent out since they will be used before they are returned.
Harried by news of newborns dying in state hospitals—the number has crossed 50 in the last eight months—she came up with two priceless responses. One, that the baby death reports were rumours. And two—and this sounds so downright demented that I find it hard to believe she actually said this—that the babies were conceived during the Left Front rule.
When farmers commit suicide, Mamata Banerjee is clear that one, it's not due to indebtedness, and two, even if there is any economic reason behind the suicides, Left Front policies are to blame. She has always blamed the Maoists for derailing the Gyaneshwari Express in 2010, leading to 149 deaths. But on Sunday, she suddenly decided that it was the CPI(M) which had been responsible, just to discredit her—she was then Union railways minister.
The Left Front, in its three-and-a-half decades of misrule, ruined West Bengal's economy, ran an extortion Raj all over the state, and ruthlessly used cadre violence to intimidate political opposition. It will be years before the state can shake off the effects of the Front's incredibly callous misrule. But blaming the Left for everything from mass murder to poor weather is not going to help.
The state needs investments. A video of Banerjee addressing industrialists and potential investors has become widely popular on YouTube and generated more belly-laughs than any three-hour Seinfeld marathon. She hunts down industrialists in the audience: "Mr Agarwal? Where is Mr Agarwal?" Mr Agarwal stands up, grinning obsequiously, embarrassed beyond words. "So, is your project happening?" Mr Agarwal, all thirty-two teeth on pathetic display, nods. "Good, good," says the chief minister. "Are my friends from Japan here?" Camera focuses on an unfortunate Japanese diplomat, face trying to register disbelief, politeness and a silent prayer for the earth to open up beneath his feet, all at the same time. "Will you invest?" in a hectoring tone. Yes, yes, the poor Nipponese nods vigorously. I'd give a thousand bucks to know the thoughts going on in the man's head at that point. "My friends from China, where are they?" she squints into the audience. The friends from China have been smart, they've given the occasion a miss.
Meanwhile, Rabindrasangeet plays at traffic lights. All schools were closed for two days—yes, not one, but two—to celebrate Tagore's death anniversary. The innocent water tanks in Kolkata's upper-middle-class Salt Lake—bus stops are named after the tanks, which have been used by residents for the last 40 years as landmarks to guide visitors—have all been rechristened: they are now Rabindranath tank, Khudiram Bose tank, Uttam Kumar tank, and so on. And last week, scaling some new height of pure unhinged-ness, Banerjee decreed that Kolkata's flyovers, park railings and official buildings should all be painted blue.
AFP reports: "Party insiders said blue was the favourite colour of the chief minister…and was also suggested in a new slogan for her government…'The sky is the limit'…Some police stations in Kolkata's suburbs, painted red since the days of the British Raj, have already received a fresh blue coat, while traffic signals, street signs and even streetside tree trunks are also in line for a makeover…City authorities are also planning to give tax breaks to private property owners who volunteer to embrace the new colour code... public vehicles including the city's fleet of 35,000 yellow taxis would also be part of the new colour scheme. 'We have plans to get private buses and taxis in the city painted in blue with a white border,' Mr (Madan) Mitra, (West Bengal transport minister) said." Yes, that's the same man who thinks women who have had a bad marriage and two children should not be visiting night clubs.
Does the word "phantasmagoric" come to mind? Any budding magic realist author looking for some subversive inspiration should immediately move to Kolkata. It's all happening there!

CPM the opposition on Sunday managed to do something that CPM the party in power could not do in decades. It left everyone guessing the strength of the crowd the party managed to pull at Brigade grounds. While party leaders on the dais kept criticizing the chief minister and her government, those seated in front of them and the sea of people behind them kept playing the number game. None could zero in on the exact figure, but "close to 10 lakh" seemed to be the final consensus.Times of India Reports:

Even former chief minister Buddhadeb Bhattacharjee could not suppress his excitement with the response the rally received on Sunday. "There have been numerous rallies at the Brigade while we were in power. But this one has surpassed them all," he exclaimed. Bhattacharjee's reaction could be corroborated by the fact that CPM's Brigade rally - the first since April 22, 1977, when not in power - drew more people than those in recent years when government buses were deployed to ferry its supporters.
No wonder then, when senior leaders were almost mobbed, they soaked in the adulation with smiles and the traditional fisted salute. The turnout even prompted all speakers - party general secretary Prakash Karat, state secretary Biman Bose, Bhattacharjee and opposition leader Surjya Kanta Mishra - to stress in unison that it was impossible to wipe out the red flag from Bengal, despite the recent poll reverses.
If the scene on the Parade grounds was that of exultation, the same cannot be said for the central Kolkata roads. The meeting, which was managed with clock-work precision from 1:20 to 3pm, left the commuters red-faced. All major arterial roads leading to the Brigade remained clogged for hours till the anointed start of the meeting, to recede for a while and then remain inaccessible to normal motorists again in the later evening.
The only difference this time, however, was that state buses were seen stranded on roads. During CPM regime, they were spotted parked around the ground, waiting to carry the supporters back home.
On Sunday, people walked, plied on matadors, SUVs and private buses top reach the venue since early morning. The roads - some even manned by CPM volunteers with cops in tow - remained off-bounds for commuters. Roads leading to Howrah and Sealdah remained clogged. Police had to divert some traffic to the arterial roads to ease the load, but that wasn't enough.
In Kona Expressway, a private bus carrying party cadres to the Brigade was hit by another, seriously injuring 12 people. The bus was packed with 60 people from Burdwan's Jamalpur. Police said the injured were moved to the Howrah district hospital and the condition of five is stated to be critical. CPM's Hooghly district secretary Sudarshan Roy Chowdhury alleged Trinamool supporters attacked CPM partymen heading for the rally. He even alleged that Hooghly zilla parishad chairperson Pradip Saha was attacked when he was bringing brick-kiln workers to Kolkata.
CPM state secretary Biman Bose said party workers heading for the rally were attacked by Trinamool supporters in Hooghly's Pandua. He even showed a letter written in an INTTUC unit letter head which reportedly asked partymen (read Trinamool) to stop CPM supporters from attending the meeting
.Mishra chipped in, saying a bus carrying party supporters was attacked in Beliaghata which left six persons injured. They had to be hospitalized, he added. "I hope she is watching television on today. Else, it is difficult to get to her and inform her on such issues," Mishra snapped.

