A school principal in Shajapur district of Madhya Pradesh has been arrested for repeatedly raping a 12-year-old girl and forcing her to take constraceptives, police said Saturday.

 

The principal, Sapan Mishra, allegedly used to rape the class 7 student every time she went to his house for private coaching.

 

On Friday, when she complained of severe abdominal pain, he forced her to take two emergency contraceptive pills. But the pain did not subside even after she returned home.

 

When her parents asked her about it, the girl first said the principal had given her painkiller tablets for stomach pain. Later she told them she had been repeatedly raped by the principal at his home.

 

The family then lodged a police complaint against principal Mishra, following which he was arrested.

 

"Acting on the complaint by the victim and her family members, police arrested the accused and registered a case against him under POCSO ( protection of Children from Sexual Offenders) Act and relevant sections of the IPC and SC/ST Act. Further investigations into the case are on," Shajapur deputy superintendent of police (AJAK) Premsingh Bhadoriya said.

JAISALMER: A dalit RTI activist-cum-school teacher was kidnapped, assaulted and dumped near Indira Gandhi Canal by a few youths in Ranau area of Jaisalmer on Saturday evening.


The assailants also shaved his head and forced him to drink urine.


The RTI activist was brought to Jaisalmer in a serious condition from where he was referred to Jodhpur.


The police have launched a hunt for the absconding miscreants.


The victim, Babu Ram Meghwal is a resident of Ramgarh. He is an RTI activist and also works as a teacher at the Ranau Middle School near Indo-Pak border.


Meghwal said that when he was returning to Ramgarh from Ranau, around a dozen people, travelling in a Bolero vehicle, kidnapped him, cut his hair and took him to the canal belt near Asotar.


The masked men beat him up with sticks. They were about to throw him into the canal when a few people came there. On seeing people coming, the masked men ran away. The people then admitted Meghwal to a hospital in Ramgarh.


Meghwal said he keeps filing RTI applications over irregularities in canal land allotment and many other issues.


On his complaints, many fake allotments were cancelled. Due to this, many people were annoyed and threatening him. On Friday too, he was threatened with murder.


The seriously injured teacher has been referred to Jodhpur.


Many social workers and public representatives condemned the assault and demanded action against the culprits.

Jila pramukh Anjana Meghwal, PCC secretary Roopram Dhandev, former UTI chairman Ummed Singh Tanwar and others said the state government should take steps and provide security to dalits and RTI workers.


The people of Meghwal community staged a demonstration and jammed the main road by burning tyres. Annoyed community members tried to forcefully shut down the market. Looking at the seriousness of the incident, SP Rajiv Pachar, additional SP PD Dhania and Mohangarh SHO Manakram reached Ramgarh and spoke to the people of Meghwal community. Looking at the tension in the town, additional police force was deployed.

SPECIAL CORRESPONDENTA key witness in the caste conflict case in Markumbi village in Gangavati taluk of Koppal district in August last was found dead under mysterious circumstances here on Friday.

 

The body of Veeresh (45) was found on the railway track near the RTO in Koppal. The police suspect he might have been run over by a train.

 

In August 2014, several houses of Dalits were set ablaze at Markumbi, allegedly by 'upper' caste people. Five cases were registered in this connection and Veeresh was a witness in one of them. Dalit leaders from the village suspect his death is not suicide. They said he had come here to attend the court in connection with the trial of the case. Sources in the police, however, said they had no such information. P. Raja, Superintendent of Police and other senior police officials visited the spot.

 

Gadag railway police have registered a case. This incident has come close on the heels of the mysterious death of Yellalinga, a student in Koppal. The issue had rocked Belagavi session prompting the government to order a CID probe into the murder.

The Bhingardive family members have alleged that because of political influence by MLA Dattatray Bharane and the fact that Minister of State for Home Ram Shinde is a distant relative of the suspects, the police is not taking action against the suspects. Bharane has refuted the allegation and has maintained that he has not intervened in the case in any way.

 

Eleven days after an attack on the Bhingardive and Kamble families from Lakhewadi near Indapur in Pune district, the main suspects remain at large. The victims have said that the crime was motivated by caste considerations, which the state government denies. The victims have also alleged that it is only because of political patronage that a majority community family tried to eliminate them.

