VARANASI: A minor girl from dalit community was allegedly gang-raped by three teen aged boys at Mahjooda village under Suriyawan police station in Bhadohi district on Thursday evening.

 

The police, however, denied gang rape and said that the girl was raped by a boy of the same community while two others were also present at that time.

 

All the three were arrested on Friday.According to reports, the 16-year-old girl had to gone to field on Thursday evening when three boys Jogi Chamar (18), Sarvjit Chamar (17) and Chandra Srivastava (18) dragged her away to a lonely place and raped her. After returning home girl narrated her agony to family members.

 

The Bhadohi SP Ashok Kumar Shukla, when contacted over phone, told TOI that Jogi Chamar, who raped the girl, is the main accused, while two others helped him to overpower the girl. The matter is being investigated, he said.

CM launches SC, ST Sub-Plan Act

Rajahmundry: Chief Minister N. Kiran Kumar Reddy launched the implementation of SC/ST Sub-Plan Act at Jangareddygudem in West Godavari on Friday.

 

Addressing the people on the occasion, the CM said with the implementation of the Act, they were able to fulfil the dreams of late prime minister Indira Gandhi. Explaining the circumstances leading to the making of the Act, the CM said that Indira Gandhi contemplated the sub-plan during 1974-75 in order to allocate special funds to SC/ST communities to improve their lot and added that in due course of time, there was no much thrust on the plan.

 

However, Congress president Sonia Gandhi wrote letters to Chief Ministers asking them to bring out legislations to provide welfare to these communities. Accordingly, the Congress government in the state set up a sub-committee headed by the deputy chief minister Damodar Raja Narasimha and came out with a report in three months.

 

The CM said, "We convened special session of the Assembly for two days and took up discussion and finally passed the bill. The main objective of the bill is to ensure funds allocated to these communities to be spent only for them and any chance for diversion of these funds for other purposes is ruled out.

 

With these funds, these communities will be provided with education, health, employment, houses and development of infrastructure in the colonies being inhabited by these communities. We are going to spend Rs 8,585 crore for SCs and Rs 3,666 crore for STs in one year. In case of funds allotted failed to get spent in a year, fresh allocation of funds will be made and unspent money will also be spent to improve the lot of these communities."

 

The CM took a dig at the Opposition including Telugu Desam, YSR Congress and the Leftists for trying to stall the Bill during the debate taken up in the special session in the Assembly.

 

He said, "Though we expected the support from all these parties given the importance of the Bill, we are disappointed over their attitude. I wonder as to why Telugu Desam chief N. Chandrababu Naidu who is fond of taking up padayatra, failed to attend the Assembly session.

 

Being the leader of the Opposition in the Assembly, it is his bounden duty to express his opinion on such an important bill. Their attitude towards the bill exposes their commitment for SC and ST communities."

 

He said that an awareness drive on the Act will be taken up beginning from April 5 all over the state for the benefit of these communities and avail the benefits of the Act. He said, "I assure you that every rupee either allotted or spent will be accounted for under the Act."

National SC/ST Commission vice-chairman Raj Kumar Verka has demanded the action-taken report from the district administration on the alleged discrimination against Dalits at a gurdwara at Lehrakhana village in the district.

 

Verka was here to discuss the status of the SC/ST welfare schemes and programmes running in the district with the administration.

 

"This issue was not discussed at the meeting. The district authorities did not inform me of the case," Verka said at a press conference after the meeting held with deputy commissioner KK Yadav, SSP Ravcharan Singh Brar and other district officials.

 

"I have come to know about this case from the media. I will serve a seven-day notice on the Bathinda DC and SSP to submit the action-taken report on the issue," said Verka.

 

Tension had mounted at Lehrakhana village after Dalits were allegedly discriminated against.

 

Sitting Congress MLA from Tarn Taran, Verka was also not happy with the district administration for presenting a "half-hearted" report on the status of cases registered under the SC/ST Act. "They provided an incomplete report on the status of cases registered under the SC/ST Act. I have told them to provide me details of the conviction rate in these cases."

 

Verka said, "The cases of exploitation of Dalits have been increasing in the state. The Punjab government has not been running any schemes for Dalits. They are also sending back the money sent by the Centre for constructing hostels for Dalit students."

 

On the status of reservation in the state, Verka said, "Punjab has the highest Dalit population in India. But the state government is not providing jobs in that ratio. Only 13% posts under reservation have been filled in the state whereas at least 33% such posts should be filled."

Tribal people seek action against caste Hindus

The Tamil Nadu Tribals Association (TNTA) has urged the district police to take action against caste Hindus for allegedly attacking the Irular families (Scheduled Tribes) living at the foothills of Sanarappan hills at Senrayanayakkanur in Bargur panchayat union last week.

 

In a petition submitted to the Deputy Superintendent of Police on Tuesday, TNTA State secretary S. Palanisamy demanded action against the attackers under the SC, ST (Prevention of Atrocities) Act.

 

Allegation

Mr. Palanisamy alleged that the caste Hindus had abused Irulars and also prevented them from drawing water from the common water facility.

 

The Irular families have been living in 17 group houses allotted by the government for the past 25 years. It was alleged that last week, K. Madhappan, one of the residents, went to a nearby granite quarry owned by a Chennai-based company to request the supervisor not to carry out mining works after 8 p.m. as a few children including his daughter were studying for public examinations. After he returned home, a group of people assaulted him and his family.

 

Madhappan said he along with a few other residents went to the Pochampalli police station to lodge a complaint. But the police did not register it.

 

Before they returned the village, one more Irular couple was allegedly attacked by the supporters of the quarry.

 

When contacted, G. Gajendran, Deputy Superintendent of Police, denied the allegations and said an FIR had been filed and the officials were instructed to take action against the attackers.

Madhappan added that because of the explosives used in the quarry, the ceilings of the most of houses were damaged.