KOLKATA: She could be an inspiration for all the women who blame and curse themselves for being raped, who live a lifetime of trauma and cannot face the world again. The woman who was picked up from Park Street, raped in a car and dumped on Rabindra Sadan is shaken no doubt, but she still has the courage you may never have seen before.
She is glad her daughters will now be able to start going to school again after missing classes since the incident took place. Though she broke down several times at her south Kolkata residence on Sunday after seeing the photographs of the arrested, she brushed away her tears and put up a brave front all over again.
Like a normal household where lunch is being eaten very late, there are brothers, sisters, friends, aunts and children in the house. A Spitz looks with awe at the sudden coming and going of so many people. But beyond that, the residents look very relieved that perhaps their worst nightmare is over, and they don't need to plead people to believe them over and over again.
"I have to thank (joint commissioner, crime) Damayanti Sen for her support, she is a tigress," the woman says, breaking into a smile. But the trauma returns to haunt her as she recalls the episode at Park Street police station when she, prodded by her aunt, had gone to get a copy of the FIR, which was not initially given to her.
Two officers were talking between themselves, as the woman and her aunt sat before them. "Chalo, nightclub chalte hai, daaro-varoo peete hai," one officer told the other, recalled the woman. When the other officer said he was not keen on going, he allegedly said: "issi liye to tumhara koi girlfriend nahi hai, chalo phir beer hi pi lete hai". She recalled the episode, saying she very well understood the sarcasm in it, because "that night I had had only beer and they were hinting at that."
The good thing is the immense support of her family and even her two daughters, aged 15 and 13. "Initially I did not want to go and file the complaint. But my whole family supported me and asked me to go to police," she recalled. "For me, the only thing that mattered was that my family and my daughters know the truth. They knew when I came back and they gave me first aid."
But they convinced her finally to go to the police station. "Had the case not been taken up by Lalbazar, I don't know what would have happened," she said. "But Damayanti Sen believed me from the very first day. I broke down in her office, and she not only investigated the case, she also consoled me."
She is hurt about the comments made by chief minister Mamata Banerjee about the fact that her complaint was a "fabricated story". "We are just common people who live our lives and follow government rules. How are we in a position to malign the government? And why should we?" she asked.
But beyond that she wouldn't say anything else. "I don't want to get into any controversy over the chief minister's comments. All I can say is that I am hurt."
The woman said that if the rape was shocking, what followed was even more gruesome. "All kinds of things were being said about me, there was mention of escort service and so on. As if it lay on me to prove that I am neither a sex worker nor working in escort service. Also, does it mean sex workers or those in escort service can be raped? If someone's father has charges against him, then the daughter can be raped?"
Those questions, it is hoped, may be answered by those who raised them in the first place.

Mamata Banerjee calls CPI (M) 'liars' and 'looters'

Howrah: Charging the CPI(M) with lying to the people of West Bengal throughout the 35 years of Left Front rule, Chief Minister Mamata Banerjee on Sunday said that such a political party should not exist.
"Such a political party should not exist. Throughout the Left Front rule of 35 years, it had lied to the people. During its rule, it has looted farmers, the future of unemployed youth and even the Nobel (medallion of Rabindranath Tagore)," Banerjee said while flagging off trains in presence of Railway Minister Dinesh Trivedi at the Howrah station.
In an indirect reference to the CPI(M) rally at the Brigade Parade Grounds earlier in the day where party leaders called for making a comeback, she said, "they (CPI(M)) are talking of a comeback. They will never come back. The sooner they go, the sooner the people will feel relieved."

She alleged that during her tenure as Railway Minister, the CPI(M) had sent some television channels to find fault with the Railways. "So every day, you would find news that a rat or a cockroach had been sighted in some compartment."
Without naming the CPI(M), she said in the same breath, "the Gyaneswari Express mishap was engineered and many people were killed. These are dangerous people."
Banerjee, who inaugurated six new express and passenger trains and formally announced introduction of nine express, passenger and local trains, said that with this, her budget assurance for 2011-12 has been fulfilled.
"Many have said that the budget promises are a hoax. I tell them, all the promises have been fulfilled. To them, I say, talk after 35 years," she said.
Accusing the erstwhile CPI(M)-led Left Front government of leaving a debt burden of over Rs 2 lakh crore on her government, Banerjee said that for every rupee earned, 94 paise was spent on paying interest and salaries and only 6 paise was left for development work.
"But where there is a will, there is a way. I have, for example, assured that teachers are paid their salaries on the first of every month through banks. Earlier, no one knew where the money went. There was no accountability and no audit," the chief Minister said.
Stating that the new terminal building of the NSC Bose International Airport would be completed by March and handed over in April, she said that the state government had received a number of Expressions of Interest on helicopter and light aircraft services to connect Haldia, Sunderbans, Darjeeling, Bolpur and Durgapur.
Railway Minister Dinesh Trivedi stressed the importance of ensuring safety in the railways and said that the common man must also be more alert in helping the railways maintain safety.
Trivedi said he was personally monitoring the progress of work for the metro railway extension projects in the state.
"Once the manufacturing units like Kanchrapara and Kulti come up in the next five or six years, a new Bengal will emerge," he said.

*সমাবেশ শেষ করে ব্রিগেডের মঞ্চ থেকে যখন নামছেন, নিরাপত্তা বেষ্টনী ভেদ করে মঞ্চের সিঁড়ির দখল নিয়েছে জনতা। রাজ্য সম্পাদক বিমান বসু অনুরোধ করছেন পথ করে দেওয়ার। মঞ্চের সিঁড়ির কয়েক ধাপ উপরে তখন প্রতীক্ষায় প্রকাশ কারাট। হাসি মুখে দেখছেন, বুদ্ধদেব ভট্টাচার্যকে নিয়ে সিপিএম-জনতার কী মাতামাতিই না চলছে! দৃশ্যটা প্রতীকী! কলকাতায় ২৩ তম রাজ্য সম্মেলন ও ব্রিগেড সমাবেশের অবসরে দলের সাধারণ সম্পাদক কারাট বসে দেখলেন, বঙ্গ সিপিএমে বুদ্ধবাবু এখনও 'অপরিহার্য'। সম্মেলনে প্রতিনিধিদের প্রবল সমালোচনার মুখে পড়তে হয়েছে প্রাক্তন মুখ্যমন্ত্রীকে। কিন্তু তিনিই যখন জবাবি ভাষণ শেষ করেছেন, উঠে দাঁড়িয়ে কুর্নিশ জানিয়েছে গোটা সম্মেলন-কক্ষ। নতুন রাজ্য কমিটি যখন তৈরি হয়েছে, কারাট দেখেছেন, বুদ্ধবাবুর আপত্তি অগ্রাহ্য করে 'অস্বচ্ছ' ভাবমূর্তির চার নেতা কিছুতেই সেখানে ঠাঁই পাননি। আর এ সবের শেষে বুদ্ধবাবু সাধারণ সম্পাদক এবং উপস্থিত পলিটব্যুরো সদস্যদের জানিয়ে দিয়েছেন, কেরলের কোঝিকোড়ে দলের আসন্ন পার্টি কংগ্রেসে তাঁর যাওয়ার সম্ভাবনা নেই।বিস্তারিত...

