HISAR: Dalits who bore the brunt of the ire of Jats in the Mirchpur village on Friday cremated their dead after the government booked station house officer of the area and the executive magistrate for alleged complicity in setting their houses on fire and killing two, including a girl.

The Hisar police rounded up five more persons for their involvement in the case. The number of persons arrested so far has gone to 30.

The district administration as well as the state government finally heaved a sigh of relief after Balmilki community cremated the bodies of Suman and her father Tara Chand, the victims of Mirchpur arson, on Friday afternoon.

Chandigarh, Apr 26 (PTI) With the recent violence against Dalits in a Haryana village triggering their exodus from there, community leaders today appealed to them to return to their homes.

The appeal was made at the all-community leaders' meeting of Mirchpur village held at Hisar today and presided over by Additional Deputy Commissioner Ashok Kumar Garg, an official release said here.

A physically challenged girl was burnt alive and her father received serious burn injuries when some persons set afire houses belonging to Dalits at Mirchpur in Hisar district on April 21.

Terming the whole incident as "highly disgraceful and regretful", the community leaders requested the Dalit families that have migrated from the village to return to their homes.

The meeting put emphasis on setting up 'Sadbhavna Samitis' at the village level so that recurrence of such incidents could be averted.

xv Erode (Tamil Nadu): Nine Dalit children were among 15 persons rescued from bondage by revenue officials from a brick kiln near Erode in Tamil Nadu, district officials said.

Benjamin Prabhu, revenue divisional officer, Erode said officials had acted on information that 15 persons of Kattuserry village in Nagapattinam district were being forced to work as bonded labourers in a brick kiln at Kalingarayanpalayam, 12km from Erode.

The officials went to the kiln yesterday and spoke to the 15 persons, belonging to three families. One of them alleged that they were not being paid proper wages and that their children are suffering for want of education.

The officials registered cases under SC/ST (Prevention of Atrocities) Act, Minimum Wages Act and abolition of bonded labour act against the kiln owner.

The rescued were sent back to their native town after being given a part of Rs10,000 to be granted as per government rules. The balance would be given later after receiving funds, they said.

One of the bonded labourers reportedly received Rs30,000 as advance from the owner and another, Rs20,000.

The owner said the amounts were adjusted against their wages. He also claimed that he had not violated any rules and that all the families were given proper wages.

Pune: In a first-of-its-kind exhibition in Pune, Dalits will be exhibiting their success stories with the aim of inspiring others from the community and helping them make it big in life.

There will be 200 Dalits narrating how they made it in different spheres of life without feeling helpless or marginalised.

The Dalit Indian Chamber of Commerce and Industry (DICCI), which is organising the DEEP Expo from June 4 to 6, is expected to turn it into a yearly affair. A trust founded to empower the Dalit community,DCCI offers non-monetary help in order to enhance entrepreneurial skills of aspiring people.

"The idea to promote talent within the community struck when despite assurances from the private sector that affirmative action would be taken through training programmes, job opportunities and scholarship, not even 10% of what was promisedwas achieved," said DICCI chairperson Milind Kamble.

He added that the exhibition will have seminars,lectures, talks, presentations, stalls, business to business opportunities and experts giving help on financial management, labour, laws, and tax matters.

"There will also be officials from MHCCI, CII, FICCI and from departments like social justice who can inform people how funds can be used," said Kamble. "There is a perception that Dalits can only move ahead in life through reservation or monetary help. This will encourage other Dalits and they will aspire to make it big without any help."

A book on 20 people who have made it big will be released. People who have ideas and are looking forward to some financial aid could also find help at the exhibition. "All they need to do is register with us," said Kamble.

BANGALORE: It is the longest-serving inquiry commission in Karnataka, and the reason is not because the panel was unable to meet the deadline, but sheer apathy of governments of the day — since 2004 — to provide necessary inputs to get the commission going.

The A J Sadashiva Commission of Inquiry (constitutional benefits and review of disproportionate and inequitable distribution among the scheduled castes in Karnataka) was set up by the Dharam Singh government in 2004. The panel was constituted following a demand by one sub-sect of the SCs — Madigas (left wing) — that some sects amongst the SCs had cornered reservation benefits.

