In a shocking incident, three persons allegedly chopped off both hands and legs of a 27-year-old dalit youth at Pagari Bangla village under Malawar police station limits in MP's Rajgarh district, apparently over a petty issue, police said on Sunday. The victim, identified as Jagdish, has been referred to Bhopal for treatment and was in a serious condition, they said.

The incident took place on Saturday when the accused, identified as Arjun Thakur, Shiva Gurjar and Madan, attacked Jagdish with an axe and a sharp-edged weapon since he had complained to police against them for allegedly stealing an electricity meter from his agriculture field.

Police said that a case has been registered against the accused but no arrest has been made so far. Meanwhile, Madhya Pradesh Congress Committee president Kantilal Bhuria has strongly condemned the incident saying the state administration has become "defunct".

MLC urges Dalits to fight for their rights

http://www.thehindu.com/news/cities/Mangalore/article2844599.ece

Dalit organisations should fight for the rights of the community, D.S. Veeraiah, MLC, said here on Sunday.

Inaugurating a function organised by the district unit of the Dalit Sangharsh Samiti (Bheemavada) to mark Republic Day, Mr. Veeraiah said that it was mandated by law that all government bodies reserved 22.75 per cent of funds given to them for the uplift of the Scheduled Castes.

However, this was not being utilised properly. He blamed Dalit organisations for it, stating that they had failed to ensure that the funds were utilised for the welfare of Dalits.

Dalit groups should fight for the rights of SCs and ensure that the funds were utilised according to law, Mr. Veeraiah said.

On the issue of "made snana", Mr. Veeraiah said that society must rid itself of the ritual by raising awareness on it.

Similarly, the manual disposal of night soil must also be stopped.

On his association with the BJP, Mr. Veeraiah said he would not have risen to the present level if he was with the Congress or the Janata Dal (Secular).

Contribution

Speaking about Ambedkar and his contribution to the country, Mr. Veeraiah said Dr. Ambedkar favoured nationalisation of water resources.

But today, the States were fighting for the scarce resource. Dr. Ambedkar, had suggested nationalisation of financial institutions, and Indira Gandhi arrived on the scene late on the issue.

Puttur town municipality president Kamal Anand was felicitated.

Habibullah for giving SC status to Muslim and Christian dalits

http://economictimes.indiatimes.com/news/politics/nation/habibullah-for-giving-sc-status-to-muslim-and-christian-dalits/articleshow/11673271.cms

NEW DELHI: At a time when the issue of quota for backward class Muslims has stirred a political controversy, National Minority Commission chief Wajahat Habibullah has made a strong plea for granting Scheduled Caste status to Muslim and Christian Dalits to get them reservation benefits.

Referring to the Constitution Order of 1950 that asks for inclusion of those Dalits, who converted to Buddhism and Sikhism in the SC category, Habibullah said, "Our case is that if you have extended it to some religious groups, if you extend it to some minorities, then it is unfair. It must extend to all minorities."

He said he also met the Chairperson of the National Commission for Scheduled Caste P L Puniya in this regard after taking over as NCM Chairperson last year.

"We have discussed it. They (NCSC) of course have no problem. They were only having difficulties with some kind of percentages or number but that is something that can be seen," the NCM chief said.

Habibullah said that if reservation is given to some sections to provide them restitution for some injustice done to them in their perception, "simply because they changed their religion does not mean that they have not suffered those atrocities over the centuries."

The contentious issue of reservation for Dalit Christians and Dalit Muslims, which also found favour with the Rangnath Mishra Commission report, is currently pending before the Supreme Court.

The apex court had on January 21 last year asked the central government to submit its views regarding para 3 of the Constitution (Scheduled Caste) order of 1950, which says that no person, who professes a religion different from Hindu, Sikh and Buddhist religion, shall be deemed to be a member of the Scheduled Caste.

SP chief Mulayam promises dalit status to 17 OBCs

http://timesofindia.indiatimes.com/city/allahabad/SP-chief-Mulayam-promises-dalit-status-to-17-OBCs/articleshow/11684002.cms

BAHRAICH: In a bid to woo the voters belonging to other backward castes, Samajwadi Party supremo Mulayam Singh Yadav on Sunday said that if voted to power SP would accord the status of dalit to 10 other backward castes including Nishad, Kewat, Mallah, Kashyap, Kahar etc and they would be able to avail the benefits, which the dalits get. In addition to this, every man would be given the coat and blanket and the women would get two sarees for free every year.

Mulayam said that all the debts of the farmers would be waived off, no land of the farmers would be auctioned and if the farmers are unable to pay the debt, the same would be repaid by the state government.

Addressing an election meeting at Gend Ghar, he warned the bureaucrats who 'clean' the shoes of Mayawati and implicate his party workers in the false cases, and said that such officers would be sent to jail. Mulayam also termed Mayawati the queen of the citadel, who does only couple of jobs which includes counting the currency notes and laying the stone.
He also appealed the public to bring his party to power with full majority, so that he does not have to take the support of any other party to form the government.