খাওয়া-ঘুম নেই, এখনও কাটেনি আতঙ্ক

সত্যিটা সামনে এসেছে ঠিকই। 'নৈতিক জয়'ও হয়েছে। কিন্তু মানসিক বিপর্যয় এখনও কাটেনি। রাতে ওষুধ খেয়েও ভাল ঘুম হয়নি। দুই মেয়েকে নিয়ে আতঙ্কে কুঁকড়ে রয়েছেন পার্ক স্ট্রিট-কাণ্ডের অভিযোগকারিণী।
রবিবার সকালেও টিভিতে অপরাধীদের চেহারা দেখে ডুকরে কেঁদে উঠেছেন। যখনই একা থাকছেন ভয়ে সিঁটিয়ে শুয়ে থাকছেন। মাথার কাছে বসে মাকে ভরসা জোগাচ্ছে বছর চোদ্দোর বড় মেয়ে।
ঠিকমতো খাওয়া দাওয়া করছেন?
মহিলা বলেন, "খাওয়াদাওয়া করা এখনও আমার পক্ষে সম্ভব নয়। শ্বাসের একটা কষ্ট হচ্ছে। মাঝে মাঝে বুকে ব্যথাও করছে। সারা দিন মেয়েদের কাছে নিয়ে শুয়ে আছি। আমার বাড়ির বাইরে পুলিশ পাহারা আছে। তবু মায়ের মন তো! ভয় হচ্ছে বাচ্চারা যখন বাইরে বেরোবে বা স্কুলে যাবে তখন যেন ওদের উপরে কোনও হামলা না হয়।"
বাড়িতে তাঁর সঙ্গে রয়েছেন আত্মীয়রা। দাদা, বৌদি ছাড়াও রয়েছেন মাসি এবং এক ঘনিষ্ঠ বান্ধবী। তাঁরাই ভরসা জোগাচ্ছেন। সাহসিকতার তারিফ করছেন বার বার। বাড়ির বাচ্চারাও সারা ক্ষণ তাঁর মন ভাল করার চেষ্টায় আছে। আবার মেয়ের জীবনে একটা এত বড় দুর্ঘটনা ঘটে যেতে দেখে চরম অসুস্থ হয়ে পড়েছেন তাঁর বৃদ্ধা মা।
এ দিন দুপুরে মহিলা জানান, ঘটনার দিন ভোর রাতে যখন তিনি বাড়ি ফেরেন, তখন বাড়িতে একমাত্র বড় মেয়েই জেগে ছিল। মাকে ওই অবস্থায় ফিরতে দেখে সে ভেঙে পড়ে। পরে ছোট মেয়ে ও মাকে ঘটনাটি বিস্তারিত জানান তিনি। তার পর চারটে দিন কেটেছে দমবন্ধ অবস্থায়। কী হবে? পুলিশের কাছে যাওয়া উচিত কি না, তা ভাবতে ভাবতে। অবশেষে মনোবল জুটিয়ে এক আত্মীয়কে সঙ্গে নিয়ে পার্ক স্ট্রিটে থানায় যান তিনি।
অভিযোগকারিণী রবিবার বলেন, "সে দিন রাতে পার্ক স্ট্রিট থানায় কোনও মহিলা পুলিশ ছিলেন না। থানার দুই পুলিশ অফিসার, মণীশ সিংহ আর সৈকত নিয়োগীর অপমানেও ভেঙে পড়িনি। বরং আরও শক্ত হওয়ার চেষ্টা করেছি।" পরে কিন্তু অভিযুক্তদের পরিচয় ও ছবি নিয়ে নানা ধন্দ তৈরি হওয়ায় খানিকটা দিশেহারা লেগেছিল তাঁর। আতঙ্ক বাড়িয়েছিল রাতে ফোনের হুমকি।
বিয়ে হয়েছিল অল্প বয়সেই। কিন্তু স্বামীর সঙ্গে থাকেন না গত ১১ বছর। ওই মহিলা জানান, আইনত বিচ্ছেদ হয়নি তাঁদের। তাই যোগাযোগ আছে। বাচ্চাদের সঙ্গেও তাদের বাবা নিয়মিত যোগাযোগ রাখেন। স্ত্রী ও বাচ্চাদের খরচপাতির দায় তাঁরই। স্ত্রীর এই ঘটনা শুনে যদিও সামনে আসতে পারছেন না, কিন্তু দুশ্চিন্তায় ভুগেছেন, ঘনঘন ফোন করছেন বাচ্চাদের। স্ত্রীকেও ফোন করে মনোবলও জুগিয়েছেন।
এই ঘটনার পরে আর নাইট ক্লাব যাবেন? তিনি বলেন, "কেন যাব না? আমার জীবন যাত্রা পাল্টাবো না।" তাঁর এক আত্মীয়া বলেন, "আমাদের পরিবারের মেয়েরা রাতে পার্ক স্ট্রিটে যায়। আমাদের সমাজে রাতে বাইরে যাওয়া বা মদ খাওয়ায় বাধা নেই। আমরা ছোট থেকে এ সবে অভ্যস্ত।"
কথা বলতে বলতেই ছোট মেয়েকে কোলের কাছে টেনে নিলেন মহিলা। বললেন, "আমার এই পাগলি বড় হয়ে শিক্ষকতা করতে চায়। কারণ আমার বাবা, ঠাকুমা, মাসিরা সবাই স্কুলে পড়াতেন। বাবা ও ঠাকুমা তো কলকাতার নামী দু'টি স্কুলে পড়াতেন। ঠাকুমা প্রধান শিক্ষিকা ছিলেন। আমাদের পরিবার শিক্ষকের পরিবার।" তার পর হাল্কা হেসে বললেন, "বড় মেয়েটা আমাকে ভীষণ বোঝে। অনেকটা পথ আমি ওদের নিয়ে একলা লড়াই করেছি। ও বড় হয়ে ইন্টিরিয়ার ডিজাইনার হতে চায়।"
তিনি বলেন, "আমার লড়াইটা এখনও একারই। লড়তে জানি। আমি ছোটবেলা থেকে মিশনারি বোর্ডিং স্কুলে পড়েছি। খাস কলকাতার বুকেই বড় হয়েছি। কলকাতাকে খুব ভাল করেই চিনি। কিন্তু এমন ঘটনা ঘটবে, এটা কখনও ভাবিনি। আমার মতো অনেক মেয়ে কলকাতার বুকে একা লড়াই করেন। তাঁদের কথাই ভাবছি। নিজের সঙ্গেও মেলাচ্ছি। আর তখনই আতঙ্কিত হয়ে পড়ছি।"

