West Bengal Governor visits Netai, Baghbinda! M K Narayanan consoled the members of the families of the Forward Bloc workers who were killed by suspected Maoists recently at Baghbinda village under Jhalda Police Station in Purulia district.The Governor arrived in the district by a helicopter which landed in the premises of Jhalda Satyabama High School. From there, he went to the village, travelling a distance of seven km.During his interaction with the victims' families, Mr Narayanan consoled them and assured that he would see to it what could be done.Seven Forward Bloc workers were gunned down by suspected Maoists in Jhalda Police Station area on December 16.
His visit took place the day Chief Minister Buddhadeb Bhattacharjee met Union Home Minister P Chidambaram in Delhi over the state's law and order situation that came under national focus with both the ruling Left Front and the main opposition Trinamool Congress accusing each other.

Mr Narayan began the day with a visit to Netai village in the Maoist hotbed of Lalgarh, about 200 km from Kolkata, where nine local people were shot dead and 17 injured on January 7 in firing, allegedly by armed men sheltered in a CPI(M) leader's house.
He later went to Baghbinda, a hilly village in Jhalda block of Purulia district, about 225 km from Kolkata. There, seven supporters of the Forward Bloc, a major partner of the ruling Left Front, were gunned down by the rebels on December 17.
At Netai, the Governor spoke to villagers and listened to their complaints. He also visited the house from where shots were allegedly fired and talked to police and district officials on the measures they were taking to curb violence.
"I will file a report to both Central and the state Governments on the feelings and demands of the villagers," Mr Narayanan told reporters.
Referring to the Maoist depredation, he said, "I know about the Maoist problem. I have a fair idea about what the rebels are capable of," he added.
The Netai incident prompted the Union Home Minister to call the Chief Minister for talks in Delhi while the Governor issued a statement expressing his shock and asking the state Government to 'act positively".
At Baghbinda in Purulia district, too, Mr Narayanan went round the spot of the massacre. He talked to the local people and sympathised with the families of the victims.
"International prices of foodgrains have increased sharply. There has also been a sharp increase in oil prices globally. However, the Government is making all efforts to bring stability in the prices," the Prime Minister told reporters after the swearing-in of three new Ministers in the Union Council of Ministers and three Ministers elevated to the Cabinet rank.
Asked about the time frame for bringing down prices, he said, "I am not an astrologer. But I am confident that we will be able to bring in price stability by March."
SC notice to Gujarat govt in Sohrabuddin fake encounter case.
The Supreme Court issued notices to the state of Gujarat and 19 accused in Sohrabuddin Sheikh fake encounter case on an application by the Central Bureau of Investigation (CBI)seeking transfer of the case outside Gujarat to ensure a free and fair trial.
All the 19 accused, including former Gujarat Minister of State for Home Amit Shah and 14 senior police officials, are facing trial in the case.
Sohrabuddin was allegedly killed in a fake encounter on November 26, 2005, near Ahmedabad and a few days later his pregnant wife Kauser Bi was also killed.
The sole eyewitness in the case Tulsi Ram Prajapati was also found dead under mysterious circumstances.
According to the CBI, since a former minister who is very close to Chief Minister Narendra Modi and senior police officials including the then head of Anti Terrorism Squad V D Vanzara, a police officer of DIG rank are facing trial, prosecution witnesses will not dare to depose freely and without fear against the influential undertrials and it will be therefore in the interest of the justice to transfer the case outside the state of Gujarat.
The prices of essential commodities have increased sharply in recent weeks, leading to rise in food inflation levels. The Government last week announced several measures to tackle the rise in the prices of essential commodities.
On February 9, OPPOSITION will organise a mass demonstration in New Delhi in which the main leaders of all the parties will participate.
In a statement, the leaders said the people were suffering due to the relentless increase in the prices of food articles.
"Onions and vegetables have gone out of the reach of the common people. Food inflation remains unbearably high. The general inflation rate of 8.5 per cent is an iniquitous tax on the people. While the people are groaning under price rise, the country is witnessing rampant corruption and plunder of resources," they said.
According to them, the United Progressive Alliance (UPA) government remained callous to the plight of the people.
"False assurances are given that the prices will come down within a short period. The ministers in the UPA government are giving differing and contradictory statements regarding price rise and how to tackle it," they said.