 

The Bhingardive family members have alleged that because of political influence by MLA Dattatray Bharane and the fact that Minister of State for Home Ram Shinde is a distant relative of the suspects, the police is not taking action against the suspects. Lakhewadi, a small village located around 175 Kms from Pune, is situated in Indapur taluka. Here the Matang community is in the minority while the Dhangar (shepherd) community is the majority. On June 26, as a result of ongoing animosity between families, the Bhingardives had a war of words with members of the Shingade and Kurunge families. This resulted in an attack on the Bhingardive and Kamble families. The Kambles are the relatives of the Bhingardives.

 

On June 26, the Shingade family members, along with a few accomplices, attacked the Bhingardive family, and beat them up severely. The Bhingardives approached the police, who refused to take down any complaint, and drove them out. The Shingade family was reportedly incensed by the fact that the Bhingardives approached the police station with a complaint against them, and set ablaze the Bhingardives' house that night.

 

8 people from the Bhingardive and Kamble families were injured. They are under treatment at Indapur and Pune government hospitals.

 

Vilas Bhingardive and Rukmini Kamble, who were injured in the incident, told Zee Media that they were beaten up mercilessly by Shingade family members who had brought a few criminals with them. Vilas alleged that a police officer named Kale did not pay heed to his complaint, and instead drove him away while making casteist remarks against him. Another family member, Bhagwan Bhingardive, also accused police officials of having a partisan approach and alleged that police were acting against them due to pressure.


Local activists of the Matang community, Lahu Shakti Sena President Lalendra Shinde and Taluka Vice-president of Matang Ekta Aandolan, Sharad Gaikwad, alleged that the police station was hesitating to act against the majority community because of local MLA Dattatray Bharane. There was also the fact, the activists said, that MoS Ram Shinde is a distant relative of the suspects.

 

Both Gaikwad and Shinde demanded a CBI inquiry into the incident and immediate suspension of API Kale who ignored atrocities against people from the Matang community. Meanwhile Ramdas Athavale, the Republican Patry of India (Athavale Faction) President and Rajya Sabha MP, demanded that an Additional Superintendent of Police be appointed at district headquarters to prevent atrocities against Dalits. Athavale also demanded Dalits be provided with arms licenses for self-protection.

 

Athavale visited Lakhewadi and met the victims in hospital on June 30.

Gandhinagar district police on Friday lodged an FIR against four students who allegedly hurled casteist remarks and beaten up a Dalit classmate in the school premises for monitoring the class as asked by his teacher.

The standard XI student has said in the FIR that he was humiliated and slapped in the presence of school teachers, including the principal by the accused classmate and his friends.

 

The complainant Nikul Vora, a resident of Vankarvas in Dehgam, studies in standard XI at Municipal Boys School, at Dehgam town. He belongs to Vankar community of Dalits. He has said in the FIR that on July 8 his teacher Nipaben had asked him to monitor the class for five minutes in her absence. The teacher told Vora to look after the class so that the students don't make a noise. According to the FIR, when she returned to the class she found one student Kaushal Rabari talking loudly in the class.

 

"I told the teacher that Kaushal doesn't listen to anyone. The teacher scolded Kaushal and told him to sit quiet," Nikul has quoted in the FIR. He adds further that following the episode Kaushal and other students abused him in the class. A day later, on July 9, Kaushal's brother Vipul and his two friends — Devang and Dhamo beat up Nikul near the school entrance.

 

Police said that Nikul has alleged he was gheraoed by a group of students, including the accused at the entrance and inside the school premises. They all started beating him up with their bare hands until the school principal Dhiraj and other teachers came to his rescue.

 

The FIR lodged against the four accused under atrocity act states that they abused the victim, beat him up and insulted him in front of the teachers and other students.

 

Deputy Superintendent of Police AB Vataliya has been asked to probe the case.

 

"There was a dispute between the two students related to monitoring the class as instructed by a teacher. The accused was against the Dalit student who was made monitor of the class on the particular day. Following this, the accused called the boy and beat him up in the school. As a matter of fact, the complainant and his relative tried to sort out the differences amicably but the accused side refused it. It was only the accused didn't compromise for a peaceful resolution they lodged an FIR," said Vataliya.

 

He added that the accused have been identified and notices will be served on them as per the law since they are minors.

Tea farm worker's son hoping to become Collector

K. Inbasekar (27), a Dalit and son of a tea estate worker from Padacheri in Pandalur taluk, The Nilgiris, finds his perseverance paying rich dividends finally.