পার্ক স্ট্রিট কাণ্ডে মমতাকে বিঁধলেন বুদ্ধ-বিমান

পার্ক স্ট্রিটে ধর্ষণের ঘটনায় সরাসরি মুখ্যমন্ত্রী তথা পুলিশমন্ত্রী মমতা বন্দ্যোপাধ্যায়কে আক্রমণ করলেন সিপিএম নেতৃত্ব। মুখ্যমন্ত্রী মমতা প্রথমে ঘটনাটি 'সাজানো' বলে মন্তব্য করেছিলেন। কিন্তু পুলিশই শনিবার জানায়, পার্ক স্ট্রিট থেকে তুলে নিয়ে গিয়ে এক মহিলাকে ধর্ষণের ঘটনাটি ঘটেছিল। তার পরেই 'উজ্জীবিত' প্রধান বিরোধী দল রবিবার ব্রিগেড সমাবেশের মঞ্চ থেকে সরাসরি মুখ্যমন্ত্রীকে নিশানা করেছে। মুখ্যমন্ত্রী নিজে মহিলা হয়েও তাঁর মন্তব্যে মহিলাদের অভিযোগের প্রতি 'অসংবেদনশীলতা' ধরা পড়েছে, এই 'বার্তা'ই জনমানসে তুলে ধরার চেষ্টা চালিয়েছেন সিপিএম নেতৃত্ব। বিরোধীদের প্রশ্নের মুখে সরকার যে যথেষ্ট 'অস্বস্তি'তে, তা-ও মন্ত্রিসভার গুরুত্বপূর্ণ সদস্য তথা তৃণমূলের মহাসচিব পার্থ চট্টোপাধ্যায়ের বক্তব্যে স্পষ্ট। তিনি এই বিষয়ে সরাসরি প্রশ্নের জবাব দিতেই চাননি।
রাজ্যের সার্বিক আইনশৃঙ্খলা পরিস্থিতির অবনতির কথা বলতে গিয়েই এ দিন ব্রিগেডে পার্ক স্ট্রিট প্রসঙ্গ টানেন প্রাক্তন মুখ্যমন্ত্রী বুদ্ধদেব ভট্টাচার্য। তাঁর বক্তব্য, "সারা বাংলায় অরাজকতা চলছে। প্রতিদিন খুন হচ্ছে, ছিনতাই হচ্ছে, ডাকাতি হচ্ছে। পার্ক স্ট্রিটে যে ঘটনা ঘটেছে, কিছু না-জেনেই সরকার বলে দিলেন, কিছুই হয়নি! আগে তো জানবেন, কী হয়েছে!" স্বভাবসিদ্ধ ভাবে বুদ্ধবাবু মুখ্যমন্ত্রীর নাম না-করলেও তাঁর আক্রমণের লক্ষ্য যে মমতাই, প্রাক্তন মুখ্যমন্ত্রীর কথাতেই তা স্পষ্ট। এর সঙ্গেই বুদ্ধবাবুর মন্তব্য, "চার দিকে দাপিয়ে বেড়াচ্ছে সমাজবিরোধীরা! অপরাধীরা মনে করছে, এই সরকারটা আমাদেরই! যা চাও, করে নাও!"
ব্রিগেডের মঞ্চ থেকেই সিপিএমের রাজ্য সম্পাদক বিমান বসুর বক্তব্য, "এখান থেকে বেশি দূরে নয়। পার্ক স্ট্রিটে কয়েক দিন আগে এক নারীর মর্যাদাহানি হয়েছে। সরকার প্রথমে বলছে, মিথ্যা কথা। বানানো গল্প! মিথ্যার ফানুস এখন ফুটো হয়ে গিয়েছে। মুখ্যমন্ত্রী মহিলা হতে পারেন। কিন্তু মহিলাদের আত্মসম্মান রক্ষায় তাঁর কোনও ভাবনা নেই।"
বিরোধী নেতাদের এই সমালোচনার জবাবে শিল্পমন্ত্রী পার্থবাবু এ দিন বলেন, "সব প্রশ্নের কি জবাব দেওয়া যায়? সব কথার পাল্টা বলতে হবে?" তবে একই সঙ্গে বুদ্ধবাবু-বিমানবাবুদের প্রতি পার্থবাবুর কটাক্ষ, "যাঁরা অভিযোগের আঙুল তুলছেন, তাঁরা নিজেদের দিকে আঙুলটা দেখান! অভিযুক্তরাই অভিযোগ করছে, এটাই হাস্যকর! তাই তো গোপাল ভাঁড়ের কথা বলছি!" প্রসঙ্গত, এ দিনই বিরোধী দলনেতা সূর্যকান্ত মিশ্রকে 'গোপাল ভাঁড়' আখ্যা দিয়েছেন পার্থবাবু। তৃণমূলের কোনও নেতাই ওই বিষয়ে মুখ খুলতে চাননি। তবে তদন্ত শেষের আগেই আগ বাড়িয়ে মুখ্যমন্ত্রী স্বয়ং ওই ঘটনাকে 'সাজানো' আখ্যা দেওয়ায় সরকারপক্ষ যে যথেষ্ট 'বিড়ম্বনায়', তা একান্ত আলোচনায় দল ও সরকারের একাধিক গুরুত্বপূর্ণ নেতা স্বীকার করেছেন। কিন্তু মুখ্যমন্ত্রীর কথার প্রেক্ষিতে ওই বিষয়ে কেউই কোনও মন্তব্য করে তাঁর 'বিরাগভাজন' হতে চাইছেন না।

