A four page letter purportedly written by Dalit youth Ilavarasan in which he states that none should be held responsible for his death, has been recovered by the Special Investigation Team probing the case.

SP Asra Garg said that the letter mentions details of how the boy had fallen in love with the upper caste girl Divya and talks of his subsequent marriage to her.

The SP said they had recovered the letter based on 'secret' information.

He claimed the handwriting in the letter matched that in the notebooks used in college by Ilavarasan. The letter would be submitted in court along with the post-mortem report and other material evidence, Garg said.

The autopsy performed yesterday on Ilavarasan, who was found dead on a railway track on July 4, stated that the youth had died of a "serious head injury" even as the probe was transferred from government railway police to local police.

The report came after Madras High Court directed the state government to preserve till Tuesday the body of Ilavarasan and give the deceased's father a copy of the post-mortem report along with video footage of the procedure, both of which have been done.

Ilavarasan, whose marriage to Divya triggered anti-Dalit violence in three villages of Dharmapuri district in November last year, was found dead along a railway track here on July 4, a day after the girl said she would never go back to him and instead stay with her mother.

DHARMAPURI (TN): A team of National Commission for Scheduled Castes arrived on Sunday to take stock of the situation in the wake of the death of Dalit youth Illavarasan, whose body was found on a railway track.

The team visited the medical college hospital where Ilavarasan's body has been kept in the mortuary as per a high court directive. It also visited Natham colony, from where the youth hailed, and met his parents.

Ilavarasan's parents submitted a memorandum to the team listing several demands, including CBI probe into the death.

The high court has directed the state government to preserve the body till Tuesday, when it will hear the matter again.

Referring to Ilavarasan's death, a NCSC member Sivanna said they cannot make any decision as to whether it was a murder or suicide, and investigations by authorities are proceeding.

The member said commission is not satisfied with the execution of rehabilitation works for Dalit victims in the violence-hit areas and advised the district administration to expedite it.

The panel members later held discussions with the new district collector K Vivekanandan, SP Asra Garg and other top officials.

The marriage of Ilavarasan and Divya, a Hindu girl, had triggered anti-dalit violence in three villages of Dharmapuri district in November last.

His body was found along the railway track in Dharmapuri on Thursday, a day after the girl said she would never go back to him.

UDUPI: The issue of a priest declining to solemnize the wedding of a Koraga couple in Gangolli of Kundapurtaluk in June dominated the monthly SC/ST meeting organized by the district police here on Saturday.

Referring to the incident, Jayan Malpe, a dalit leader, alleged that though the police had registered a case under Prevention of Atrocity Act against the Brahmin priest, he could obtain bail because of the "poor" IPC sections that have been invoked against him.

He said that other parties like the owner of the marriage hall and cleaners were let off in the case. "Police could have detained the priest on the same day of the incident and produced him before the magistrate. But they purposefully allowed the priest to appoint a lawyer to fight the case," he added.

Additional SP Santhosh Kumar directed the sub-divisional officers of Udupi, Kundapur and Karkala to hold meeting with owners of all marriage halls to create awareness on the consequences of such atrocities on dalits.

Dalit leaders also raised their voice against cops registering counter cases against dalits to weaken the original complaints. The leaders also wanted to know the total numbers of 'B' reports (closure reports) that the police submitted after probing atrocity cases against dalits registered in different police stations in the district.

Sundari hailing from Koraga community urged the police to render timely assistance in cases of atrocity on women. The leaders urged the police to re-investigate the mysterious murder of Mallika in Udayanagara, a Koraga colony under Kollur police station limits.

A leader also raised the issue of active illegal liquor rackets under the Hallihole, Madur in Kollur police station limits to the notice of police.

Santhosh Kumar said that due to assembly elections and SSLC, PUC exams, the monthly SC/ST meeting could not be convened on time. Henceforth it will take place on regular intervals, he added. Deputy superintendents of police Prabhudev Mane, Devraj, and Yashoda Ontigodi were present.

Chennai: The Madras High Court today will look into the petition filed by the family of Ilavarasan seeking a second autopsy on his body. The Dalit man was found dead last week near a railway track in Dharmapuri in
western Tamil Nadu.