The signatories to the statement were Mr Prakash Karat of the Communist Party of India (Marxist), Mr A B Bardhan of the Communist Party of India, Mr H D Deve Gowda of the Janata Dal (S), Mr Arjun Charan Sethi of the Biju Janata Dal, Mr Debabrata Biswas of the Forward Bloc, Mr Abani Roy of the Revolutionary Socialist Party, Mr Nama Nageswara Rao of the Telugu Desam Party, Mr Thambi Durai of the All India Anna Dravida Munnetra Kazhagam and Mr Ajit Singh of the Rashtriya Lok Dal.
The statement said the Government had not taken any effective measures to curb price rise and, on the contrary, its policies had contributed to inflation.
It said that, since deregulation, petrol prices had been hiked seven times, leading to a 20 per cent rise in petrol prices. It said the Government had not stopped the speculation through forward trading in food items and essential commodities. The export-import measures for commodities such as onions had fuelled price rise and helped private trading companies to make huge profits, it said.
"The price rise of food items have not benefited the farmers. In many areas, farmers in distress continue to commit suicides. Neither do they get remunerative prices nor are they compensated adequately for crop losses. The Central Government has not extended adequate assistance to meet the losses of farmers due to unseasonal rains," it said.
The statement said the Manmohan Singh government wanted to allow foreign companies in the muti-brand retail trade. This will mean loss of livelihood for lakhs of shopkeepers and traders, it said.
The leaders demanded a ban on forward trading in food items and essential commodities, universalisation of the public distribution system, firm measures against hoarding, bit forward trading in food items and essential commodities, remunerative prices to farmers, inputs at reasonable cost to boost productivity in agriculture, end to the deregulation of petroleum products and barring of foreign capital in retail trade.
The Supreme Court today strongly disapproved the conduct of human rights activist Teesta Setalvad in sending a copy of her letter to a foreign human rights organisation giving details of what is happening in Indian courts in relation with the 2002 Gujarat riots cases.
Ms Setalvad has sent a copy of her letter, written to the National Human Rights Commission and Special Investigation Team (SIT) to the office of High Commissioner, Human Rights, Geneva.
A three-judge bench comprising Justices D K Jain, P Sathasivam and Aftab Alam severely reprimanded Ms Setalvad for sending the letter to a foreign human rights organisation.
Justice Jain said, "What is this? It seems that you have more faith in the foreign agency than this court. This court is competent enough to take care of what is happening in courts of this country."
He asked Ms Kamini Jaiswal, counsel for Ms Setalvad, "Can that organisation instruct us?"
Ms Jaiswal tendered an unconditional apology to the court and assured it that she would never write again to any foreign agency in future.
The apex court accepted the apology and disposed of the complaint, and fixed March 3 for further hearing of the case.
It also kept the SIT application, seeking direction to the Gujarat High Court not to transfer the trial court judge hearing a Gujarat riot case as the trial is at the advanced stage and 194 witnesses have already been examined.
The court was, however, informed that it was a routine transfer.
The apex court was also informed that the trial judge in the Naroda Patiya riot case has already been transferred from the Ahmedabad court.
The Supreme Court is monitoring the probe in 10 major riots cases and the SIT is investigating the role of 62 top functionaries of the Narendra Modi government, including that of the Chief Minister.
The SIT has also submitted a fresh status report giving details of the progress made in the investigation.
Earlier, there were reports that SIT had given a clean chit to Mr Modi.
Prime Minister Manmohan Singh today launched the Mobile Number Portability (MNP) service in the country by making the inaugural call to Union Communications Minister Kapil Sibal from a ported number.
Dr Singh said telecommunications provided a key tool for the socio-economic transformation of the rural areas.
He congratulated the telecom sector on the introduction of MNP and for being the fastest growing telecom market in the world. He said MNP was a shining example of how telecommunication services had helped to widen human choices in a very important area of the nation's economic activity.
"The telecom sector is one of India's known and praised success stories. Telecom services in our country have witnessed very rapid growth over the last decade and today we are the fastest growing telecom market in the world. The prices of our telecom services are among the lowest globally. We can be reasonably proud of our achievements in this very important sector, which has the potential to act as a catalyst for the growth of other sectors of our economy," he said.
Dr Singh said India had achieved a teledensity of about 65 per cent and the mobile subscriber base had reached around 750 million today from a mere 33 million in March 2004. On an average, about 15 million new subscribers are being added each month, he said.