রেলে থাকতে যা বলেছি সবই তো হল, দাবি মমতার

কাজের কাজ হয় না। শুধু পরের পর নতুন ট্রেন-সহ রেল প্রকল্প ঘোষণা করেন বলে রেলমন্ত্রী থাকাকালীন সমালোচনা হত মমতা বন্দ্যোপাধ্যায়ের। রবিবার রেলেরই এক অনুষ্ঠানে সেই সব কটাক্ষের জবাব দিয়ে মমতা দাবি করলেন, রেলমন্ত্রী থাকার সময় বাজেটে তিনি যা যা ঘোষণা করেছিলেন, তার সবই পূরণ করা হয়েছে। সেই জন্যই অন্য কাজ থাকা সত্ত্বেও তিনি এই অনুষ্ঠানে হাজির হয়েছেন বলে জানান মমতা।
শুধু রেল নয়, আকাশপথেও চলাচল বাড়ানোর ব্যাপারে নিজেদের চিন্তাভাবনার কথা বলেন মুখ্যমন্ত্রী। তিনি জানান, কলকাতা থেকে রাজ্যের গুরুত্বপূর্ণ এলাকায় ছোট বিমান ও হেলিকপ্টার সার্ভিস চালু করার চেষ্টা হচ্ছে। এর জন্য অনেক ব্যবসায়ীই আগ্রহ প্রকাশ করেছেন। রাজ্য সরকার বিষয়টি যাচাই করছে। কলকাতা থেকে দুর্গাপুর, হলদিয়া, সুন্দরবন, দার্জিলিং, বোলপুরের মতো এলাকায় ওই সার্ভিস চালু করার চেষ্টা চলছে।
হাওড়া স্টেশন সংলগ্ন প্রাঙ্গণে এ দিনের অনুষ্ঠানে পূর্ব ও দক্ষিণ-পূর্ব রেলের বেশ কয়েকটি নতুন ট্রেনের উদ্বোধন হয়। বিরোধীদের একহাত নিয়ে মুখ্যমন্ত্রী সেখানে বলেন, "নিন্দুকেরা বলেছিল, 'কিছুই হবে না।' কই, সবগুলোই তো হল! আমরা নিন্দুকের দলে নই। আমরা কাজের দলের পক্ষে। আর কাজের জন্য প্রচার দরকার নেই।" এ দিন দুই রেল মিলিয়ে ছ'টি নতুন প্যাসেঞ্জার ট্রেনের যাত্রার সূচনা করেন মুখ্যমন্ত্রী। সেই সঙ্গে জানান, একটি এক্সপ্রেস ট্রেনের যাত্রার দিন বাড়ানো হচ্ছে। এক্সপ্রেস, প্যাসেঞ্জার ও লোকাল মিলিয়ে ন'টি ট্রেন চালু হচ্ছে তিন-চার দিনের মধ্যেই। সম্প্রসারিত হচ্ছে একটি ইএমইউ ট্রেনের যাত্রাপথও।

এ দিনের অনুষ্ঠানে রেলমন্ত্রী দীনেশ ত্রিবেদীও মঞ্চে উপস্থিত ছিলেন। তিনি ঘোষণা করেন, কলকাতার মেট্রো সম্প্রসারণ-সহ সব প্রকল্পের কাজ পাঁচ-ছ'বছরের মধ্যেই শেষ হয়ে যাবে। মমতা অবশ্য বক্তব্যের শুরুতেই মন্তব্য করেন, কাজ করতে চাইলে কম সময়েই কাজ করা যায়। তিনি বলেন, "এই যে নতুন কোনও প্রকল্পের জন্য সময় বেঁধে দেওয়া হয়, আমি মনে করি, এটা ভুল। কাজ করতে চাইলে ওই কাজ অনেক কম সময়েই শেষ করে ফেলা যায়।" দিঘা-তমলুক রেললাইনের উদাহরণ দিয়ে মমতা বলেন, "দীর্ঘদিন ধরে পড়ে ছিল ওই প্রকল্প। অনেক বাধাবিপত্তি সত্ত্বেও আমি সেটা মাত্র ন'মাসে শেষ করে দিয়েছি। আসলে কাজ করতে জানতে হয়।" মেট্রো সম্প্রসারণের কাজ কী ভাবে দ্রুত শেষ করা যায়, তা খতিয়ে দেখার জন্য মঞ্চে দাঁড়িয়েই রেলমন্ত্রীকে অনুরোধ করেন তিনি।
যাত্রী এবং রেলের সার্বিক নিরাপত্তার বিষয়টিকে সব চেয়ে বেশি গুরুত্ব দেওয়া হচ্ছে বলে জানান রেলমন্ত্রী। তিনি মনে করেন, রেল বোর্ডেও 'মেম্বার-সেফটি' বা নিরাপত্তার জন্য একটি স্থায়ী সদস্যপদ রাখা দরকার। আয় বাড়ানোর জন্য থাকা উচিত আরও একটি স্থায়ী সদস্যপদ ('রেভিনিউ আর্নিং')। অনুষ্ঠানে কেন্দ্রীয় জাহাজ প্রতিমন্ত্রী মুকুল রায়, স্বাস্থ্য প্রতিমন্ত্রী সুদীপ বন্দ্যোপাধ্যায়, মেয়র শোভন চট্টোপাধ্যায় এবং তিন রেলের জেনারেল ম্যানেজার উপস্থিত ছিলেন।

নিন্দায় বিশ্বাস করি না, 'জবাব' মমতার

রেলের অনুষ্ঠান মঞ্চ থেকে ব্রিগেডে সিপিএমের অভিযোগের 'প্রত্যুত্তর' দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বুদ্ধদেব ভট্টাচার্য, বিমান বসু, সূর্যকান্ত মিশ্রদের বক্তব্যকে কার্যত কোনও 'গুরুত্ব' না দিয়েই মুখ্যমন্ত্রীর দাবি, "আমরা নিন্দুকের দলে নই। নিন্দায় বিশ্বাস করি না। কাজই আমাদের সব কিছু।" তাঁর 'হাতিয়ার' কাজ, তা জানিয়ে মুখ্যমন্ত্রী বলেন, "আগে তো কোনও প্রকল্প হাতে নেওয়ার সময় বলা হত কাজ শেষ হতে পাঁচ-ছ'বছর লাগবে। পাঁচ বছরের কাজ আমরা ন'মাসে করে দেখিয়ে দিয়েছি। ইচ্ছে থাকলে পাঁচ বছরের কাজ এক বছরে করা যায়।"
পরিবহণ কর্মীদের বেতন দিতে না-পারা নিয়ে রবিবার ব্রিগেডে রাজ্যের প্রাক্তন মুখ্যমন্ত্রী বুদ্ধদেববাবু যেমন অভিযোগ তুলেছেন,
বিরোধীদের প্রতি মুখ্যমন্ত্রীর স্পষ্ট 'বার্তা' "কুৎসা-অপপ্রচার করে কোনও লাভ হবে না। নিন্দুকের সিন্দুক নিয়ে চুপ করে বসে থাকুন। কোনও কথা বলবেন না। বাংলাকে যাঁরা পিছনের সারিতে নিয়ে গিয়েছেন, তাঁরা আবার সামনের সারিতে আসার চেষ্টা করবেন না! পিছনের সারিতেই থাকুন!" তাঁর আরও বক্তব্য, "এ রকম রাজনৈতিক দল থাকার প্রয়োজন নেই। শুধু বদনাম করা। ৩৫ বছরে কী হয়েছে? কৃষকদের ভবিষ্যৎ লুঠ, নোবেল লুঠ! সব লুঠ হয়েছে। এ রকম পার্টিকে কেউ চাইবে না। ৩৫ বছরে কী হয়েছে? একটা চ্যানেল আর কাগজকে দিয়ে ইঁদুর-আরশোলার গল্প বানিয়েছে। জ্ঞানেশ্বরীতে লোককে মারা হল! এদের কেউ ক্ষমা করতে পারে?"