 

He has secured 439{+t}{+h}rank in the recently released list of candidates who were successful in the Union Public Service Exam (UPSC) and has been recommended for appointment in one of the top civil service positions in the country. He is hopeful of becoming an Indian Administrative Service (IAS) Officer this time in his fifth attempt in the UPSC.

 

"Last year, candidates till 534{+t}{+h}rank made it to the IAS and in the previous year those who ranked more than 600 made it," Inbasekar said.

 

It was his childhood dream to become an IAS officer. "I have seen Collectors conduct grievance meets at our place and how they redress grievances on the spot," he said. Despite all such efforts, woes continue. These factors motivated him to aspire becoming a Collector to raising the living conditions of people.

 

Inbasekar is a first generation graduate. His grandparents were Sri Lankan repatriates who settled in Pudukkottai district. His parents R.V. Kalimuthu (55) and Poovathi (45) came to The Nilgiris to work in tea farm about three decades ago.

 

His father, who has studied till Standard IX switched over to become a tailor. His mother continued as a tea farm worker , but their earnings were enough only to meet the family's expense. Inbasekar and his younger brother Karthik studied in a nearby government school.

 

Inbasekar studied till Standard X at the Government High School, Cherambadi, where he emerged school topper. He joined higher secondary at the Government Higher Secondary School, Gudalur, where he emerged topper again.

 

Though his schooling was in Tamil medium, he strived hard to learn English during his B.Sc. Agriculture at the Tamil Nadu Agriculture University Coimbatore, with the help of his professor. He later completed M.Sc. Agricultural Economics at Hyderabad. Scoring over 88 per cent in college he also continued preparing hard for the civil service exams for which he has been appearing since 2009.


In his last attempt in 2013 he secured the 761{+s}{+t}rank but could not make it through the interview, as he gave IAS as his only option. This time he made it to the interview for the third time and has given a couple of options next to IAS. Inbasekar is a scientist in the Indian Agricultural Research Institute.

 

He has been recommended for appointment in one of the top civil service positions

The Lok Sabha Secretariat has asked the Central Board of Excise and Customs (CBEC) to furnish data on the number of people working under Scheduled Castes and Schedule Tribes quotas in its department during the last five years.

 

A parliamentary committee on Welfare of Scheduled Castes and Schedule Tribes (SC/ST) will meet next week to review their (SC/ST) interest in the ministry of finance and CBEC. "The committee has sought information regarding various grades of posts of SC/ST in CBEC and their representation. The committee has asked for the number of reservation made for appointment in various grades of posts during the last five years and how many SC/STs are working in the department," a senior official in finance ministry said.

 

A parliamentary committee on Welfare of SC/ST - which recently decided to hold briefing of the representatives of the ministry of finance (Department of Revenue) and CBEC regarding reservation and job of SC and ST in the department - is concerned about rederssal of grievances of SC/ST employees along with number of complaints received in the past five years and their disposal.

 

"The committee has sought information as a preliminary material from the ministry whether the department has ever carried a special recruitment drive to fill up the backlogs if any. Information regarding any instances of de-reservation of vacancies in the CBEC is also sought. The panel has specifically mentioned to furnish information regarding promotions of the SC/STs and such candidates being sent on deputation in past five years," the official said.

 

The committee has also expressed concerns over reports that people obtaining jobs in the CBEC by submitting false certificates. During the 14th Lok Sabha, the parliamentary committee on Welfare of SC/ST reported 22 such cases.

Sarpanch booked under SC/ST Atrocity Act

The Bhakarapet Police on Friday night registered a case against TDP sarpanch of Rangannagarigadda panchayat under the SC/ST Atrocities Act on charge of humiliating a tehsildar on her caste lines.

 

According to police, Chinnagottigallu mandal teshsildar Narayanamma was on duty during the removal of encroachments from the village tank-bed on Thursday. Some farmers sought the official to give them some time so that their crops on the encroached land would be harvested. With Ms. Narayanamma rejecting the plea, the farmers sought intervention of sarpanch Ramana Reddy, who along with local party leaders, rushed to the spot.


He allegedly entered into an argument with the tehsildar. With Madanapalle division Sub-Collector asking the tehsildar to take the matter to the notice of the Collector, Ms. Narayanamma lodged a police complaint on Friday night alleging that the sarpanch had humiliated, by her referring to her caste.


Meanwhile, Narayanamma met her higher officials in Chittoor on Saturday, and submitted her version on the issue.