"More of our countrymen have been touched by this revolution than by any other program, product or service in the history of our nation and that too at a pace unprecedented in the world at large," he said.
Pointing out that competition all over the world enhanced the efficiency of businesses, he said it improved the availability and quality of products and services.
"The telecommunications sector is a prime example where the fruits of increased competition are visible to all. It is believed that Mobile Number Portability, besides enabling a subscriber to change operators without losing his or her original number, will also trigger greater competition. The telecom service providers will seek to improve the range and quality of their services in order to retain their existing subscribers and also to attract subscribers from other operators. This should further spur the growth of the Indian telecom sector," he said.
The Prime Minister said the Government's efforts for inclusive growth would not be successful unless it brought about a socio-economic transformation of the rural areas.
"Telecommunications provide a key tool to make this happen. Indeed, access to affordable telecom services is the most important development that has happened in the rural areas of our country after the Green Revolution. Our government has taken the initiative for faster rural penetration of telecom services through the Universal Service Obligation Fund to set up towers and cell sites in rural and remote areas. I have been told that more than eleven thousand crore rupees have been spent on various schemes by the Universal Service Obligation Fund," he said.
Dr Singh said the advent of 3G and Broadband Wireless Access (BWA) Services would provide a further boost to the provision of affordable voice and broadband services in the country.
"We must therefore, work on strategies and steps to leverage broadband telecom in addressing persistent development challenges in the field of education, health and rural development. If we modify our approach to development issues and devise new strategies that leverage broadband to the maximum, I am confident that we will overcome many challenges and we will be able to usher in transformational change instead of incremental improvements. Indeed, ubiquitous telecom services have the immense potential to bring many more people from the periphery of the economy into the national mainstream and that should be our objective," he said.
"Our future generations will live in an increasingly globalised digital economy. Our ability to communicate and be in touch with others will be a major determinant of the pace of our progress. We must strive tirelessly in that direction," he added.
Mr Sibal said that, though India had introduced MNP relatively late vis-à-vis other developed countries, it had done so by adopting the latest technologies and methodology.
He said India had now joined the select list of advanced countries like the United States, the United Kingdom and China in providing MNP services.
He said that India was unique in the matter of size, number of subscribers, growth rate of the market and the number of operators per licensed service area. He said no country had a network of so much complexity.
Mr Sibal said MP would not only give wider choices to Indian subscribers but would also compel service providers to offer innovative, affordable and competitive tariff plans.
The MNP service will allow subscribers to retain their existing mobile telephone number even when they switch from one access service provider to another, irrespective of mobile technology or from one technology to another technology of the same or any other access service provider within the same service area.
The MNP service was initially launched in Haryana Licensed Service Area on November 25, 2010 which served as a pilot and helped resolve all problems in the countrywide implementation. Subsequently, a phase-wise migration plan of networks in all the other Service Areas was worked out by the Department of Telecommunications (DoT) in coordination with service providers. During the migration process, validation of technical parameters was carried out for successful and smooth migration of the networks of various service areas. Technical migration activity has been completed as planned on January 19, which has completed the ground work for commencement of MNP Service on a commercial basis from today.
From today mobile subscribers in all service areas across the country have the choice of selecting their telecom service provider within the Licensed Service Area without changing their number, provided a minimum period of 90 days has elapsed after subscription to the mobile service of their current service provider.
For availing this facility, the subscriber has to generate a unique porting code (UPC) by sending an SMS (PORT Mobile number) to 1900. With this UPC, the subscriber has to do all the formalities of registering as a new subscriber and present the UPC to the new service provider. In Jammu & Kashmir, the pre-paid subscriber shall call to 1900 and get the UPC from the operator.
Porting has to be completed within seven working days except for Jammu & Kashmir, Assam and North East Service Areas where 15 days time has been prescribed.
The Telephone Regulatory Authority (TRAI) has put a ceiling of Rs. 19 on porting charges which the new service provider may collect from the subscriber. Post-paid subscribers before making the porting request, have to make sure that their last bill has been paid failing which the request for change to a new service provider shall be rejected. In the case of pre-paid subscriber any balance amount left will not be carried forward when the number is transferred to the new service provider, an official press release added.