Calcutta, Feb. 19: Proximity to a police officer may have given a "sense of protection" to the three young men arrested for the rape of a 37-year-old lady in Calcutta, though the trio's names had made it to at least four police stations before the assault.
The Telegraph has learnt that the three have cases against them in the police stations. Yet, they felt emboldened enough to have a free run through manned traffic intersections on the night of February 5.
They roamed the party district freely because at least one officer deputed to keep watch on them had almost become a silent accomplice, sources said today.
Sumit Bajaj, Ruman Khan and Naser were today sent to 14 days' police custody. The charge has been converted from rape to gangrape after the court granted the police permission for such a request.
The police station in Park Street itself has a complaint against the trio for a brawl in the same five-star discotheque from where they had left with the lady after allegedly befriending her.
Police stations in neighbouring Shakespeare Sarani, Beniapukur and Bhowanipore, too, have their names on the record books. "These are not wanted criminals but rowdies whose activities the local police stations were aware of," an officer said.
Police sources said a Park Street sub-inspector enjoyed a "very good relationship" with Sumit, Ruman and Naser, "inside the nightclub and outside".
The same officer has been on duty at the discotheque for around three years — a stint that could not have stretched for so long without the approval of senior officers.
The officer, police sources said, is also known to two of the three suspects who are still to be arrested. The two — Naser's brother Kader and Johnny — were allegedly in the Honda City when the woman was raped.
"When we were desperately looking for suspects, there was an officer in the police force (the sub-inspector) who knew about a group with a history. Since the officer visits the nightclub every weekend, he had become friendly with all the faces who frequent the place," said an officer at Lalbazar.
Through this officer, the police were able to trace a woman who frequents the nightclub and knows the familiar faces there. She corroborated the police's conclusion — based on mobile tower data — that the duo earlier identified by the victim were not at the hotel that night.
"This lady had seen the victim exchanging words with a group of young men. She was shown photographs of Sharafat and Azhar. She said it was not the same duo," said an officer. "Instead, she provided us with some vital leads that helped us track down the suspects."
The nightclub is a "coveted posting" on the police circuit. Earlier, plainclothesmen from the detective department used to be there every weekend.
"But the routine was scrapped after superior officers came to know that the men supposed to keep an eye on the nightclub crowd were themselves taking advantage of the five-star hotel and consuming liquor free," an officer said. "Now the sleuths visit nightclubs only when they pursue a particular case."
Since then, Park Street police station looks after the nightclubs in its area. Every weekend night (February 5 was a Sunday), 30 policemen are deployed at "strategic locations", besides at least 20 traffic personnel.
"We deploy five to seven men right outside the five-star hotel and one officer (the sub-inspector) at the nightclub," said a Park Street officer.
Some of the men in uniform have grown "so close" to some people, one officer said, that "they have got a sense of protection" from the police.
Kader, a suspect still at large, is said to be seeing a Tollywood actress and had told friends they would tie the knot soon. He had visited this actress on the sets of her debut film. "A resident of Taltala in central Calcutta, he came across as a goon and he flaunted a gun on the sets one day," said a Tollywood source.
"We wondered what this girl was doing with a boy like that but she had told friends that they were dating since her college days. She had his photograph saved as her cellphone wallpaper," said another source.
Sumit, 21, is from a well-to-do family in Gariahat and his father runs a transport business. "Most of the time, he finances the weekend parties," said an officer.

Mrs Damayanti Sen, thank you very much. You have been a tigress and champ and I will be indebted to you all my life for believing in me, as a woman.
That was how the 37-year-old lady who had been assaulted and raped on the night of February 5 saluted the joint commissioner of police (crime) in an interview to STAR Ananda on Sunday.
She was grateful to Sen as much for cracking the case and identifying the "real culprits" as for standing by her, as a police officer and as a woman.
This despite the chief minister having dismissed the complaint as "concocted" and the police commissioner having echoed her line that there was an attempt to malign the government and the police force by those highlighting the woman's trauma.
So, who is this "tigress and champ"?
Damayanti Sen, the face of Lalbazar in the probe into the impersonation and rape of the mother of two in a moving car between Park Street and Nandan, is the first woman boss of the crime wing of Calcutta police.
A slip of a lady, with a boyish haircut and a no-nonsense air about her, the 42-year-old Capricornian hardly fits the stereotypical look of a top cop. But cross her path — or even try small talk with her — and you're sure to feel the steel.
In the absence of authoritative material, Linda Goodman's Sun Signs appears to know this trait better: "Never be fooled by the feeble appearance of a Capricorn. Capricorns can look and act as harmless as a feather quilt, but they're as tough as a keg of nails."
Sen would, of course, play down the "first-woman" label when it comes to her pride of place in Lalbazar. "I don't think that women are better or worse off in a job. The only reason people ask a lot of questions related to my gender is because there are fewer women in my profession now than men. But as that changes, people will stop being so interested (in my gender)," she had told The Telegraph a few years ago.
Sen joined the police force in 1996, after doing her bachelors and masters in economics from Jadavpur University, both with a first-class first degree. Married to Rajat Shubhro Sen, a teacher, and mom to young Arjun, a student of Calcutta International School, Sen is known to juggle cooking for her son's school picnic with busting the most demanding crime cases in town.
She keeps a low profile by choice — no personal questions please, is something reporters attempting to pen a profile of her are bound to encounter — and is known to have an eye for Bengali literature and a ear for Rabindrasangeet.
But it is as a tough cop that the city knows — and needs — her. She has served in the detective department for years and risen to the top — again, the first woman chief of the intelligence wing.
In all these years, the case of the mother of two accusing three youths of assaulting and raping her in a moving car on the night of February 5 would figure among her toughest.
First, to wrestle with the discrepancies in the woman's initial account. Then to be stumped by the complainant's identification of three men who were not at the scene of the crime and not take the easy way out of arresting them just on the basis of the complaint.
Finally, to get to the truth of impersonation and rape and in the process contradict Mamata Banerjee's "concocted… conspiracy" dismissal at Writers' Buildings followed by R.K. Pachnanda's statement partly backing the chief minister's stand at Lalbazar.
"Policing and politics often overlap. There are many examples in Bengal of senior officers having toed the line laid down by the political bosses and compromising the truth," said a retired top cop, refusing to cite examples.
"This investigation team did a commendable job by protecting the innocent men despite some pressure to arrest them and then digging out the truth despite that being embarrassing for the chief minister who had clearly jumped the gun. And let me tell you, this would not have been possible without the chief minister and the police commissioner giving the team a free hand between February 16 and 18," he added.
Sen, as the leader of this probe team, spent over 15 hours in Lalbazar every day from February 15, standing by the woman and yet not going blindly by her complaint. "Something had definitely happened that night. But we are still not sure what exactly happened and who all were involved in the incident," she told a news conference on February 16.
After two days of intensive interrogation and investigation, Sen made public the conclusion on February 18. "It was a case of impersonation. Two of the men involved in the assault that night have been arrested and the hunt is on for the rest."
Was the woman raped?
"Yes," she said, jaws set.
What evidence of rape had the police got?
"In this case, the victim's statement is the most important," said Sen, with the same steely look.
At the end of the day, Sen and her team's unflinching pursuit of the crime investigation process paid off.