Initially, delay in the panel getting down to work was lack of infrastructure and staff. Later, it was funds release. Chief minister B S Yeddyurappa, after taking charge, assured full support to the commission, but the funds were not released in time in 2009.

Now, allocation of Rs 11.12 crore has been made and also released. But the cabinet has to approve unit-wise expenditure, which was submitted a month ago, sources told TOI.

The commission's major exercise is conducting door-to-door survey of 101 categories of SCs, to determine their backwardness. For this, a comprehensive 195-question format was prepared, which took almost a year.

The queries pertain to educational, cultural and economic background of families, and also the extent of reservation availed by them. However, the survey, which was to commence from April, was deferred as census work is under way. "Though we had planned to conduct the survey along with the census, we were asked to defer it,'' sources said.

INTERNAL RESERVATION

While the commission will look into disparities in availing benefits by the SC sub-sects, the BJP has raised the issue of according `internal reservation' (reclassification of 18% reservation amongst the sub-sects). The Congress-JD(S) has dubbed it a gimmick in view of the ongoing gram panchayat elections.

However, minister Govind M Karjol said the government will table a resolution in the next legislature session, urging the Centre to accord equal benefits to all SC sub-sects on the basis of their population. "Presently, of the 22.7% SC/ST population in Karnataka, the SCs constitute 16.5%. The reservation benefits meant for them are being cornered by a section of powerful sub-sects and politicians belonging to it. As a constitutional amendment is required to Article 341, only Parliament is empowered to do so,'' he added.

THE BREAK-UP

* Demand for reclassification of reservation was made by the Madiga sub-sect, after the Andhra Pradesh government order providing such reservation was struck down by the Supreme Court. The Usha Mehra Commission was constituted after the apex court quashed the AP government order. The commission submitted its report in 2008, which is before the Centre.

* Internal classification issue was recognized by the Punjab government in 1975 — one reason being Punjab has the highest proportion of SCs — 24.7% in 1972 to 28.85% as per the 2001 census.

* In Karnataka, SC/STs together tip the population scale at 22.7%. The SC/STs Order (Amendment) Act, 1976, notified 101 SCs in Karnataka. But the divide is broad-based into Right Hand (Holeya) equivalent of Malas in Andhra Pradesh and Left Hand (Madigas, who go by the same name in AP).

* While the right wing identifies with B R Ambedkar and Buddhism — politicians Mallikarjun M Kharge, C Motamma, G Parameshwara, H C Mahadevappa, K H Ranganath and V Sreenivasa Prasad hail from this, the left aligns with former Dy PM Babu Jagjivanram, with Union minister K H Muniyappa, Karnataka minister Govind Karjol and former ministers D Manjunath and Alkod Hanumanthappa.

Report by Orissadiary correspondent; Bhubaneswar : The General Secretary of National Campaign on Dalit Human Right (NCDHR), N Paul Divakar has threatened here on Saturday to lodge a case if the government fails to make a specific law for allocation of funds under special component plan(SCP) for SC category. He has even alleged saying that after 30 years of implantation of SCP fund allocation under state budget, the socio-economic condition of SCs/STs of state of Orissa to remain deteriorating is a shame.

The General Secretary of National Campaign on Dalit Human Right (NCDHR), N Paul Divakar has alleged that SC and ST people have remained poor because Orissa government does not spend what it allocates in the budget for them.

In the vote on account budget recently passed in the assembly the government has allocated funds for SC/ST people in proportion to their population. But its record of spending far less than the actual amount allocated has been a concern for upliftment of the people belonging to these categories.

For example of 2009-10 annual budget, he said while total plan outlay for the year was Rs 9924.12 crore, the amount allotted under Special Component Plan (SCP) for the SC category remained Rs 1492.18 crore which is only 15.04 per cent. "As per the norms of planning commission of India, the funds allocation under SCP should be in proportion to the concerned population of the category. As SCs constitute 16.53 per cent of the total population of Orissa, the budgetary allocation for the same would have been Rs 164.04 crore.

By allocating lesser amount the state government has denied Rs 148.27 crore to the people of this category.

While in the health and family department Rs 28.74 crore was allocated under SCP for SC, the actual amount spent directly for the development of the group was only 2.62 per cent.