The first report had revealed the 21-year-old died of a head injury. He was found dead near a railway track on Thursday near his village in western Tamil Nadu.

Suspecting foul play, Ilavarasan's family moved the court seeking clarity on whether it was a suicide or murder.

Yesterday, the Madras High Court ordered the Tamil Nadu government to preserve Ilavarasan's body till Tuesday.

The deceased Dalit man had married Divya from the Vanniyar community in August last year. Weeks after they eloped, Divya's father committed suicide.

After his death, nearly 200 huts owned by Dalits in and around Ilavasaran's village of Dharmapuri were set on fire. Parties with a strong Dalit votebank blamed Divya's community for the riots, and said the violence was backed by the PMK, headed by S Ramadoss and openly committed to preventing inter-caste marriages.

Ilavasaran's mother holds the PMK responsible for her son's death while the party has denied any links to the tragedy.

BANGALORE: Former chief minister HD Kumaraswamy has criticized the Congress government for what he
called its 'blatant caste bias' in the en masse transfer of officials.

At a programme organised by the State Vokkaliga Federation on Sunday, Kumaraswamy charged that officers of the Vokkaliga (Gowda) community were being 'victimized' and 'shunted out'. This includes several IPS and other police officers.

Without naming Siddaramaiah, he said: "It is unfortunate that transfers and postings reflect caste and religious bias. Vokkaligas in the police establishment are being handpicked and shunted out."

DHARMAPURI: The residents of Natham colony here on Sunday literally poured out their woes to the members of the National Commission for Scheduled Caste over the slow-paced rehabilitation work in the locality that bore the brunt of inter-caste violence and arson during last November on Sunday.

The partly damaged houses and the incomplete new structures were pointed out to M Shivanna, member, and D venkatesan, director (Tamil Nadu) of the commission, when they visited the colony. Both expressed strong resentment and dissatisfaction over the manner in which the entire rehabilitation process of the affected families in Natham was being carried out.

The commission has also claimed that it would recommend departmental action against Dharmapuri tehsildar Vijaya. "It's been almost a year and nothing has been done on ground level. Almost all homes are either incomplete or in damaged state. It is extremely sad that the occupants are still being forced to sleep in the community shelter or somewhere else. I was told that 80% of work has been completed but it seems only 20% has been completed," Shivanna said.

The representatives of the district administration however tried to project their version to the NCSC members citing that the delay in maintenance and construction of new homes was due to some technical reasons like lack of water and awarding construction contract.

But the commission members clearly stated that there should be significant progress in the work within the next three months.

"It seems the government has not taken any active interest in the plight of these people," said Shivanna. Local residents raised various grievances, mainly on their requirement for proper roof over their head.

The commission visited Elavarasan's home which is under construction after his old home was almost razed down when a mob of hundreds of caste Hindus stormed the dalit settlement on November 7, 2012 over his marriage to N Divya, a vanniyar girl from the nearby Sellankottai settlement.

"A few of us have also applied for new ration cards. None of the houses have been constructed. Our tehsildar is also not co-operating with us. We are being treated without any respect when we approach the government officials," said Salamma, a resident of Natham Colony.

However the residents themselves said that children have resumed their schooling and books have been provided after the incident.

"We have identified 325 houses that were damaged in the inter-caste violence in all three affected areas. Out of these 199 houses are in Natham Colony. We are carrying out all necessary rehabilitation work," said P Ramar, district revenue officer.

The Tamil Nadu government on Monday ordered a commission to "probe the truth" behind the death of a Dalit youth, whose marriage to a woman from another caste sparked anti-Dalit violence in Dharmapuri last year.

Chief minister J Jayalalithaa, expressing shock and grief over the death of Ilavarasan, said she had ordered a commission under former High court judge, justice SR Singaravelu to probe the matter.

"Social activists, political parties and individuals have been expressing various views (on the death). Ilavarasan's father has also expressed doubts over his son's death. Therefore, to probe the truth behind Ilavarasan's death, I have ordered an inquiry commission under justice SR Singaravelu," she said in a statement in Chennai.

Ilavarasan was found dead near a railway track in Dharmapuri on July 4, a day after his wife Divya had said she would never go back to him and would stay with her mother.