The contours of the Park Street rape case changed on Sunday with police charging all three youths arrested on Saturday evening with participating in the alleged sexual assault on the 37-year-old victim.
Ruman Khan, Sumit Bajaj and Naser, the trio charged with impersonating three other persons to befriend the victim before her alleged rape in a moving car, were remanded in police custody for 14 days. The court also accepted the police's request to change the names originally mentioned in the FIR.
Only one of the accused — the absconding youth who had apparently identified himself to the victim as Sharafat Ali — had initially been charged with rape. He is the alleged boyfriend of a Tollywood actress. The rest had been accused of other offences, including impersonation.
The alleged rape occurred on the night of February 5, after the victim stepped out of The Park hotel with the accused to accept a lift in their car.
"We had submitted a prayer before the court to alter the charges from 376 to 376 (2)(G) of the Indian Penal Code and it was accepted. This is a clear case of gang rape," an investigator said.

The victim, a mother of two who lives in Behala, had said in her statement to the police that Ruman — he had introduced himself as Lavi Gidwani, who the cops have confirmed has been in Canada since January 2 — was "nice to her". She had named the youth who had introduced himself as Sharafat as the prime accused.
Investigators have since found out that Ruman, who was seated to the victim's right in the backseat of Sumit's silver Honda City, had grabbed and held her by her arms while an accomplice allegedly raped her.
An officer said interrogation of the accused revealed that the victim bit one of the other three occupants of the backseat during her struggle to free herself.
Ruman, the police have found out, turned violent after that. He allegedly slapped the victim twice and she retaliated by scratching his hands. The police found scratches left by a woman's nails on Ruman's hands after his arrest.

According to the statements of the arrested trio, a youth identified as Johnny was sitting in the passenger seat next to the driver. "Two other youths, Ali and Kader, were already in the backseat of the Honda City when Ruman led the victim to the car. While Ruman sat to the victim's right, Ali was to her left. Next to Ali was Kader," an officer said, quoting from the recorded statements.
The police have learnt that soon after getting into the car, Ruman started making phone calls to friends, inviting them for a ride. "They were all drunk. It appears that some of the occupants had swapped places at different locations and at least one youth (Naser, who was initially not in the car) joined them at some point," the officer added.
According to the police, the key to wrapping up the investigation fast lies in the arrest of Naser's brother Kader, who apparently impersonated Sharafat and allegedly raped the woman. The police have also launched a search for Ali and Johnny.
Lawyers representing the arrested three, who were produced in Bankshall court on Sunday, had pleaded for bail on the ground that their names were not in the FIR.
The court rejected the plea and remanded them in police custody, saying their real names were not in the FIR because this was also a case of impersonation.

Indian cricket legend SachinTendulkar should have retired from cricket after the 2011 World Cup, former Indian skipper Kapil Dev has said in a television interview.

Kapil, who led India to their first World Cup victory in 1983, during the interview with 'Headlines Today', said:"Had he retired after the World Cup, or even better, if he had announced retirement before that, it would have been good. He is a very good cricketer and has done a lot for the country. Probably he is a cricketer who loves the game more than us. There are some people who cannot leave cricket."
Tendulkar, who is still in search of the elusive 100^th international century, has scored only 68 runs in four games in ongoing tri-series in Australia, with 48 being his highest score.

Tendulkar, who was hit on the helmet by a Brett Lee bouncer on Sunday and is doubtful for Tuesday's crucial game against Sri Lanka, also took a blow on his shin while fielding and was in the dressing room for 25 overs during Australia's innings on Sunday.

Kapil said: "He should have made the announcement. He has served the nation for 22-23 years. There is no better cricketer than him. He should have told in advance that he would not play one-day cricket anymore and would play only Tests till he can. But every player has a different thinking. If you ask me, then he should have announced (his retirement) earlier."

Kapil also said that whenever Tendulkar plays he is under pressure and it is not that he is feeling pressure now as he is on the verge of his 100thinternational century.

"When was Sachin not under pressure? I am not talking in his support... He has played for so many years and has overcome all kinds of pressure to reach at this level. Every player has certain age. He is approaching 39-40. Probably, there is no age left for him to play anymore... but some people say he will play the next World Cup also. Then what could be said?"

Recently, former Pakistan captain Imran Khan too had said that the World Cup win was the right time for Tendulkar to quit ODIs.

'MS Dhoni's rotation policy defies logic, nonsense'

Former Indian cricketers on Monday slammed Mahendra Singh Dhoni'scontroversial rotation policy with one of them saying that it defies logic and another going to the extent of calling it "utter nonsense".

Dhoni had stated that senior players such Sachin Tendulkar and VirenderSehwag have to be rotated to ensure that the fielding standards of the side are maintained.

But the policy has drawn sharp reactions from former players.

Spin legend Bishan Singh Bedi said rotation makes sense only if players are in form.

"I don't know what is the logic behind this rotation policy and what exactly isDhoni thinking. But for me, the rotation policy makes sense when your players are in good form. But here none of the players are in good form. So where does the question of rotating them comes when they are not scoring?" asked Bedi.

Former captain and chairman of selectors Dilip Vengsarkar said it was fine to rotate players as long as team's winning prospects were not jeopardised.

"Rotation policy is good but should not be a hard and fast rule. One should always strive to field the best eleven players.

"It's upto the (tour) selectors to rest some player if they feel he is jaded and needs rest. As I have said if you feel someone needs rest or is looking jaded and tired playing against the same team, give him rest but at the same time it's important to win. It's a fine balancing act," he opined.

Former spinner Maninder Singh, meanwhile, called the idea "utter nonsense".

"Basically they are okay fielders.. if they are scoring runs then you are fine with it, if they are not scoring runs then they become a liability."