Economic, infra ministries get a fillip in cabinet reshuffle
NEW DELHI: Prime Minister Manmohan Singh on Wednesday undertook wholesale changes in the portfolios of his ministers, particularly those manning key economic and infrastructure departments, with the impending assembly elections and concerns over charges of corruption emerging as the key drivers behind the reshuffle.
The prime minister went in for only a limited expansion, and a more comprehensive cleansing exercise is expected to follow after the conclusion of the budget session of parliament. "This is a minor reshuffle. We will do a major reshuffle after the budget session," he told newspersons after the swearing-in ceremony.
The reshuffle-cum-expansion exercise saw the induction of three new faces, elevation of five ministers, three of them to cabinet rank, and easing the burden of ministers holding more than two portfolios.
But if the prime minister was expected to wield the scalpel and go in for a major surgery in an attempt to bridge his government's widening credibility deficit, that did not happen. No minister was dropped on the charges of either non-performance or ill-health. Ministers whose performances had come under intense scrutiny in the past few months because of either allegations of irregularities in their departments or inefficiency have merely been shunted to less powerful ministries.
Singh, nevertheless, took care to shift ministers who were considered to be too close to corporates with close links to their ministries.
While petroleum minister Murli Deora was moved to the less-glamorous corporate affairs, civil aviation minister Praful Patel , after being elevated to cabinet rank, was sent to heavy industries. Overseas Minister Vayalar Ravi has been given additional charge of civil aviation.
S Jaipal Reddy, whose conduct as the urban development minister had come in for a fair deal of criticism on the eve of the Commonwealth Games, has been conferred the high-profile job of steering the petroleum ministry while Sports and Youth Affairs Minister MS Gill, who too got a lot of flak for mishandling the Games preparations, has managed to survive, and has been handed over charge of the statistics and programme implementation ministry. Ajay Maken, minister of state (MoS) for home, has been entrusted with independent charge of the sports and youth affairs ministry.
CP Joshi, whose record as the rural development minister was considered to be too disappointing, has been moved to the roads and surface transport ministry, replacing Kamal Nath , whose tenure was marked with charges of corruption. The Chhindwara MP will now steer the urban development ministry. Vilasrao Deshmukh, till now the heavy industries minister, is the new rural development minister. He gets additional charge of panchayati raj.
As reported earlier, the prime minister left the Big Four—Pranab Mukherjee (finance), AK Antony (defence), P Chidambaram (home) and SM Krishna (external affairs)—untouched. Law and Legislative Affairs Minister Veerappa Moily too survived, but Kapil Sibal was divested of the science and technology ministry while being allowed to retain HRD, with telecom as additional charge. Rajya Sabha member Ashwani Kumar, who stages a comeback in the union council of ministers after a gap of 19 months, has been entrusted with planning, science and technology, earth sciences and parliamentary affairs in the MoS rank.
US, China ink $45 bln of export deals
WASHINGTON: The United States and China have agreed export deals worth $45 billion dollars, the White House said Wednesday, as President Hu Jintao formally began a US state visit.
Citing 70 agreements spanning 12 US states, the White House edged away from the fevered rhetoric that has come to dominate trade ties between the two powers, saying the massive package would support 235,000 US jobs. The total includes an order for 200 Boeing aircraft worth an estimated $19 billion dollars.
While foreign leaders frequently bring a fistful of trade agreements to Washington, the scope of Wednesday's deals points to rapidly deepening trade between the United States and its emerging rival.
Chinese businesses have descended on the United States to coincide with Hu's four-day visit, inking agreements with US titans Alcoa, General Electric, Honeywell, Westinghouse and Caterpillar among others.
The deals span sectors as diverse as agriculture, gasification, railways and hybrid buses. An additional three billion dollars' worth of Chinese investment in the United States has also been announced.
The deals come in stark contrast to the trade spats that have complicated relations in recent years, when US officials have appeared increasingly exasperated that cheap Chinese products are flooding the US market.
Washington has frequently challenged China at the World Trade Organization and complained that Beijing has kept the value of its currency artificially low to boost its exports, risking dangerous imbalances in the global economy.
But US officials Wednesday shifted the focus onto the benefits of trade with China, namely Chinese investment in the United States and US exports to China.
Trade with China, the White House said, was worth $100 billion to US exporters each year and half a million US jobs.
Both presidents are expected to underscore that message when they meet with US and Chinese chief executives later in the day.