"He (Dhoni) was forced to have a rotation policy because it is not easy to drop a Sachin Tendulkar or a Virender Sehwag. This is a forced rotation policy, I don't agree with it. Rotation policy is okay when there is a winning streak. This is utter nonsense," Maninder said.

Another former player Chetan Chauhan, on the other hand, was completely dismissive of the policy, saying Dhoni erred in questioning the sebiorplayers' fitness at a time when the team is going through a tough phase.

"I completely disagree with what Dhoni has said. These three guys were an important part of the team during your World Cup campaign only nine months back. And in nine months they suddenly cannot become worse as fielders.

"I believe that Dhoni is trying to divert attention from his failures of the last two Test tours. This is a time when everyone should stick to each other rather than casting aspersions," he said.

"I have never believed in rotation and if you feel that these three guys are not good fielders, why have them in the team at the first place? The only players in the team who need to be rotated are the fast bowlers because they carry extra workload."

Former chairman of selectors Chandu Borde said rotation policy should not be applied to just the seniors.

"What I don't understand is why this rotational policy is applicable to only three players. When you say it is a policy it should apply to others also. Having this policy for three players defies logic.

Dhoni's comments about the fielding of some seniors raises a question whether this rotational policy is put in place because of lack of physical fitness of some players. So the question is are players selected on performance or physical fitness?' he asked.

The slog overs are still on, but the final scorecard could tell on the future prestige and legitimacy of one of the biggest sporting events to come out of India, the prized IPL brand. And beyond that, the very architecture of cricket commerce is at stake—and it involves the biggest stakeholder in world cricket today, the Board of Control for Cricket in India (BCCI), specifically, its business ethics. The flashpoint is by now well-known: the unavailability of Pune IPL's star player Yuvraj Singh, who is undergoing treatment for cancer in the US, for this year's tournament. Sahara, owners of Pune Warriors, requested for a replacement, but were turned down by the IPL. An angry Subroto Roy, the industrialist-owner of the Pune team, snapped Sahara's 11-year-old sponsorship of the Indian team and also pulled out of the Pune franchise, saying the IPL didn't provide "equality" and a "level playing field". BCCI bosses have gone into a huddle with Roy to renegotiate the deal, but Roy has some justification in taking the morally injured tone: he accuses the BCCI of denying to his team concessions freely made to others. And that's only part of the story.

Sahara spent $370 million (Rs 1,700 crore) to buy the Pune franchise; it spends Rs 3.4 crore for every Test, one-day or T20 match played by India. It says Pune and the other small teams in IPL—Jaipur, Mohali, Delhi, Hyderabad, Kolkata—are routinely meted out step-motherly treatment while the big boys (Mumbai, Bangalore and Chennai) call the shots and tweak rules to suit their needs. In principle, all IPL teams are equal. But the smaller teams say the real rules are quite simple—it will bend before power and crawl before absolute power.

The big war is around the players, those precious commodities. Sahara is still smarting from the snub of being denied a chance to buy the biggest players in 2011 when it was setting up its team. The majority opinion among teams was that all players should be sent into an open auction. After three seasons, according to rules, all players were supposed to go back into an auction. But that didn't happen, allege the small teams, as Chennai wanted to keep Dhoni, Mumbai wanted to keep Tendulkar and Bangalore wanted to keep Kohli. "Most teams wanted an auction, but the teams that matter decided they would change the rules to keep their big players," says a team official.

Then there is the money issue: the total kitty available to franchisees to build their teams. In an unregulated environment, the team with the most money will buy all the big players—Tendulkar and Dhoni and Yuvraj and Raina, say, to make a muscular line-up. That's why a team is allowed to spend only a fixed amount of money in the auctions. But if Chennai wants Ravindra Jadeja or Mumbai wants Kieron Pollard, they can spend what they want in anonymous bidding (held in case of a bidding tie), a legal way to breach the salary cap. The IPL grapevine has it that Jadeja sold for $4 million this year, double the entire sum available to each team in this year's auction. Jadeja keeps $2m, the surplus goes to the BCCI. "There are enough loopholes in the salary cap rules and there are easy ways of using them if your team has money," says an official of a north Indian team. "They can spend much more money than we can, they can become much stronger, resulting in a lopsided tournament."

The Chris Gayle deal is another example of legal violation of rules. Gayle was signed up by Bangalore last year as a replacement for Dirk Nannes. Unsold in the auction earlier in the year, Gayle had to be content with $550,000, Nannes's fees, as per tournament rules. Gayle single-handedly took Bangalore to the 2011 final. He would have been hot property if he had decided to opt for this year's auction, but Bangalore persuaded him to stay—for just $550,000. "No one believes that, that's a joke," says an insider. "He would have gone for the highest price in the auction this year. He's obviously been paid a much bigger, undisclosed amount." This deal, he alleges, allowed Bangalore to withhold Gayle from the auction; it also allowed them to go into the auction with $1.45m to spend on new bids. "The sanctity of the purse (spending ceiling) is gone," says an official.

Some teams allege this happened in 2011, which helped Chennai keep an Indian spinner. "The change in auction format was revealed less than 24 hours before it started," says an insider. "Random sequencing of players would have ensured transparency." This time, even the Mumbai IPL team protested, saying this prevented a "level-playing field" for all teams. There have been other dissenters. After the Kapugedera episode (see box), Manoj Badale of Rajasthan asked if they, too, could get a player (Rob Quiney) off their rolls, "in much the same way as Kapugedera seems to have disappeared from the Chennai list". The answer was a firm no.

All this was probably inevitable when one individual is a team-owner, the BCCI president, and is on the IPL governing council. As Sharda Ugra wrote in ESPNCricinfo, N. Srinivasan can have monologues with himself in an empty room and call it a meeting, for he's all three rolled into one. "It was stunning to see him announce the decision on Sahara and Yuvraj, for as the Chennai team owner, he's an interested party," says an aggrieved team official. "Whether you look at telecom licences or the BCCI, there's an underlying pattern of cronyism," says Santosh Desai, social commentator and Future Brands MD. "To expect good governance because corporate entities are involved might be a bit of a stretch. They view it through a pragmatic filter. From there on it's a question of doing whatever is possible, whichever way, to suit their interests."

Such conduct, reeking of strong-armed clout and preferment, causes heartburn to lightweight teams. "Shahrukh Khan wants team owners on the IPL governing council. That's too much to expect, for BCCI treats us like intruders," says an IPL official. "We need to form an association, with or without BCCI's consent." For now, Sahara is manfully bearing the cross, showing the guts to take on the BCCI, to actually pull out of the Pune franchise and Team India's sponsorship. But as they say, it's a funny game.