"(The) US firms are some of the major firms that have been exporting products to China, and the Chinese firms that have invested in the United States and created jobs in the United States," a US official said.
The meeting will also touch on US complaints that China does not adequately protect copyright and unfairly discriminates against foreign firms in competitions for lucrative government contracts.
The White House said steps had been taken toward resolving each of those issues.
China, officials said, had agreed to audit the use of legal software and include cash for legal software purchases in the government's budget.
Beijing is also said to have agreed to "delink its innovation policies from its government procurement preferences," and to extend a procurement agreement beyond the central government.
Indian names in Swiss bank disclosure to WikiLeaks?
NEW DELHI: Details of Swiss bank accounts given to WikiLeaks by private banker-turned-whistleblower Rudolf Elmer has a few Indian names.
The data revealed names of Indian entities including two apparently linked firms — Annapurna Convertible and Anna Investments — and two individuals Asad Ali Khan and Zahida Ali Khan .
The story was reported by the television channel, Headlines Today, which said that it was not in a position to verify the details. Elmer is a former employee of Swiss bank Julius Baer and the bank has said he had leaked the accounts motivated by unfulfilled career expectations.
Although information is sketchy, it might lead to more leads.
Annapurna Convertibles reportedly has $85 million and Anna Investments $9.7 million in Julius Baer bank. These are among the 2,000 names in two discs Rudolf Elmer gave WikiLeaks.
These are believed to be account details of prominent people and WikiLeaks founder Julian Assange has promised to provide details.
The data is not yet available on the WikiLeaks website. It was held on two discs handed over by Elmer at a press conference in London. Assange promised full disclosure once information had been vetted.
Elmer is scheduled to go on trial in Switzerland on Wednesday for breaking bank secrecy laws.
The banker, who has given data to WikiLeaks before, was fired from Julius Baer in 2002.

These are believed to be account details of prominent people and WikiLeaks founder Julian Assange has promised to provide details.
The data is not yet available on the WikiLeaks website. It was held on two discs handed over by Elmer at a press conference in London. Assange promised full disclosure once information had been vetted.
Elmer is scheduled to go on trial in Switzerland on Wednesday for breaking bank secrecy laws.
The banker, who has given data to WikiLeaks before, was fired from Julius Baer in 2002.

PM flags off MNP; to trigger competition among mobile players
New Delhi: Ushering in a new and consumer friendly regime in the sector, Prime Minister Manmohan Singh today flagged off nation-wide Mobile Number Portability, a service that allows subscribers to change service provider while retaining the number.

This would benefit over 700 million subscribers, both in GSM and CDMA categories in the country. The new policy would force the operators to shift focus from acquiring new subscribers to retaining the existing ones.
All that a customer needs to do for changing his telecom operator is pay a maximum of Rs 19. He/she will get a new service provider within seven working days as per the guidelines of regulator TRAI.
"Till now, operators were competing to acquire new subscribers. But launch of MNP will force them to offer innovative and quality services to retain their subscribers," Singh said. The Prime Minister marked the launch of the service by making a call to Telecom Minister Kapil Sibal who was seated next to him.
MNP services were first launched in Haryana in November last year and according to industry estimates, less than one per cent subscribers opted for changing their operators.

The Prime Minister said the telecom sector acts as a catalyst for growth of other sectors of the economy.
"Today's development -- launch of MNP -- will go a long way in enhancing customer's satisfaction," he added. With monthly addition of 15 million subscribers, India has achieved a teledensity of 65 per cent.
The Indian telecom sector, which is the fastest growing in the world with the lowest tariffs, has grown from 33 million in March 2004 to about 750 million now. Telecom operators have welcomed the launch of MNP services, stating that the move will "liberate" subscribers from non-performing service providers.
Describing subscriber as a king, Sibal said the service would offer wide choice to customers. "MNP will compel service providers to offer innovative, affordable and competitive tariff plans for the benefit of the masses," he said.
The minister said the operators will have to make substantial investments in network, technology and processes to ensure continuous improvement of their "Quality of Service."

Though India has introduced MNP relatively late vis-a-vis other developed countries but at the same time it has been done by adopting the latest technology and methodology. As of now the MNP services would be available within a circle, Sibal said. .
MNP, the consumer-friendly service, was mooted over two years ago and was supposed to be implemented by the end of 2009.
However, the schedule for implementation had to be deferred several times, owing to reasons ranging from the lack of preparedness of operators to delays in the appointment of an agency to oversee execution of the MNP project.
Customers will have to pay a maximum of Rs 19 to an operator to change their network and the new operator has the option to either waive the fee or reduce it. However, a consumer will have to remain with one operator for a minimum period of three months in order to avail the MNP service.
The new policy would force the operators to shift focus from acquiring new subscribers to retaining the existing ones.
Both pre-paid and post-paid consumers can use MNP. The new option will bring about a much required change in the quality of services, as well as attitude of operators towards redressal of grievances in order to retain subscribers.
As per the eligibility criteria for MNP, customers must have cleared all their outstanding bills before making an application, as per the Department of Telecom (DoT). It has also said the mobile number sought to be ported should not be sub judice and there should not be any pending request for change of ownership of the mobile number.
The DoT has claimed that the entire process of switching operators will take a maximum of seven days and subscribers may face disruption of services for about two hours during that period.
The one-time charge that needs to be paid by subscribers would differ from operator-to-operator, but the charge cannot exceed Rs 19.

Illegal mining: Lift ban or notify law, SC warns Yeddyurappa
New Delhi: The Supreme Court today asked the Karnataka government led by BJP's Chief Minister Yeddyurappa to either notify within two weeks the new law against illegal mining or lift its order banning transportation of iron ore meant for export, saying that the ban cannot be sustained indefinitely.

A bench of justices R V Raveendran and A K Patnaik told the state government that if it fails to notify the proposed Karnataka Prevention of Illegal Mining, Storage and Transportation Rules, 2010, it will have to make special arrangements to allow the mining firms to export the ore.
"Ban cannot be forever. You can stop illegal mining but the ban cannot stay forever," said the bench. Observing that the ban was temporary in the nature, imposed only for six months originally, the bench asked the government not to extend it beyond January.
"If there is delay, the state government may formulate necessary regulatory measures for regulating, supervising and monitoring exports," the bench said.
The apex court's direction came during hearing of a bunch of petitions by mining firms, Sesa Goa, MSPL and S B Minerals, challenging state's order banning transportation of iron ores for exports from within its territory.
During the proceeding, Karnataka government said the state was waiting for Lokayukta's final report on evolving ways and means to curb large scale irregularities by various miners. The report was expected in March this year, they added.
The Supreme Court asked the Karnataka government to either notify within two weeks the new law against illegal mining or lift its order banning transportation of iron ore meant for export, saying that the ban cannot be sustained indefinitely.
They said the ban was for "complete overhaul" of the system in the state by putting a complete new regulatory mechanism.
Opposing miners' plea to allow their stocks of iron ore piled up in docks and warehouses awaiting export, the state government said these might have been mined illegally. The bench, however, queried: "If some one has cold, will you cut the nose?"
Opposing the ban order, miners said it was totally unjustified and must not be extended.
They contended that there was no need to wait for the Lokayukta's final report as he has already met the mining department officials and advised them to take various steps to prevent illegal mining.
At this, the bench said, "We do not want to enter into arguments at this stage. We would give the state government in 10-15 days, if it does not permit, then we will ask them to permit exports under some conditions."
The apex court adjourned the matter for hearing in the first week of February. The mining firms have challenged the state government's July 28 order, imposing a ban on the issuance of mineral dispatch permits for transporting iron ore for exports.
During the last hearing, state government had informed the bench that ban was imposed following the report of the Karnataka Lokayukta. It submitted that Lokayukta, in his report had said that there was large scale illegal mining and its transportation from the state.
The miners have submitted before the apex Court that due to a complete ban on transportation, their legally mined stocks were lying on the docks for months and that their value was eroding by the day.

Earlier, the court had issued notices to the state government over three separate appeals filed by the mining firms. The firms had challenged the order of the Karnataka High Court, which on November 19, upheld the state government's blanket ban on the issuance of mineral dispatch permits.
They contended that the state government, which has banned iron ore exports citing provisions of the Mines and Minerals Development and Regulation (MMDR) Act, has no power to do so.
Their petition said, "The MMDR Act does not vest any power in the state government to impose a complete prohibition or ban on the mining, transportation or storage of minerals.
"The only power of the state government, even under the MMDR Act, is at best to frame rules to create a machinery to detect and prevent illegal mining, transportation and storage of minerals in individual cases."
Yeddyurappa has been facing flak on illegal mining for a long time due to its political connections spanning both BJP and Congress as well as having cross-border linkages between Karnataka and Andhra Pradesh.

As an economist, PM has failed to deliver
Who in the central government is responsible for monitoring and keeping prices of vegetables under control? In a strange twist to the saga of abnormal prices of onions and tomatoes – the two vegetables commonly used by the aam admi – Union Agriculture Minister Sharad Pawar has washed off his hands saying he was in no way responsible for the price-hot onions or tomatoes.
Inaugurating the Centre of Excellence for Vegetables under an Indo-Israel project in Karnal on Monday, Pawar was quoted in the media as saying that the agriculture department deals only with wheat, rice, sugar, pulses and oil production. "Vegetables and fruits are the Central government's separate project that we don't deal with," he said.
If what Pawar said was true, why was the Prime Minister's office writing missive after missive to Pawar whenever onion prices shot up; or tomatoes vanished from the mandis? Either Pawar is fibbing or the PMO is unaware of who exactly is dealing with the subject, or is the Centre passing the buck, nay onions and tomatoes.
In any case, it is the aam admi who has to suffer.
In the last week of December, when onion prices across the country surged to Rs 75-80 per kg, Prime Minister Manmohan Singh had asked Sharad Pawar to step in. The Prime Minister's Office, in a letter to the ministry, said the Prime Minister "was deeply concerned about the extraordinary price rise".
Little wonder that Pawar did not care to reply. At a meeting called by the Prime Minister on the abnormal price rise, Manmohan Singh reportedly kept mum and allowed Union Home Minister P Chidambaram to take on Pawar. But a livid Pawar pushed the 'onion plate' back to the PM saying it was not his headache. The meeting ended abruptly after the spat.
This was why the high-level meeting convened by the PM on January 12 to tackle raging inflation ended up clueless, postponing a decision on the short-term measures to contain price rise. The official reason: 'lack of consensus'. That is the seriousness with which the UPA government deals with the issue.
More shock was to come from the PMO. Reacting to the price rise, the PMO indirectly blamed the common man for the food inflation. Trying the put out an explanation, the PMO ended up saying that prosperity and people having more money to spend were the factors behind price rise! Try selling this reason to the common man.
This is not the first time that the UPA government was trying to wash its hands off a crisis. While the petroleum companies have been constantly hiking the price of petrol, look at what the Congress party has to say:
"The increase in petrol prices by Rs 5 per litre in the last one month does seem to be unfair". That was Congress spokesman Manish Tiwari. And then the party passed on the raging controversy on oil pricing to the lap of the petroleum companies asking them to "justify the latest hike of Rs 2.50 per litre" while the consumers continued to suffer.
The BJP has a point when it described spiralling prices as "failure of the economist prime minister. India is experiencing a turbulent price regime because of lack of cohesive policy on part of the UPA".
Pawar says he is not responsible for price increase of vegetables; the Congress says it is not to blame for petrol price; Rahul Gandhi blames coalition politics; the DMK puts the blame on natural calamities; the Finance Minister does not know how to rein in inflation and he has no convincing answer to the dip in industrial production; and when it comes to framing policies to check all this, the UPA finds itself bankrupt of ideas and folds up a core committee meeting abruptly.

The UPA government seems to be in a permanent state of "policy paralysis".
Remember the Prime Minister's New Year promise? No? Here it is: "On the eve of New Year, I want to assure all our citizens that my government and I will work with renewed resolve for the welfare of our people. We will redouble our efforts to deal effectively and credibly with the challenges of inflation, cleansing our governing processes, national security and making our delivery system work for the 'aam aadmi'."
On February 6 last year, the Prime Minister had assured the nation that "the worst was over on curbing India's annual food inflation". After a year, forget about the worse getting over; it has only worsened.
Soon after he took over as PM, Singh had told reporters that his focus would be on growth. "And when I mean growth, I mean inclusive growth that will carry everyone along, including the underprivileged in the country."
On May 24 last year, Singh had said he was satisfied with his performance in the last six years but felt he "could do better". Asked how he rated himself as prime minister since 2004, Manmohan Singh had said: "I feel I could do better."
Well, the UPA government and the Prime Minister have a long way to go to even look better. But as an economist, the PM has failed and the UPA government has lost control of a lot of things.
